Israel’s Settlement on Capitol Hill

Soon after the sand settled following the Six Day War in 1967, Jewish settlements began dotting the hills in the occupied territories. These settlements are typically located on the high ground to better control the surrounding landscape. Today there are 127 Jewish settlements with a population exceeding 468,000 in the West Bank, the Golan Heights and in the suburbs of East Jerusalem—the last of nearly 8,000 settlers were removed from the Gaza Strip in 2005.

According to a recent Amnesty International report, “In the first six months of 2008 Israel has expanded settlements in the West Bank/East Jerusalem at a faster rate than in the previous seven years.”

Unbeknownst to most Americans, Israel’s westernmost settlement is not located in Palestine-Israel, but is 6000 miles away on the high ground overlooking Foggy Bottom in Washington D.C.

This Capital Hill settlement of pro-Israel lobbies and think tanks strategically controls the high ground overlooking the United States’ Middle East policy landscape by having made kibbutzniks of most members of the executive and legislative branches of the government—including President-elect Obama, Vice President-elect Biden (a wannabe Zionist), and future Secretary of State Hillary Clinton and Chief of Staff Rahm Emanuel (a born Zionist).

While Israel’s hilltop settlements in the occupied territories—violating over 30 UN Security Council resolutions since 1968—are “facts on the ground” that make the two state peace solution unlikely, their hilltop settlement in the center of the world’s only superpower makes it equally unlikely that Israel’s right-wing government will feel compelled to end their “self defensive” brutalization of the Palestinian people, which has been condemned by the international community (UN, EU) as crimes against humanity.

John Holmes, UN Undersecretary General for Humanitarian Affairs, said that Israel’s blockade of vital supplies to the Gaza Strip in retaliation for rocket attacks “amounts to collective punishment and is contrary to international humanitarian law.”

Collective punishment is forbidden by Article 33 of the Fourth Geneva Convention, which states, “No protected person may be punished for an offense he or she has not personally committed.” A “protected person” is someone who is under the control of an “Occupying Power of which they are not nationals.” Only the most ideologically blinkered individual would fail to recognize the Gaza Strip as occupied territory.

Israel’s current blockade of Gaza, which began on November 4, is resulting in what the UN Relief and Works Agency is calling a humanitarian catastrophe. Before the blockade, 1000 truckloads of food, fuel and essential supplies per day were necessary to sustain the 1.5 million Palestinians imprisoned behind the concrete and barbed wire of the 25-mile long border. Eighty percent of Gazans live on two dollars a day and depend on international aid to survive. Since the border crossings were sealed, less than 100 truckloads have been permitted through.

The imprisoned Palestinians—50 percent of whom are younger than 15—are slowly starving. They lack the fuel to generate electricity for lighting, water purification, and sewage treatment. The erratic, intermittent electrical power puts the lives of patients in intensive care wards and those who are connected to live-sustaining equipment in grave peril. The lack of basic medicines such as antibiotics and insulin pose an equally fatal threat.

Twenty human rights organizations and all Israeli and international journalists have been barred from entering the Gaza Strip since the blockade began. A letter of protest signed by most major news organizations was sent to Prime Minister Olmert. Israeli Defense Ministry spokesman Shlomo Dror responded to the letter by saying that Israel was afraid journalists would inflate the Palestinians’ suffering. No one is allow to speak out on behalf of this beleaguered population.

President-elect Obama has been speaking out “swiftly and boldly” about the economic catastrophe threatening our 401Ks, but his silence regarding the unfolding humanitarian catastrophe threatening the lives of Palestinians is both deafening and telling of the price he’s willing to pay to maintain his status as kibbutznik-in-good-standing in Israel’s westernmost hilltop settlement.

Obama’s unconditional support for Israel’s policy of “self defense,” preemptive attacks, and repressive occupations is not one iota different from that of George W. Bush, an internationally recognized war criminal. This is not an encouraging beginning for a man whose battle cry was “change we can believe in.”

By any rational, humanitarian standard, Israel’s treatment of the Palestinians amounts to collective punishment and crimes against humanity. Perpetrators of such crimes, whether they are individuals or governments or willing allies, are criminals who should one day sit in the dock of the International Court of Justice in The Hague—just as defendants sat in a Nuremberg court 60 years ago—and be held accountable for their crimes.

Until Israel’s hilltop settlement in our nation’s capital is dismantled, allowing for the possibility of a just and lasting peace in Palestine-Israel, its influence on both branches of our government and its insidious affect on US Middle East policy will continue to make willing—or unwitting—kibbutzniks of all Americans. We will be held as complicit, and as culpable, as the citizens of the country whose leaders sat in the dock at Nuremberg.

The world will ask, “Why didn’t you do something to stop it?” The majority of us will reply, “We didn’t know!”

Bush’s ‘coalition of the willing’ abandons Iraq

President Bush’s “coalition of the willing” is set to all but disappear from Iraq by the end of the year, with 13 countries, including South Korea, Japan, Moldova and Tonga preparing to withdraw their few remaining troops.

Britain, Australia, Romania, Estonia and El Salvador are the only nations, apart from the US, that plan to remain after a UN mandate authorising their presence expires on December 31.

London must still reach an agreement with Baghdad, however, to keep its 4,100-strong contingent on the ground into the new year. Failure to do so in time would leave British troops without legal cover and they too would have to leave.

“We are going to say farewell to 13 different nations in the space of two and a half weeks,” said Brigadier-General Nicolas Matern, a deputy commander for Multi-National Corps Iraq, which oversees the US military’s coalition partners.

“We started off with 35 countries but it has steadily been going down … As from December it is going to go all the way down,” he told The Times.

A farewell ceremony took place on Wednesday for 76 Macedonian soldiers. Another is due today for 86 troops from Bosnia and Herzegovina and a third is scheduled for South Korea’s contingent tomorrow. Others set to follow suit include soldiers from Albania, Azerbaijan, the Czech Republic, Denmark, Lithuania and Ukraine.

President Bush and Tony Blair scrambled the coalition together in the build-up to the Iraq invasion in a bid to put an international face on what was fast becoming an unpopular war. But the list of participants drew scorn for failing to include a greater number of powerful states, with the US and Britain the main contributors.

The size of the outgoing contingents ranges from just 4 Lithuanians to 300 South Koreans. Many countries have reduced their presence over the past five years, but it has always been a fraction of the US deployment, now standing at 146,000.

Bulgaria – with only 150 troops left in Iraq – has had forces south of Baghdad since June 2003, taking part in various operations, including patrols and guard duty. Thirteen Bulgarian soldiers have been killed and 81 injured in that time.

Lieutenant Colonel Valeri Kolev Valchanov said: “I think we have contributed somehow towards the stabilisation of the country.”

Bulgaria’s troops are also preparing to pull out next month, a move that triggers mixed emotions for the Bulgarian officer. “I will never forget my friendships with Romanian soldiers, Ukrainian soldiers, Polish soldiers, American soldiers,” he said. “We were in dangerous conditions together and celebrated good moments together.”

Major Mario Ernesto Argueta is from El Salvador, which has 200 troops working on humanitarian projects in Wasit province, south of the Iraqi capital. He too believes that the efforts of a tiny contingent make an impact.

“It doesn’t matter how many we are, the most important part is that you made a difference, not for the whole country but for the person who got the aid,” he said.

El Salvador is one of four coalition countries – excluding the United States and Britain – which have been invited to stay in Iraq beyond the end of the year.

“The US approached the Government of Iraq asking that we consider asking a few countries other than the United Kingdom to continue to provide some specialist forces for non-combat tasks after 31 December,” said Mowaffak al-Rubaie, Iraq’s National Security Adviser. “After considering the request, the Prime Minister agreed and those countries were invited to continue to assist us.”

Formal agreements will be made with El Salvador, Australia, Romania and Estonia once a long-awaited security pact with the United States, which was approved by Parliament on Thursday, becomes law.

Outside the coalition, the North Atlantic Treaty Organisation, which has 200 troops from 15 countries in Iraq, is also trying to finalise an accord with Baghdad to continue a training mission in the country beyond the end of 2008.

In addition, the United Nations has a number of Fijian troops working in Iraq.

While the coalition is dissolving, another force of foreigners is still thriving in the country: thousands of private contractors from developing countries such as Peru, Uganda, the Philippines and Bangladesh.

Bush’s Follies Will Destroy Obama If He Lets Them

One might think that if Barack Obama believes he can make a success of his new administration by largely reconstituting the Clinton administration, Hillary Clinton included, he should know better than to take on the reckless ambitions and commitments of the George W. Bush administration as well: the government that gave America the Mideast and Asian crises, blunders and humiliations of the past 6 1/2 years.

The world has witnessed a futile, destructive and illegal American invasion of Iraq, a war conducted on false pretenses, supposedly against terrorists, accompanied by worldwide actions that have made American policy in Bush’s “global war on terror” seem to many Muslims an attack on Islamic society itself.

Obama is now taking on the quasi-impossible tasks of bringing to a successful and responsible conclusion the Bush government’s wars in Iraq, Afghanistan, as well as what shows signs of becoming another military intervention of grave and unforeseeable consequences in Pakistan. He is doing so without challenging the assumptions and goals of Bush administration policy.

It has been the mindset of the Bush administration—and, unfortunately, of much of the neoconservative-influenced foreign policy establishment in Washington—that international society’s problems are reducible to wars that American armies will win. They are wrong on both counts. But some still argue that this is the way to a better and more democratic world.

Obama has no choice but to accept responsibility for these American crises. But why should he accept them on the distorted and even hysterical terms by which the Bush administration has defined world affairs since 2001?

Iraq has been a victim of the United States. Washington had no legal or moral justification for invading the country and destroying its infrastructure, killing an uncounted number of Iraqis and displacing half a million or more to ruined lives while setting off the sectarian conflicts that have wracked the country since 2003.

There is a heavy American responsibility to do no more harm, however well-intentioned. The present volatile situation in the country is for the moment a largely political shoving match between the divided and possibly ephemeral Shiite government of Prime Minister Nouri al-Maliki and his rivals, who include the Shiite radicals of Muqtada al-Sadr, and the Sunni, and largely ex-Baathist, Awakening Movement, sponsored by the U.S. Army to defend Sunni tribal regions against the foreigners of the fundamentalist al-Qaida. In addition, are the two Kurdish movements that together control, and plan to make independent and permanent, a Kurdistan nation incorporating—if they have their way—the oil-rich Kirkuk region.

One can make the political—and moral—argument that as the American invasion is responsible for the Iraqi upheaval, Washington should somehow settle it. The answer is that it’s impossible for Americans to do so. The U.S. cannot do it by continued military occupation and intervention in the country’s affairs.

Only the Iraqis themselves can settle this, and doing so may entail even more religious and ethnic struggle. The neighboring Shiite great power, Iran, will play its cards in the country. The Saudis will play theirs. Israel will do everything in its power to prevent an American withdrawal. All of this will probably add still more tragedies to those of the last six years, but at least the U.S. responsibility will have become only indirect, which is bad enough.

Barack Obama started off his presidential campaign by saying that he would get American troops out of Iraq by mid-2010. That was a strong, simple position that, if resolutely carried out, would make it clear to the Iraqis what they have to do to save themselves, and how long they have in which to do it.

Since the early campaign, the president-elect has been forced to qualify his position, weaken it, blur it, say that actually many U.S. troops probably will stay on, the dates may change, American involvement will continue, and so on. He has been forced back toward the Washington consensus opinion, the centrist and “responsible” position, close to the Bush opinion.

Nearly everyone is against his sticking to his original policy: The Iraq factions all plan to exploit American ambiguities to strengthen their own positions and maneuver the American command to favor them. The Kurds want time to make their proto-Kurdistan even more impregnable (while encouraging their reluctance to deal with Turkish and Iranian hostility to a sovereign Kurdistan, as well as deal realistically with their fellow Iraqis).

In Washington, the Pentagon is against withdrawal on Obama’s terms. It still wants permanent bases in Iraq. It claims Obama’s timetable is logistically impossible. The Republicans will shout “treason” and “betrayal.” American oil companies and the corporations that are already part of the occupation, as well as those that have big ambitions for moving into an American-secured Iraq, will demand that the U.S. stay.

All this must be resisted if Obama is to be his own man. He has to rid himself of George Bush’s folly. He must make Iraq truly independent. If he doesn’t, it could destroy his administration.

The truth comes out about Gulf War Illness

AFTER AN agonizing 17 years, the U.S. government will finally have to admit what veterans and their families have long known–Gulf War Illness is a very real and debilitating condition that has affected one-quarter of soldiers who served in the 1990-91 war.

The Research Advisory Committee on Gulf War Veterans’ Illnesses (RAC-GWVI)–a committee of scientists and veterans appointed by Congress in 2002 to investigate the illnesses experienced by veterans of Operation Desert Storm–presented its 450-page report to Secretary of Veterans Affairs James Peake on November 17.

The new report, which chronicles the ailments suffered by some 175,000 Gulf War veterans–including memory and concentration problems, persistent headaches, unexplained fatigue, widespread pain, respiratory symptoms, digestive problems and skin rashes–contradicts previous reports, which denied that Gulf War Illness even existed.

Among those previous reports, a 2006 National Academy of Science’s Institute of Medicine, claimed that the soldiers were simply suffering from merely suffering from stress disorders typical to any combat zone.

The Research Advisory Committee on Gulf War Veterans’ Illnesses report is available on the Boston University School of Public Health Web site.

As the RAC-GWVI report plainly states:

Gulf War illness fundamentally differs from trauma and stress-related syndromes described after other wars. Studies consistently indicate that Gulf War illness is not the result of combat or other stressors and that Gulf War veterans have lower rates of posttraumatic stress disorder than veterans of other wars.

According to the committee’s scientific director Roberta White, veterans “have been plagued by ill health since their return 17 years ago. Although evidence for this health phenomenon is overwhelming, veterans repeatedly find that their complaints are met with cynicism and a ‘blame the victim’ mentality that attributes their health problems to mental illness or non-physical factors.”

Lea Steele, who served as RAC-GWVI scientific director, told the Washington Post, “VA docs often know nothing about it and aren’t able to help them. Sometimes, they treat them as if they are head cases or malingering.”

As Anthony Hardie, national secretary for Veterans of Modern Warfare, told the Seattle Post-Intelligencer, “It really closes one of the darker chapters of the legacy of the Gulf War, and that is Gulf War illness.”

Hardie, a 23-year-old sergeant during the war, now suffers from respiratory problems, fatigue and chronic pain. “The report clearly lays out that Gulf War illness was caused by unique exposures; it lays out clearly that Gulf war illness is not a stress-related or trauma condition, that it is not the same as in wars before or since. It is unique,” he said.

Karzai Wishes He Could Shoot Down US Planes

Afghan President Hamid Karzai used a visit yesterday by a United Nations delegation to hit out at the international forces over their conduct in the war, expressing disbelief that after seven years “a little force like the Taliban” is continuing to flourish.

But today the Afghan President took his complaints to a new level, publicly lamenting that he was unable to shoot down the US planes which have been bombarding Afghan villages. Karzai added that if he had a rock attached to a piece of string, he’d use it to try to down the planes, “but that’s not in my hands.”

Hitting out at the war on terror as “unclear,” Karzai criticized “a war which is unclear what it is for, and what we are doing.” Addressing the media after today’s meeting with NATO Secretary General Jaap de Hoop Scheffer he called for a firm timeline for withdrawal, insisting “this war cannot be endless and forever and the Afghan nation cannot burn in a war of which the end is not clear,” and adding “we did not welcome the international community in Afghanistan so that our lives get worse.”

Karzai warned that if a timeline is not set, he feels Afghanistan has “the right to find another solution for peace and security, which is negotiations.” He also accused international troops of having set up a parallel government.

Seven years into the war in Afghanistan, Major General Robert Cone sought to tout the “great progress” made in readying Afghanistan’s own security forces, but rather wound up giving the impression that little has really been accomplished and the US mission has, in his words, “a long way to go.”

After five years of US training, only about a third of the Afghan Army is actually ready to operate on its own. The Afghan police are in even sorrier shape, with fully none of the 433 assessed units capable of performing its duties, and the vast, vast majority of them having the lowest possible rating of readiness.

The seemingly open-ended war is not sitting well with Afghan President Hamid Karzai, whose ambition for re-election in the fall is put in growing peril by the spiraling death toll and public perception of an inept government dependent on a foreign occupation for even the modicum of control they exert over the nation.

Rather than hoping the promised “surge” will set things right, President Karzai is petitioning the United Nations Security Council to put an end to the civilian casualties caused by the international forces, which operate under a UN mandate. Karzai also asked them to end house searching and unnecessary detentions.

But perhaps most tellingly, the president is asking the international community for a timeline on how much longer the war is going to take. Pakistani Senator Nisar Memon asked NATO the same thing yesterday, but was apparently rebuffed on the notion of an exit strategy for the ever-worsening war. Whether Karzai will get any answer remains uncertain.

Guantánamo Justice After Seven Years

Since the Bush administration began transporting men and boys to Guantánamo Bay in January 2002, it has tried to prevent them from presenting their cases before a neutral federal judge. Indeed, the naval base was turned into a prison camp precisely to keep the detainees away from impartial courts. The government argued that federal courts had no jurisdiction over men detained on Cuban soil. Twice, the Supreme Court rejected that argument, finding that the United States exercises complete jurisdiction and control over the Guantánamo Bay base.

Finally, on November 20, in a stunning development, U.S. District Court Judge Richard J. Leon ordered the government to release five Guantánamo Bay detainees “forthwith.” Finding that the government failed to prove the men were “enemy combatants,” the judge, in a rare comment, urged senior government leaders not to appeal his ruling. “Seven years of waiting for a legal system to give them an answer . . . in my judgment is more than enough,” he said.

The five detainees the judge ordered released are Lakhdar Boumediene, Mustafa Ait Idir, Hadj Boudella, Saber Lahmar and Mohammed Nechla. Judge Leon did, however, find that a sixth detainee, Belkacem Bensayah, was properly classified an enemy combatant.

It was the Supreme Court’s June 12, 2008 decision in Boumediene v. Bush (see Supreme Court Checks and Balances in Boumediene, JURIST Forum, June 16, 2008) that allowed Judge Leon to review the enemy combatant classifications. The high court upheld the Guantánamo detainees’ constitutional right to habeas corpus and made clear they were “entitled to a prompt habeas corpus hearing.” Judge Leon adopted the definition of “enemy combatant” used by the Combatant Status Review Tribunals, which is “an individual who was part of or supporting Taliban or al Qaeda forces, or associated forces that are engaged in hostilities against the United States or its coalition partners. This includes any person who has committed a belligerent act or has directly supported hostilities in aid of enemy armed forces.”

The six detainees in this case are native Algerians who were residing in Bosnia and Herzegovina, over a thousand miles from the battlefield in Afghanistan. All six held Bosnian citizenship or lawful permanent residence as well as native Algerian citizenship. Arrested by Bosnian authorities in October 2001 for alleged involvement in a plot to bomb the U.S. Embassy in Sarajevo, they were ordered released from prison on January 17, 2002 and then turned over to U.S. personnel who transported them to Guantánamo on January 20, 2002. They have been there ever since.

President Bush had withdrawn the alleged bomb plot as a basis for their detention. He argued instead that the men planned to travel to Afghanistan in late 2001 and take up arms against the United States and allied forces. Judge Leon found the government had failed to prove these allegations by a preponderance of evidence in the cases of all but Bensayah.

The judge said the Justice Department and intelligence agencies had relied solely on a classified document from an unnamed source. He wrote that “while the information in the classified intelligence report, relating to the credibility and reliability of the source, was undoubtedly sufficient for the intelligence purposes for which it was prepared, it is not sufficient for the purposes for which a habeas court must now evaluate it.” He added, “To allow enemy combatancy to rest on so thin a reed would be inconsistent with this Court’s obligation under the Supreme Court’s decision in Hamdi to protect petitioners from the risk of erroneous detention.”

The government did, however, present additional evidence which persuaded Judge Leon that Bensayah was “an al-Qaida facilitator” who planned to take up arms against the United States and facilitate the travel of unnamed others to do the same. That, wrote the judge, “constitutes direct support of al-Qaida in furtherance of its objectives” and “this amounts to ‘support’ within the meaning of the ‘enemy combatant’ definition governing this case.”

Bosnian authorities have indicated they are willing to take the five detainees once they are released.

In October, another federal district judge in Washington, Ricardo M. Urbina, ordered that 17 Uighur detainees be released from Guantanamo. The judge didn’t hold an evidentiary hearing because the government conceded the men were not enemy combatants. But the 17 men from western China languish in custody because the government has appealed Judge Urbina’s ruling.

President-elect Barack Obama has pledged to close the Guantánamo prison when he takes office. The National Lawyers Guild has urged Obama to ensure that the prisoners are released, repatriated, resettled, or brought to trial (if there is probable cause to believe they have committed a crime) in strict accordance with international human rights and humanitarian law, and the principles of fundamental justice pertaining to criminal proceedings. This includes but is not limited to, the Four Geneva Conventions of 1949, the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, and the International Covenant on Civil and Political Rights. The United States has ratified all of these treaties which makes their provisions binding U.S. law under the Supremacy Clause of the Constitution.

The Guild opposes the creation of national security courts to try the detainees. Although Obama said in August, “It’s time to better protect the American people and our values by bringing swift and sure justice to terrorists through our courts and our Uniform Code of Military Justice,” three Obama advisers told the Associated Press that the President-elect is expected to propose a new court system to deal with “sensitive national security cases.”

Concerns have been cited about disclosure of classified information in civilian courts and courts-martial. However, the Classified Information Procedures Act (CIPA) provides an adequate method of protecting classified information in existing U.S. courts. CIPA allows a judge to assess the importance of sensitive evidence before it is disclosed in open court and, if necessary, create a nonclassified substitute for use at trial. Former federal prosecutors Richard B. Zabel and James J. Benjamin, Jr. studied the 107 post-9/11 cases and prepared a 171-page white paper for Human Rights First called In Pursuit of Justice: Prosecuting Terrorism Cases in the Federal Courts. They wrote, “[w]e are not aware of a single terrorism case in which CIPA procedures have failed and a serious security breach has occurred.” National security courts, they write, “would give the government more power and make it easier for the government to secure convictions.”

President-elect Obama should send those prisoners he intends to try to U.S. civilian and military courts, which are well-suited to protect national security concerns. He should eschew the creation of a new system of courts with reduced due process, which will raise many of the same concerns as Bush’s dreaded military commissions.

Former Cuban president Fidel Castro says al-Qaeda terrorists have been engineered in order to advance the Bush administration’s agenda.

In an essay published on Sunday, Castro said the terrorist group “was born from the empire’s own entrails”, using the term “empire” to refer to the United States.

After the Sept. 11 attacks, the Bush administration vowed to capture al-Qaeda leader Osama bin Laden, who has reportedly taken responsibility for the deadly attacks on US soils.

“[Al-Qaeda] is a typical example of an enemy that the hegemonic power dangles in a place of its choosing where it needs to justify its actions, as it has done throughout its history, fabricating enemies and attacks destined to strengthen its plans of domination,” the former Cuban leader argued.

According to Castro, the American public has been misled by the US government about the real extent of the terrorist attacks in 2001. Venezuelan President Hugo Chavez has also suggested that Washington could have been somehow involved in the planning of the attacks.

In the aftermath of the attacks, the White House launched the ‘War on Terror’ in a bid to disband al-Qaeda. While many civilians have been killed since the 2001 invasions of Afghanistan, followed by the 2003 invasion of Iraq, the US has failed to achieve its objectives in the region.

A Central Intelligence Agency (CIA) program called “Operation Cyclone” is reportedly responsible for the creation of the terrorist group, when the CIA funded native Afghan militants in the conflict with the Soviet Union.

The al-Qaeda leader is reportedly planning a new terror attack against the US as President-elect Barack Obama takes office from the incumbent president, George W. Bush.

Earlier this month, a source close to the group claimed that Bin Laden is supervising preparations for another attack which will be far greater than those of 9/11.

US Vice President-elect Joe Biden had warned in October that Obama would face an international crisis early in his presidency.

Out of the frying pan into the fire? In today’s New York Times, three columnists — including a guy named Rumsfeld — warn that a “surge” in Afghanistan could last decades and/or not even be worth it or make matters worse, while our economy collapses.

NEW YORK (November 23, 2008) — (Commentary) Out of the frying pan into the fire? In his race for the White House, Barack Obama called long and often for sending many more troops to Afghanistan (even before we withdraw quite a few from Iraq). It was a required thing to say on the campaign trail to show toughness and also to make the politically winning point that President Bush had fought the wrong war, in Iraq, when we had not yet cleaned out Afghanistan.

Did he really mean it? If so, is it really the right thing to do, especially with our chief national security threat now coming from within – in the form of our economic crisis?

The New York Times today presents a host of op-eds on Iraq and Afghanistan, including one from a guy named Rumsfeld and another from someone called Chalabi. The ones related to the Afghan conflict should raise questions for readers, and I hope, the Obama team. Just this morning, the Karzai government revealed that Obama had called the nation’s leader and pledged to increase U.S. support. The NATO commander wants to nearly double troop strength there.

This past August, I devoted a column here to this subject after a brief flurry of front-page articles on Afghanistan arrived to mark U.S. deaths there finally hitting the 500 mark. The war in Afghanistan, long overlooked, is now getting more notice, I observed, before asking: “But does that mean the U.S., finally starting (perhaps) to dig out of Iraq, should now commit to another open-ended war, even for a good cause, not so far away?”

Nearly everyone in the media, and on the political stage, still calls this the “good war.” Obama has even said “we must win” there. But it’s the same question we have faced in Iraq: What does he define as “winning”? How much are we willing to expend (in lives lost and money) at a time of a severe budget crunch and overstretched military? Shouldn’t the native forces — and NATO — be doing more? And what about Pakistan? And so on.

We’ve been fighting there even longer than in Iraq, if that seems possible. Now do want to jump out of a frying pan into that fire in an open-ended way?

Few voices in the mainstream media – and even in the liberal blogosphere – have tackled this subject, partly because of long arguing for the need to fight the “good war” as opposed to the “bad war.” But now some very respected commentators – with impeccable pro-military credentials – are starting to sound off on the dangers.

Back in August, I was reduced to quoting Thomas Friedman from a recent New York Times column: “The main reason we are losing in Afghanistan is not because there are too few American soldiers, but because there are not enough Afghans ready to fight and die for the kind of government we want….Obama needs to ask himself honestly: ‘Am I for sending more troops to Afghanistan because I really think we can win there, because I really think that that will bring an end to terrorism, or am I just doing it because to get elected in America, post-9/11, I have to be for winning some war?'”

And I reprinted at length comments from Joseph L. Galloway, the legendary war reporter, based largely on a recent paper written by Gen. Barry McCaffrey after his tour of the war zone. McCaffrey had said “we can’t shoot our way out of Afghanistan, and the two or three or more American combat brigades proposed by the two putative nominees for president are irrelevant.” Galloway noted sardonically: “We can’t afford to fail in Afghanistan, the general says, but he doesn’t address the question of whether we can afford to succeed there, either.”

Now the New York Times today presents several cautionary views. Here are three of them, hardly a group of lefty peaceniks.

Pakistanis fear U.S. collision with neighboring enemies

ISLAMABAD, Pakistan: A redrawn map of South Asia has been making the rounds among Pakistani elites. It shows their country truncated, reduced to an elongated sliver of land with the big bulk of India to the east, and an enlarged Afghanistan to the west.

That the map was first circulated as a theoretical exercise in some American neoconservative circles matters little here. It has fueled a belief among Pakistanis, including members of the armed forces, that what the United States really wants is the breakup of Pakistan, the only Muslim country with nuclear arms.

“One of the biggest fears of the Pakistani military planners is the collaboration between India and Afghanistan to destroy Pakistan,” said a senior Pakistani government official involved in strategic planning, who insisted on anonymity as per diplomatic custom. “Some people feel the United States is colluding in this.”

That notion may strike Americans as strange coming from an ally of 50 years. But as the incoming Obama administration tries to coax greater cooperation from Pakistan in the fight against militancy, it can hardly be ignored.

This is a country where years of weak governance have left ample room for conspiracy theories of every kind. But like much such thinking anywhere, what is said frequently reveals the tender spots of a nation’s psyche. Educated Pakistanis sometimes say that they are paranoid, but add that they believe they have good reason.

Pakistan, a 61-year-old country marbled by ethnic fault lines, is a collection of just four provinces, which often seem to have little in common. Virtually every one of its borders, drawn almost arbitrarily in the last gasps of the British Empire, is disputed with its neighbors, not least Pakistan’s bitter and much larger rival, India.

These facts and the insecurities that flow from them inform many of Pakistan’s disagreements with the United States, including differences over the need to rein in militancy in the form of Al Qaeda and the Taliban.

The new democratically elected president, Asif Ali Zardari, has visited the United States twice since assuming power three months ago. He has been generous in his praise of the Bush administration. But that stance is criticized at home as fawning and wins him little popularity among a steadfastly anti-American public.

So how will the promise by President-elect Barack Obama for a new start between the United States and Pakistan be received here? How can it be begun?

One possibility could be some effort to ease Pakistani anxieties, even as the United States demands more from Pakistan. That will probably mean a regional approach to what, it is increasingly apparent, are regional problems. There, Pakistani and American interests may coincide.

American military commanders, including General David Petraeus, have started to argue forcefully that the solution to the conflict in Afghanistan, where the American war effort looks increasingly uncertain, must involve a wide array of neighbors.

Obama has said much the same. Several times in his campaign, he laid out the crux of his thinking. Reducing tensions between Pakistan and India would allow Pakistan to focus on the real threat — the Qaeda and Taliban militants who are tearing at the very fabric of the country.

“If Pakistan can look towards the east with confidence, it will be less likely to believe its interests are best advanced through cooperation with the Taliban,” Obama wrote in Foreign Affairs magazine last year.

But such an approach faces sizable obstacles, the biggest being the conflict over Kashmir. The Himalayan border area has been disputed since the partition of India and Pakistan in 1947, and remains divided between them.

Pakistan’s army and intelligence agencies have long fought a proxy war with India by sponsoring militant groups to terrorize the Indian-administered part of the territory.

After the 9/11 attacks, Pakistan reined in those militants for a time, but this year the militants have renewed their incursions. Talks between the sides made some progress in recent years but have petered out.

Pakistanis warn that the United States should not appear too eager to mediate. First, they caution, India has always regarded Kashmir as a bilateral question. India, they note, also faces a general election early next year, an inappropriate moment to push such an explosive issue.

Second, some Pakistanis are concerned about the reliability of the United States as a fair mediator. “Given the United States’ record on the Palestinian issue, where the Palestinians had to move 10 times backwards and the Israelis moved the goal posts, the same could happen here,” said Zubair Khan, a former commerce minister who has watched Kashmir closely.
