The attempt to exploit soldiers’ deaths to win support for the shameful war in Afghanistan thankfully isn’t working

All week politicians, media and the military have strained every nerve to turn public sympathy over the deaths of British squaddies into support for the US-led occupation of Afghanistan. After a year of parades, a new Armed Forces Day and a stream of censored reports of derring-do from the frontline, the killing of 15 soldiers in 10 days has triggered a barrage of war propaganda. Having all but ignored the same number who died in Helmand province last month, every tabloid and Whitehall stop has been pulled out to capitalise on the emotions unleashed by the continuing sacrifice of British teenagers in an endless war.

From the Ministry of Defence-orchestrated processions of coffins through the Wiltshire village of Wootton Bassett to the black ties worn by Sky TV presenters as they address generals as “sir”, the message is clear: this war is a “patriotic duty”, in the prime minister’s words. The only argument in parliament yesterday was whether the government had provided enough helicopters and boots on the ground to do the job.

Escalation Scam: Troops in Afghanistan

The president has set a limit on the number of U.S. troops in Afghanistan. For now.

That’s how escalation works. Ceilings become floors. Gradually.

A few times since last fall, the Obama team has floated rising numbers for how many additional U.S. soldiers will be sent to Afghanistan. Now, deployment of 21,000 more is a done deal, with a new total cap of 68,000 U.S. troops in that country.

But “escalation” isn’t mere jargon. And it doesn’t just refer to what’s happening outside the United States.

“Escalation” is a word for a methodical process of acclimating people at home to the idea of more military intervention abroad — nothing too sudden, just a step-by-step process of turning even more war into media wallpaper — nothing too abrupt or jarring, while thousands more soldiers and billions more dollars funnel into what Martin Luther King Jr. called a “demonic suction tube,” complete with massive violence, mayhem, terror and killing on a grander scale than ever.

As war policies unfold, the news accounts and dominant media discourse rarely disrupt the trajectory of events. From high places, the authorized extent of candor is a matter of timing.

Lots of recent spin from Washington has promoted the assumption that President Obama wants to stick with the current limit on deployments to Afghanistan. Soon after pushing supplemental war funds through Congress, he’s hardly eager to proclaim that 68,000 American troops in Afghanistan may not be enough after all.

But no amount of spin can change the fact that the U.S. military situation in Afghanistan continues to deteriorate. It would be astonishing if plans for add-on deployments weren’t already far along at the Pentagon.

Meanwhile, the White House is reenacting a macabre ritual — a repetition compulsion of the warfare state — carefully timing and titrating each dose of public information to ease the process of escalation. The basic technique is far from new.

In the spring and early summer of 1965, President Lyndon Johnson decided to send 100,000 additional U.S. troops to Vietnam, more than doubling the number there. But at a July 28 news conference, he announced that he’d decided to send an additional 50,000 soldiers.

Why did President Johnson say 50,000 instead of 100,000? Because he was heeding the advice from something called a “Special National Security Estimate” — a secret document, issued days earlier about the already-approved new deployment, urging that “in order to mitigate somewhat the crisis atmosphere that would result from this major U.S. action . . . announcements about it be made piecemeal with no more high-level emphasis than necessary.”

Forty-four years later, something similar is underway with deployments of U.S. troops to Afghanistan.

Civilian casualties inflicted by international forces in Afghanistan have caused anger among the affected population

KABUL, 28 June 2009 (IRIN) – Civilian deaths resulting from armed hostilities between insurgents, the US military, the International Security Assistance Force (ISAF) in Afghanistan and government forces have increased by 24 percent so far this year compared to the same period in 2008, according to a report by UN Secretary-General Ban Ki-Moon.

In May alone, 261 non-combatants lost their lives in conflict in Afghanistan, John Holmes, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told members of the Security Council at a meeting on 26 June.

The civil war in Sri Lanka is receding from the international headlines, as crises in Iran and celebrity deaths occupy the media’s limited space and attention-span. A very large number of its Tamil victims are still, more than six weeks after the fighting ended, confined in government forces in a complex of forty camps in the north east of the country. An estimated 280,000 civilians – originally displaced from their homes by the fighting between the Sri Lankan military and the Liberation Tigers of Tamil Ealam (TamilTigers / LTTE), and in some cases fleeing from the brutal regime in the LTTE’s former “liberated” zone – are being held, generally against their will.

Gaza: When Drones Become Indiscriminate

JERUSALEM, Jun 30 (IPS) – The concerted effort of international human rights activists to rein in violations of laws of war was given a major impetus when Human Rights Watch researchers presented a report Tuesday on the unbridled use by the Israeli military of unmanned combat aerial vehicles (UCLAV), commonly known as drones, during Israel’s 22-day assault on Hamas in Gaza at the beginning of the year.

Entitled ‘Precisely Wrong’, the Human Rights Watch (HRW) report focuses on six cases of Israeli drone-launched missile attacks in which 29 Palestinian civilians, eight of them children, were killed. Based on cross-referenced eyewitness accounts corroborated by doctors, as well as ballistics and forensic evidence collected on the attack sites, the report asserts that “in none of the cases did HRW find evidence that Palestinian fighters were present in the immediate area of the attack at the time.

If good intentions ever paved a road to hell, they are doing so in Afghanistan. History rarely declares when folly turns to ­disaster, but it does so now. Barack Obama and his amanuensis, Gordon Brown, are uncannily repeating the route taken by American leaders in Vietnam from 1963 to 1975. Galbraith once said that the best thing about the Great Depression was that it warned against another. Does the same apply to Vietnam?

Vietnam began with Kennedy’s noble 1963 intervention, to keep the communist menace at bay and thus make the world safe for democracy. That is what George Bush and Tony Blair said of ­terrorism and Afghanistan. Vietnam escalated as the Diem regime in Saigon failed to contain Vietcong aggression and was deposed with American ­collusion. By 1965, despite Congress scepticism, American advisers, then planes, then ground forces were deployed. Allies were begged to join but few agreed – and not Britain.

The presence of Americans on Asian soil turned a local insurgency into a regional crusade. Foreign aid rallied to the Vietcong cause to resist what was seen as a neo-imperialist invasion. The hard-pressed Americans resorted to ever more extensive bombing, deep inside neighbouring countries, despite ­evidence that it was ineffective and politically counterproductive.

No amount of superior firepower could quell a peasant army that came and went by night and could terrorise or merge into the local population. Tales of American atrocities rolled in each month. The army counted success not in territory held but in enemy dead. A desperate attempt to “train and equip” a new Vietnamese army made it as corrupt as it was unreliable. Billions of dollars were wasted. A treaty with the Vietcong in 1973 did little to hide the humiliation of eventual defeat.

Every one of these steps is being re-enacted in Afghanistan. Every sane observer, even serving generals and diplomats, admit that “we are not winning” and show no sign of doing so. The head of the British army, Sir Richard Dannatt, remarked recently on the “mistakes” of Iraq as metaphor for Afghanistan. He has been supported by warnings from his officers on the ground.

Last year’s denial of reinforcements to Helmand is an open secret. Ever since the then defence secretary, John Reid, issued his 2006 “London diktats”, described in a recent British Army Review as “casual, naive and a comprehensive failure”, intelligence warnings of Taliban strength have been ignored. The army proceeded with a policy of disrupting the opium trade, neglecting hearts and minds and using US air power against “blind” targets. All have proved potent weapons in the Taliban armoury.

Generals are entitled to plead for more resources and yet claim that ­victory is just round the corner, even when they know it is not. They must lead men into battle. A heavier guilt lies with liberal apologists for this war on both sides of the Atlantic who continue to invent excuses for its failure and offer glib preconditions for victory.

A classic is a long editorial in ­Monday’s New York Times, congratulating Barack Obama on “sending more troops to the fight” but claiming that there were still not enough. In addition there were too many corrupt politicians, too many drugs, too many weapons in the wrong hands, too small a local army, too few police and not enough “trainers”. The place was damnably unlike Connecticut.

Strategy, declared the sages of Manhattan, should be “to confront the Taliban head on”, as if this had not been tried before. Afghanistan needed “a functioning army and national police that can hold back the insurgents”. The way to achieve victory was for the Pentagon, already spending a stupefying $60bn in Afghanistan, to spend a further $20bn – increasing the size of the Afghan army from 90,000 to 250,000. This was because ordinary Afghans “must begin to trust their own government”.

These lines might have been written in 1972 by General Westmoreland in his Saigon bunker. The New York Times has clearly never seen the Afghan army, or police, in action. Eight years of training costing $15bn have been near useless, when men simply decline to fight except to defend their homes. Any Afghan pundit will attest that training a Pashtun to fight a Pashtun is a waste of money, while training a Tajik to the same end is a waste of time. Since the Pentagon ­originally armed and trained the Taliban to fight the Soviets, this must be the first war where it has trained both sides.

Neither the Pentagon nor the British Ministry of Defence will win Afghanistan through firepower. The strategy of “hearts and minds plus” cannot be realistic, turning Afghanistan into a vast and indefinite barracks with hundreds of thousands of western soldiers sitting atop a colonial Babel of administrators and professionals. It will never be secure. It offers Afghanistan a promise only of relentless war, one that Afghans outside Kabul know that warlords, drug cartels and Taliban sympathisers are winning.

The 2001 policy of invading, ­capturing Osama bin Laden and ­ridding the region of terrorist bases has been tested to destruction and failed. ­Strategy is reduced to the senseless slaughter of hundreds of young western soldiers and thousands of Afghans. Troops are being sent out because Labour ministers lack the guts to admit that Blair’s bid to quell the Islamist menace by force of arms was crazy. They parrot the line that they are making “the streets of London safe”, but they know they are doing the opposite.

Vietnam destroyed two presidents, Johnson and Nixon, and ­destroyed the global confidence of a ­generation of young Americans. ­Afghanistan – ­obscenely dubbed the “good war” – could do the same. There will soon be 68,000 American troops in that country, making a mockery of Donald Rumsfeld’s 2001 tactic of hit and run, which at least had the virtue of coherence.

This is set fair to be a war of awful proportions, cockpit for the feared clash of civilisations. Each new foreign ­battalion taps more cash for the Taliban from the Gulf. Each new massacre from the air recruits more youths from the madrasas. The sheer counterproductivity of the war has been devastatingly analysed by David Kilcullen, adviser to Obama’s key general – David Petraeus – no less.

Obama is trapped by past policy ­mistakes as were Kennedy and Johnson, cheered by an offstage chorus crying, “if only” and “not enough” and “just one more surge”. He and Petraeus have to find a means and a language to ­disengage from Afghanistan, to allow the anti-western hysteria of the Muslim world – which the west has done so much to foster – now to cool. It is hard to imagine a greater tragedy than for the most exciting American president in a generation to be led by a senseless intervention into a repeat of America’s greatest postwar debacle.

As for British politicians, they seek a proxy for their negligence in Afghanistan by staging a show trial of their ­negligence in Iraq. Why do they fiddle while Helmand burns? Might they at least ask how they can spend £40bn a year on defence yet watch a mere 8,000 troops on their one active front having to be rescued by Americans?

Memo confirms Bush and Blair knew claims Iraq had WMDs were lies

A confidential memo obtained by the Observer, detailing a meeting between President George W. Bush and Prime Minister Tony Blair, confirms their determination to press ahead with the invasion of Iraq in 2003 without any evidence of weapons of mass destruction (WMD) and without United Nations approval.

The five-page memo, written by Blair’s foreign policy adviser Sir David Manning, is dated January 31, 2003, some two months before the invasion began. It records the thinking of Bush and Blair as it became increasingly obvious that United Nations weapons inspectors would not find the advanced weaponry, including a nuclear capability, that both leaders were using to justify military action.

Nancy Pelosi: A Hawk in Donkey’s Clothing

Pelosi has been a major force for keeping the Dems in a pro-war stance, even though the Chronicle endlessly promotes her and her SF constituents remain in denial.

Congressional approval to continue funding of the ongoing war in Iraq, a major segment of the $90 billion supplemental appropriate package, passed on Tuesday thanks to heavy-handed pressure by House Speaker Nancy Pelosi, D-Calif., against anti-war Democrats.

This has led to great consternation here in her home district in San Francisco, where anti-war sentiment remains stronger than ever. The timing of the measure is particularly upsetting given that California’s record budget deficit has resulting in the layoffs of tens of thousands of teachers, the incipient closure of almost all of our state parks and draconian cuts in health care, housing, public transportation,the environment, social services and other critical programs. While unwilling or unable to get Congress to provide some financial support for the crisis here at home, our most powerful member of Congress was quite willing to work hard to insure continued financial support for war.

What few people outside of San Francisco realize is that despite representing one of the most liberal congressional districts in the country, Pelosi has been a strong supporter of the Iraq war for most of past seven years.

In 2002, public opinion polls showed that the only reason most Americans would support a U.S. invasion of Iraq was if they were convinced that Iraq was somehow a threat to the United States, such as possessing “weapons of mass destruction.” Unfortunately for those supporting a U.S. takeover of that oil-rich country, independent strategic analysts were arguing that the evidence strongly suggested that Iraq had rid itself of its chemical and biological weapons some years earlier.

In an apparent effort to discredit those of us who — correctly, as it turned out — were insisting that Iraq had in all likelihood already disarmed, Pelosi categorically declared on NBC’s Meet the Press in December 2002 that “Saddam Hussein certainly has chemical and biological weapons. There’s no question about that.”

By giving bipartisan credence to the Bush administration’s unprincipled use of such scare tactics to gain support for the U.S. takeover of that oil-rich country, she negated a potential advantage the Democrats would have otherwise had in the 2004 campaign. After it became apparent that administration claims about Iraq’s alleged military threat were false, the Democrats were unable to attack the Republicans for misleading the American public since their congressional leadership had also falsely claimed Iraq had weapons of mass destruction.

During the first twelve weeks of 2003, there were a series of large demonstrations against the war here in Pelosi’s district, including one on Feb. 16 that brought out a half-million people. While Lynn Woolsey and Barbara Lee — congresswomen from a neighboring districts — spoke at the rally, Pelosi was notably absent.

On the day the war began the following month, San Francisco’s downtown business district was shut down by thousands of anti-war protesters in a spontaneous act of massive civil disobedience. In response, Pelosi denounced the protesters and rushed to the defense of President George W. Bush, voting in favor of a resolution declaring the House of Representatives’ “unequivocal support and appreciation to the president … for his firm leadership and decisive action.” She personally pressed a number of skeptical Democratic lawmakers to support the resolution as well.

Pelosi also sought to discredit those who argued that Iraq was not a threat to the United States and that United Nations inspectors — which had returned to Iraq a couple of months earlier and were engaged in unfettered inspections — should have been allowed to complete their mission to confirm that Iraq had disarmed as required. She joined her Republican colleagues going on record claiming that “reliance by the United States on further diplomatic and other peaceful means alone” could not “adequately protect the national security of the United States against the continuing threat posed by Iraq.”

As a counter to those who argued that the war was a diversion of critical personnel, money, intelligence and other resources from the important battle against al-Qaida terrorists, Pelosi tried to link the secular regime of Saddam Hussein with that Islamist terrorist network by declaring that the Iraq invasion was “part of the ongoing global war on terrorism.”

Furthermore, despite a CIA report that al-Qaida terrorist Abu Musab al-Zaqarwi had not received sanctuary or any other support from the former Iraqi regime, Pelosi went on record claiming that, under Saddam “the al-Zarqawi terror network used Baghdad as a base of operations to coordinate the movement of people, money and supplies.”

In the race for the 2004 Democratic presidential nomination, Pelosi helped lead an effort to undermine the anti-war candidacy of former Vermont Gov. Howard Dean, insisting that Americans must “raise our voices against all forms of terrorism” and that “this is not the time to be sending mixed messages.”

Instead, she endorsed the hawkish Rep. Richard Gephardt, D-Mo., who co-sponsored the House resolution authorizing Bush to invade Iraq at the time and circumstances of his choosing. When Gephardt dropped out of the race, Pelosi threw her support to Sen. John Kerry, D-Mass., who was also among the minority of Democrats on Capitol Hill who had voted to authorize Bush’s war.

Pelosi’s assertions that the Iraq war was part of the “war on terror” proved costly to the Democrats in the 2004 election, which the Democrats had been expected to win, as exit polls showed that 80 percent of those who did believe that the war in Iraq was part of the war on terrorism voted to re-elect Bush and a Republican majority in both houses of Congress.

In response to the consensus of disarmament experts that the U.S. invasion of Iraq hurt the cause of nuclear nonproliferation, Pelosi voted in favor of a Republican-sponsored amendment that claimed that the elimination of Libya’s nuclear program in late 2003 “would not have been possible if not for … the liberation of Iraq by United States and coalition forces.” Her support for this Republican-sponsored measure came despite testimony by U.S. negotiators who took part in British-initiated talks with the Muammar Qaddafi regime that the outline of the deal had come prior to the invasion and that the war played no role whatsoever in the agreement.

As the armed resistance to the U.S. occupation of Iraq grew in the wake of the invasion, Pelosi dismissed the growing consensus that it was part of a popular nationalist reaction to foreign occupation and instead went on record insisting that it is simply the work of “former regime elements, foreign and Iraqi terrorists and other criminals.”

As far back as 2004, the voters of San Francisco, in a citywide referendum, voted by a nearly 2-to-1 margin calling on the United States government to withdraw all troops from Iraq. Pelosi, however, insisted on ignoring her constituents and continued to support Bush’s policies.

By 2005, as Bay Area Reps. Lynn Woolsey, Barbara Lee, Pete Stark and Sam Farr joined Democratic colleagues from across the country in signing a letter to Bush calling for the withdrawal of American troops from Iraq, Pelosi was notably absent from the list of signatories.

By this point, even prominent Republicans like James Baker and Gen. Brent Scowcroft were calling for the withdrawal of American forces, yet Pelosi held firm in her support of the war. Back in 1990, Pelosi had been an outspoken liberal critic of the George H.W. Bush administration’s militaristic policy toward Iraq. Fifteen years later, however, she was taking a position to the right of his secretary of state and national security adviser.

Defenders of Pelosi pointed out that, as assistant minority leader in October 2002, she was the only member of the Democratic leadership in either house of Congress to vote against authorizing the invasion. Furthermore, they noted how she subsequently raised some concerns regarding how the Bush administration had handled the occupation, such as not adequately preparing for the aftermath of the invasion, failing to utilize enough troops, not providing adequate training or body armor for U.S. forces and for backing such dubious exile figures as Ahmad Chalabi.

However, Pelosi refused to acknowledge that the United States should have never invaded Iraq in the first place, which had been acknowledged by religious leaders from around the globe. Nor did she ever acknowledge that the invasion was a direct violation of the United Nations Charter, which the United States — as a party to such binding international treaties — is legally required to uphold.

Historically, opposition leaders in Congress have helped expose the lies and counterproductive policies of the incumbent administration. Pelosi, however, to her party’s detriment, decided instead to defend them.

By the end of 2005, as protesters met her at virtually every public event in her district and even conservative colleagues in the House Democratic leadership, such as Rep. John Murtha of Pennsylvania, began calling for a withdrawal of American forces from Iraq, Pelosi finally spoke out in favor of an end to the war.

She continued to support unconditional funding for the war effort, however, for the next two fiscal years. It was only on the vote for last year’s fiscal budget, as anti-war sentiment in her district was reaching a fever pitch and fears of a serious challenge to her seat in the Democratic primary and/or from the Green Party nominee in November, did she finally vote against war funding.

Now, however, as public attention on the Iraq war has faded, she has reverted to her previous pro-war position. Along with her support for Israel’s wars on the Gaza Strip and on Lebanon, her backing of the Iraq war is demonstrative of her willingness to ally herself with the former Bush administration in pushing policies based on the premise that instability and extremism can be best addressed through brute military force regardless of international legal norms or high civilian casualties.

Despite all this, much of the mainstream media and leading political pundits identify Pelosi as a prominent liberal. It is but one example of how far to the right political discourse in American has gone.

Dilemmas of American Empire: Can Obama Pull Off a Game-Changer in Iraq, Iran and Afghanistan?

For Obama to steer us back to the softer side of Empire, withdrawing from Iraq and Afghanistan—and negotiating with Iran—he’ll have to overrule his key officials, Hillary Clinton and Dennis Ross, risk alienating Israel for its own good, and stand up to bracing public attacks. And he’ll need a hand from a strong, anti-imperial religious and secular peace movement.

In the wake of the Bush administration’s disastrous resort to neoconservative ideology the Obama Administration is seeking to reclaim the liberal internationalist and diplomatic way of relating to the world. The United States is going to be an aggressive imperial power no matter whom it elects as president; what is called “neoconservatism” is merely an extreme version of normal American supremacism, one that explicitly promotes and heightens the U.S.’s routine practices of empire. But it matters greatly whether the American empire tries to work cooperatively and respectfully with other nations instead of conspiring mainly to dominate them. In Iraq, Afghanistan, Iran, and the Middle East as a whole, the legacy of George W. Bush is not very good and Obama has an overabundance of leftover crises to manage.

In Iraq the U.S. is slowly withdrawing military forces while in Afghanistan the U.S. is escalating; but in both cases the work is grinding, perilous, and ambiguous. There are no breakthroughs coming in Iraq or Afghanistan. The fix is in, and the new administration is simply trying to find a decently tolerable outcome. Iran is a different story diplomatically, where there is a real possibility of a breakthrough, but also the greatest danger.

‘We hate you because you are occupiers, but we hate Al Qaeda worse, and we hate the Persians even more.’

From March 2005 to April 2007 the eruption of a civil war, in the midst of an already ferocious insurgent war, in Iraq produced huge numbers of weekly attacks and casualties, averaging 2,000 attacks per month. The numbers then dropped dramatically as ethnic cleansing was completed in many areas, the “surge” of U.S. forces restricted the flow of explosives into Baghdad, the Mahdi Army suspended its attacks, and the U.S. co-opted Sunni insurgents. But violence has spiked again recently; it’s a perilous business to depend on buying off the opposition; and most importantly, the fundamental problems that fueled the insurgency and civil war still exist in Iraq. Meanwhile the U.S.’s price tag is approaching $2 trillion, as predicted by Nobel-prize winning economist Joseph Stiglitz and Harvard professor Linda Bilmes back in 2006.

All of this will take decades to play out, well beyond the blink of an American news cycle. Iraq is broken into rival groups of warlords, sectarian militias, local gangs, foreign terrorists, political and ethnic factions, a struggling government, and a deeply corrupted and sectarian police force. The Sunnis are appalled that a Western invader paved the way to a Shiite government allied with Iran. They are deeply opposed to the new constitution. They want a strong central government that distributes oil revenue from Baghdad, and they are incredulous that the U.S. has enabled Iran to become the dominant force in the Middle East. The Shiites are embittered by decades of Sunni tyranny in Iraq and centuries of Sunni dominance in the Middle East. Arab Shiites have not tasted power for centuries, and Iraqi Shiites are determined to redeem their ostensible right to rule Iraq that was denied them in 1920.

Both sides and the Kurds have militia groups that are the real powers in Iraq. The main thing that has worked in Iraq is the U.S.’s desperate gambit to co-opt the Sunni militia groups aligned with the Awakening Movement. In the counterinsurgency playbook, buying off the opposition is a last resort. The French, British, and U.S. tried it, respectively, in Algeria, Malaya, and Vietnam. In each case the weapons given to insurgents ended up being used against the forces providing them. In this case, over 100,000 Sunni fighters have been put on the U.S.’s weekly payroll. Major General Rick Lynch, commander of the Third Infantry Division, explains why it is working, so far: “They say to us, ‘We hate you because you are occupiers, but we hate Al Qaeda worse, and we hate the Persians even more.’” In this lexicon, Iraqi Shiites are Persians, like the Iranians.

So the U.S. is paying and arming Sunni insurgents to kill people in the middle group, even as they profess to hating Shiites most of all. It’s not clear how the Awakening fighters will be removed from the dole, and Shiite leaders are not sympathetic to the U.S.’s predicament. The cooptation strategy has deeply enmeshed the U.S. in Iraqi tribal politics, lifting up certain tribes over others, and corrupting them. Tribes are forming their own militias and creating new leaders adept at cutting deals and getting access to money that was supposed to pay for reconstruction. The predatory corruption of government officials and connected tribal leaders is pervasive, direct, and unrelenting, which helps to explain why $200 billion of reconstruction aid has produced almost no reconstruction.

Iraq could explode again at any time, because Sunni leaders are demanding real power, the Shiite parties are determined not to yield it, and intra-sectarian resentments are boiling. Shiite and Kurdish leaders are stonewalling against integrating Sunnis into the army, and they are gathering the fingerprints, retinal scans, and home addresses of every Awakening fighter.

Despite all of this, important political gains have been made in the past year. Parliament is grappling seriously with the Baathist reconciliation problem, which requires tough political bargaining, and the recent provincial elections brought more Sunnis into the political process. Prime Minister Maliki, toughened by 24 years of brutally difficult exile in Iran and Syria as a functionary of a tiny, persecuted Islamist party—the Dawa Party—has proven to be a more resilient leader than many expected. To make a real difference, Iraq needs an oil deal, a new constitution, a resolution over Kirkuk, and a national election that brings more Sunnis into the government. Most difficult of all, it needs to integrate large numbers of Sunni forces into the army and police force. Above all, it needs to get the U.S. Army out.

The toxic politics of collaboration and betrayal

On the latter issue, we need to be resolute and pragmatic at the same time; and by “we,” I mean our religious communities, the movements for social justice, and the Obama Administration. President Obama has significantly compromised his campaign promise to withdraw most or all U.S. troops within 16 months of taking office. His current position is that 65 percent of our force structure in Iraq will be removed by August 2010, and all our combat troops, leaving up to 50,000 troops there in non-combat roles until December 2011. He stresses that the combat mission will end at the end of next summer, more or less as he promised, and that we need to keep a heavy force in Iraq for at least 15 months beyond that. Last month the U.S. relinquished one of its largest military bases in the Green Zone, the dramatically named Forward Operating Base Freedom. But two weeks later the administration announced its plan to keep indefinitely the entire Camp Victory complex, which has five large bases in Baghdad, and Camp Prosperity and Camp Union III, which are located near the new American Embassy in the Green Zone.

There are more announcements of this sort to come. Defense Secretary Robert Gates is already saying we will need to keep some military forces in Iraq beyond December 2011, beyond simply protecting the embassy. It isn’t clear what the distinction between combat and non-combat will mean. All soldiers are trained to fight, which the Army is currently stressing in its press statements. If a civil war breaks out, will U.S. troops take action? If not, what is the rationale for 50,000 troops? It is ethically imperative for the U.S. to be careful and deliberate in extricating itself from Iraq; we must avoid the mistakes of the British in India, the French in Algeria, and the U.S. in Vietnam. Obama gets that part. What he needs to hear is that his core supporters are serious about getting out of Iraq and are not willing to be strung along for years with half-measures.

Once an empire invades, especially a self-righteous one like the U.S., there are always reasons why it thinks it cannot leave. But sooner or later, conquered peoples have to be set free to breath on their own to regain their dignity. As long as the U.S. Army is the ultimate power in Iraq, Iraq will have no sovereignty; Shiites will be viewed in the Sunni provinces as collaborators with the invader; and Sunnis will view the Iraqi army as a creation of the invaders that puts their enemies in charge. When the occupier pulls back, the toxic politics of collaboration and betrayal will be lessened. The civil strife in Iraq is going to play itself out no matter what the U.S. does. But the U.S. set it off and we are refueling it every day we remain.

In the past two years the U.S. has, in effect, created a Sunni Army. The fate of this entity trumps a long list of daunting variables in Iraq. Sunni leaders protest constantly that the nation’s interests against Iran are not being defended. If the Sunnis and Kurds can be integrated into the Iraqi Shiite Army, which is euphemistically called the Iraq Army, Iraq has a chance of holding together as a semi-federalized state. There is no other option that averts another upsurge of death and destruction.

Advocates of breaking Iraq into three nations stress that parts of the country are already partitioned; all three of the major groups have their own military, and the Kurds have their own government and oil deal too. But the majority of Iraqi cities and provinces still have Sunni and Shiite communities living side by side. Iraq cannot break apart without igniting a horrible civil war, one that Iran, Syria, Turkey, and Saudi Arabia would not sit out. The best hope is that Iraqis will decide for integration and sovereignty, but it is up to them to decide whether they want a unitary state, a decentralized federation, three nations, or something else. I don’t want President Obama to make that decision or to commit U.S. troops to one of these outcomes. We must hold the Obama Administration to leave Iraq by a time certain, relinquish all the military bases, and support the rebuilding of a shattered society.

Wanted: an anti-imperialist peace movement

Today we have the right president to repair the terrible damage to the U.S.’s image in the world, especially the Middle East, as Obama’s eloquent speech in Cairo demonstrated. But he is escalating the war in Afghanistan, with a rationale that leads straight to more escalation and virtual occupation.

The president has already added 17,000 combat troops and 4,000 trainers to the force of 37,000 that we had in Afghanistan. He is talking about doubling that escalation, says we have to shore up the government, and he is planning to double the size of the Afghan army with U.S. taxpayer funds. What he has not done is explain how or when we will know if any of this ramping up has succeeded.

After nearly eight years of war, Afghanistan has “quagmire” written all over it. The government is corrupt from top to bottom. It barely exists outside Kabul except as an instrument of shakedowns and graft, beginning with the family of President Karzai. The Afghan army is part of the corruption plague and opium production is expanding dramatically. More than two-thirds of the economy is centered on opium traffic.

The United States has a vital interest in preventing Al Qaeda from securing a safe haven in Afghanistan. But escalating to 60,000 troops, and warning that more may be necessary, suggests some larger objective that has not been explained or defended. If the U.S. is going to pour more troops into a country featuring a chronically dysfunctional government, treacherous terrain, a soaring narcotics trade, and a history of repelling foreign armies, it needs to spell out what, exactly, this escalation is supposed to accomplish and how the U.S. will know it has succeeded enough to get out or even to scale down.

I am more hopeful, though equally wary, about the situation in Iran, where the Bush legacy is disastrous. In 2001 Iran had a few dozen centrifuges and the government of President Mohammad Khatami helped the U.S. overthrow the Taliban regime in Afghanistan. Khatami negotiated with the U.S. in the wake of 9/11, closed Iran’s border with Afghanistan, deported hundreds of al Qaeda and Taliban operatives who had sought sanctuary there, and helped establish the new Afghan government. The Bush administration could have spent the succeeding years further negotiating with Iran, limiting Iran’s nuclear program, allowing it to buy a nuclear power reactor from France, and restraining it from flooding Iraq with foreign agents. Instead, Bush arbitrarily ended talks with Iran, famously consigning it to the “axis of evil.” Iran responded by electing an eccentric extremist, Mahmoud Ahmadinejad, to the presidency, developing over 5,000 centrifuges, and threatening Israel. We barely averted a catastrophe in 2006, when Bush and Cheney wanted to bomb Natanz with a nuclear weapon until the Joint Chiefs rebelled against them.

Today there is a serious possibility that the Netanyahu government in Israel will carry out the bombing option. If it does, the entire region could explode into a ball of fire. That’s the apocalyptic scenario. The hopeful one is a game-changer based on two or three years of sustained diplomacy. The U.S. could declare that it recognizes the legitimacy of the Islamic Republic of Iran. It could acknowledge Iran’s right to security within its present borders and its right to be a geo-political player in the region. It could accept Iran’s right to operate a limited enrichment facility with a few hundred centrifuges for peaceful purposes. It could agree to the French nuclear power reactor and support Iran’s entry into the World Trade Organization. And it could return seized Iranian assets. In return Iran could be required to cut off its assistance to Hezbollah and Hamas, help to stabilize Iraq and Afghanistan, maintain a limited nuclear program for peaceful ends verified by the International Atomic Energy Agency, adopt a non-recognition and non-interference approach to Israel, and improve its human rights record.

Any deal of this sort would be a dramatic breakthrough in the Middle East. It would have a positive impact on nearly every major point of conflict in the region. It would be the opposite of the Bush-neocon approach, which demonized Iran and plotted attacks against it. Obama may be the ideal president to pull off a game-changing deal with Iran. The Iranian people are remarkably inclined to pro-Americanism. The clerics that rule Iran might be willing to seize this moment, which would enhance their stature in world politics. If Obama is the president to make it happen, he will have to stand up to a firestorm of opposition in the U.S. and probably overrule his key officials in this area, Hillary Clinton and Dennis Ross. And he will have to risk offending most of Israel’s political establishment, to get something that is actually better for Israel.

Regardless of what Obama does or does not do, we need a defiantly anti-imperial peace movement that rejects the American obsession with supremacy and dominance. Forty years ago, Senator William Fulbright warned that the U.S. was well on its way to becoming an empire that exercised power for its own sake, projected to the limit of its capacity and beyond, filling every vacuum and extending U.S. force to the farthest reaches of the earth. As the power grows, he warned, it becomes an end in itself, separated from its initial motives (all the while denying it), governed by its own mystique, projecting power merely because we have it.

That’s where we are today. Now as much as ever, we need a self-consciously anti-imperial movement that seeks to scale back the military empire and opposes invading any more nations in the Middle East or Latin America or anywhere else.

Congress should require an exit strategy from Afghanistan

In March, President Obama told CBS’ “60 Minutes” that the United States must have an “exit strategy” in Afghanistan.

At least eighty-eight Members of Congress agree. They’re supporting H.R. 2404, a bill introduced by Representative Jim McGovern (D-MA) whose text is one sentence long: “Not later than December 31, 2009, the Secretary of Defense shall submit to Congress a report outlining the United States exit strategy for United States military forces in Afghanistan participating in Operation Enduring Freedom.”
