Q&A: “A Lot of the Gaza Story Is Being Left Out”

ROME, Jan 22 (IPS) – The war of words continues in Gaza, in spite of the ceasefire. Nancy Snow, propaganda expert, talks to IPS about information spin strategies and whether we, the public, have learnt any lessons from Iraq.

Snow is a writer and a Huffington Post blogger. Her latest book is “Persuader-in-Chief” about public diplomacy and persuasion in the Age of Obama. She is also Associate Professor at the Newhouse School of Communications, Syracuse University.

IPS: The Israeli propaganda effort is being directed to justify their attack. The sight of Hamas rockets streaking into Israel has been helpful in this respect. But do you think Israel’s effort has achieved anything?

NS: Israel’s effort seems to be designed to shake the confidence of Hamas. Of course, innocent people are in the way of this power struggle. We don’t know yet if Hamas will be emboldened or weakened by the Gaza conflict. We do know that global public opinion is against Israel for its raining of air attacks on a densely populated area. A lot of people died unnecessarily simply because of where they lived.

IPS: On Dec. 28, Israel released a video of a missile attack against what appeared to be a lorry being loaded with rockets. A caption says: “Grad missiles being loaded onto the Hamas vehicle.” As of last week, 632,714 people had watched it. However, it turned out that a Gaza resident named Ahmad Abdallah Muhammad Sanur claimed that the truck was his and that he and his workers were moving oxygen cylinders from his workshop. How do you think this case has hampered Israel’s propagandistic efforts?

NS: If one believes that the IDF (Israel Defence Forces) is acting in self-defence and that Hamas is completely responsible for creating the Gaza conflict, then the resident’s claim that this truck was his and that they were only moving oxygen cylinders places innocent victims smack in the middle of the propaganda war between Hamas and the IDF. If Sanur’s claims are true, naturally it hurts the IDF position that only Hamas is the target of its rockets.

IPS: Has the ban on foreign correspondents “helped”? (The television channels Al-Jazeera and BBC operated there during the attack). The absence of reporters from other major organisations has meant, for example, that Sanur’s story has not been as widely told as it probably would have been, or his account subject to examination.

NS: How do you think the ban is affecting this war of words? I’m all for the complete access of media to conflict areas. If correspondents are willing to put themselves in harm’s way in order to tell the story, completely and truthfully, then they should be allowed in. When a ban takes place, all we can wonder is what is being left out of the story being told? We cannot allow just officials to tell their stories. We need people on the ground, both citizen journalists and foreign correspondents, to complete the landscape picture.

IPS: Only last week, if you typed “Gaza” in the YouTube search engine, you would get 47,200 hits. Some of the titles included “Mortar Bombs Shot from U.N. School in Gaza” (from Oct 29, 2007); “Hamas terrorists kill innocent Palestinian in Gaza”; and “White phosphorus shells on Gaza.” Some of them come from established TV channels like Al-Jazeera, BBC or CBS. Others come from unclear sources. We have seen pictures of the conflict in Lebanon in 2006 and videos of the Jabalya refugee camp from September 2005 passed off as images of the current conflict in Gaza too. An apparently conclusive piece of evidence can turn into something doubtful. How can the reader know that what he or she is seeing is true or an honest rendition of the truth?

NS: I wouldn’t entirely trust Youtube for the whole story. We often say that a picture is worth a thousand words, but if that picture has been doctored of if the caption is inaccurate, then the picture is utterly worthless. I would tell people to utilise a wide spectrum of sources, both print, online, and video, to dig deeper. Compare and contrast media coverage, for instance CNN versus Al-Jazeera. A lot of the story is being left out or told from a biased perspective. We’re all biased; no one is without a slanted perspective, but we can try to overcome our worse biases by constantly questioning the story, its conclusions and the sources used. Always ask yourself, what is being left out on the cutting room floor?

IPS: In an interview with IPS in 2004, you said that, once the masses have chosen sides, “propaganda is used to reinforce existing attitudes more than it is used to change attitudes”. Is that what is happening here?

NS: Yes, this is still the case. Propaganda is generally ill-suited to completely change opinions from one side to another. What it can be more effective at is challenging a prevailing assumption among those who aren’t yet fully committed to one side or another. Also, the best propaganda, like the best persuasion, is that which is subtle and designed to make one believe that the conclusion comes from oneself and not an outside sponsor.

IPS: In the same interview with IPS, you said about the invasion of Iraq that the propaganda surrounding it that it was more “about not seeing images. People in the U.S. didn’t see the same war as people outside the U.S. or as did viewers of Al-Jazeera.” What about Gaza now? Are we seeing the same war?

NS: Absolutely not. Just the other day, my colleague, Mehrzad Boroujerdi, director of Middle East studies here at Syracuse University, commented on how different the media coverage of the Gaza conflict was between CNN and Al-Jazeera English. He said that just five minutes of watching convinced him that the media are setting the agenda and creating different wars through their distinct coverage. CNN was much more pro-Israeli and pro-official sources while Al-Jazeera English gave voice to the people on the ground.

IPS: You also said that with Iraq, the U.S. public “succumbed more to the stupid propaganda tricks than did the rest of the world”. Are they succumbing to Israeli propaganda now? Has the public learnt any lessons from Iraq?

NS: I’m not sure if we learned anything from Iraq. It’s still too soon. We’re in the midst of saying goodbye to a most unpopular war president whose favourability is at an all-time low of 22 percent. I think most of us don’t know whose propaganda is more credible.

McCain/Palin Campaign’s End-Run Around Media

The McCain campaign is attempting to do something unheard of in the modern political era. It is not just running against the mainstream media, it is running around it.

This strategy is not so much expressed in McCain campaign manager Steve Schmidt’s declaration last week that the New York Times is “150 percent in the tank” for Democratic Sen. Barack Obama or the media-bashing by several speakers at this month’s Republican National Convention. It’s more about the GOP’s continued sheltering of its vice presidential nominee, Alaska Gov. Sarah Palin.She has yet to hold a major press conference 32 days after McCain announced her as his running mate – and that’s not changing anytime soon. McCain spokesman Michael Goldfarb said Palin will do at least one news conference before election day. That could mean that the person who could potentially lead the free world will have done one national press conference before being sworn into office.

The Democratic vice presidential nominee, Joe Biden, has given more than 89 national and local interviews over roughly the same period of time.

Other than TV interviews with CBS anchor Katie Couric, ABC anchor Charlie Gibson and conservative Fox News commentator Sean Hannity, Palin hasn’t engaged the press. The effort to shield her is so intense that when she met with foreign leaders in New York last week, the campaign initially would only allow photographers near her.

No favors

“I don’t think the campaign is doing her any favors by not letting her answer any questions,” said PBS political editor Judy Woodruff, who has covered politics for 30 years for CNN and PBS. “If she’s elected vice president of the United States and were she to succeed to the presidency, she needs that interchange with journalists. The American people have a right to know what does she know and how does she think.”

“The media needs to continue to say, every day, until she has a news conference, ‘When is she going to have a news conference? Why isn’t she having one?’ I just find it astounding,” Woodruff said. “I think the media has a responsibility to continue to point out that this is unlike any presidential or vice presidential candidate in memory. She has been more bottled up.”

When television news outlets threatened not to run any images of her meeting with Afghan president Hamid Karzai on Tuesday unless reporters were allowed in as well, the campaign allowed CNN – which was providing the pool report for the event – inside. Briefly. According to the network, “CNN’s producer and other photographers were allowed in the room for just 29 seconds.”

‘Free Sarah Palin’

Last week, The Chronicle began a “Free Sarah Palin” campaign on its Politics blog, documenting the continuing lack of access to the candidate. The effort was echoed by CNN host Campbell Brown, who called on “the McCain campaign to stop treating Sarah Palin like she is a delicate flower that will wilt at any moment.”

“This woman is from Alaska, for crying out loud. She is strong. She is tough. She is confident. And you claim she is ready to be one heartbeat away from the presidency. If that is the case, then end this chauvinistic treatment of her now. Allow her to show her stuff,” Brown said. “Free Sarah Palin.”

The real loser in this game of hide-the-candidate: voters. Palin was not well-known outside of conservative circles before the campaign chose her. Polls, including one taken by the Pew Research Center, taken over the past few days show that Palin’s approval rating has dropped since she was nominated.

“The lack of access is potentially damaging in the eyes of the voter, because they are trying to get to know the candidate,” said Paul Dimock, associate director of the nonpartisan Pew Research Center for People and the Press. Palin is especially vulnerable because voters know McCain, Obama and Biden better, he said.

“The McCain campaign has discovered it has a major problem,” said Carol Jenkins, president of the Women’s Media Center. “Increasingly, it has become clear that she doesn’t have a grasp of the issues. If I were John McCain, I’d be doing the same thing with her.”

No incentive

But Jenkins said the campaign doesn’t have an incentive to give the media more Palin face time. “If there is anybody more despised than Congress, it’s the media.”

So what can the media do? Jenkins said they shouldn’t have given in to the campaign’s demands last week during Palin’s New York visit. “At some point, the media has to stop cooperating with the campaign.”

Friday, syndicated conservative columnist Kathleen Parker had seen enough of Palin – and called on her to withdraw.

“Palin’s recent interviews with Charles Gibson, Sean Hannity and now Katie Couric have all revealed an attractive, earnest, confident candidate. Who Is Clearly Out Of Her League,” Parker wrote at the National Review Online.

“Palin filibusters. She repeats words, filling space with deadwood. Cut the verbiage and there’s not much content there,” Parker wrote. “If BS were currency, Palin could bail out Wall Street herself.”

But other news executives say what the McCain campaign is doing is not that unusual.

“All politicians go through a stage where they want to minimize how much they are exposed to the media,” said Paul Friedman, vice president of news at CBS, the network that scored one of the three major Palin interviews. He shrugged at what could be learned in a news conference that couldn’t in a one-on-one interview. “I just don’t think it is that cosmic of an issue. We’ll see more of the candidates soon. Just wait for the debates.”

A bigger liar than Bush

McCain (and Palin) are setting a record for outright lies. But what is to stop them?

In 2002 and 2003, the Bush administration knew something about the media that the media still don’t fully understand about themselves. If you’re in a position of power and you want to say something, just say it, no matter what, and the media will repeat it and repeat it.

Saddam Hussein had no weapons of mass destruction to speak of? No matter. Just say he did. He wasn’t six months away from nuclear capability? So what—just assert that he was. He wasn’t tied to 9-11, there was no famous Prague meeting? No problem. Suggest there might have been. Muddy it up. Good enough.

Bush and co. knew that the media are constitutionally unequipped to call a lie a lie. People in the media like to flatter themselves as truth-tellers and the people’s watchdogs and all that, but the fact is that except in very rare circumstances, there’s no such thing as “objective truth” in the media, particularly the political media. There’s just what one side says and what the other side says. This is especially so on cable television.

The Bush people manipulated this. But the McCain campaign has taken it to extremes that make even Dick Cheney look like a wallflower. The number and intensity of outright lies, even for jaded observers, is just staggering.

There’s Sarah Palin’s lies about the bridge and earmarks. There’s an unbelievable one I mentioned yesterday about Obama’s alleged opposition to combat systems. There’s the flatly false assertion to middle-class audiences that Obama will raise their taxes, even though his tax plan does no such thing.

Now there’s this incredible McCain education ad that tries to argue that Obama wants to pervert kindergartners. The legislation, in Illinois, was in fact designed to allow local school boards to teach “age appropriate” sex education – and to teach children about how to identify sexual predators!

And then there’s this silly pig-lipstick business, which I wouldn’t even dignify by mentioning except that, obvious as it was that Obama was talking about McCain and not Palin, the McCain camp has now created something called the “Palin Truth Squad” that was formed to push the lie that Obama was talking about Palin. I’ll say that again: a “truth squad” created for the express purpose of pushing a lie.

And where is the truth squad of the press, the people’s watchdogs? Mostly enjoying the show, hyping the “mudslinging” between the two sides, which of course “both sides” are guilty of. Nonsense. Obama and Biden distort certain things about McCain’s record – that whole 100 years in Iraq business is a stretch. But McCain did say it, so it’s only a stretch, not a fabrication.

McCain and Palin are engaged in serial total fabrications. And almost no one calls them on it. The New York Times, which found the space to run a puffy piece on Palin’s family on its front page the other day, hasn’t found similar space to run a story under a headline like, “McCain-Palin Claims Stretch Credulity, Some Say.”

CBS and CNN have finally gotten around to running reports that pretty much state outright that Palin is lying about the bridge. ABC’s Jake Tapper plainly called out the “truth squad” on the lipstick story. McClatchy did a strong fact-check of the McCain education ad. But for the most part, the media treats it all as entertainment, a matter of which side has seized the offensive.

The McCain team knows all this. So they consciously promote lies, knowing that no real mechanism exists to stop them from doing so.

The Obama team should have been doing a stronger job of push-back these last few days. It was only after Obama himself said Palin was lying about the bridge that a few media outlets started pursuing that angle. That’s how the game is played, and the McCain strategy will be a test of their ability to hit back fast and hard.

But this race is now a test of the media too. You’d think after being told in the run-up to the Iraq war a bushel of things that didn’t end up being true that they printed anyway, they’d have given some thought to the question of how not to let themselves be manipulated like that again. But it is happening again, and the media are getting played in exactly the same way.

And what does all this say about John McCain? In 2000, when he was running against George Bush in the South Carolina primary, he was smeared by outright lies charging among other things that he’d fathered an out-of-wedlock black child. The man who “directed communications” for Bush’s 2000 South Carolina effort was Tucker Eskew. McCain confidants have long held Eskew partly responsible for those smears.

Last week, McCain hired him, to staff up Palin. That just about says all we need to know about today’s McCain.

Now let me ask you. What is more revealing of a candidate’s “character”: The fact that a candidate used a phrase as old as the hills, a phrase the other candidate himself has used (see Jake Tapper above), or the fact that a candidate would hire someone he once regarded as having helped spread vile innuendo about him and his family?

Disaster in Afghanistan

It is difficult to find out what is really going on in Afghanistan. The focus of the mass media is almost entirely on the military activities of the Canadian and NATO forces. There is absolutely no coverage of political developments.  The news on the economy is limited to the state of the poppy industry. This is no accident. The North American media, including the CBC, has strongly supported the U.S./NATO strategy and the administration of President Hamid Karzai. Contrary to the mainstream message, things are not going well.

Rise in civilian casualties

Over the past few weeks NATO forces have killed civilians in a number of incidents, and popular opposition to the western military effort is increasing. On August 22 the United States bombed the village of Azizabad in Herat province; the result was the death of 91 civilians, including over 60 children. Rockets and missiles were also used. Many homes were destroyed. Local citizens stoned the Afghan army when they tried to distribute supplies. NATO forces in Paktika province launched an artillery attack on a village on September 1 as part of a general sweep-and-destroy mission against Taliban forces. Three children were killed and seven injured. That same day U.S. and Afghan forces carried out an overnight raid in Hud Kheil, east of Kabul. A family of four, including two children, were killed when hand grenades were thrown into their house. In Kabul hundreds blocked the main road out of town protesting the military practices of the international forces.

Afghan government and NATO attacks In response to the steady increase of civilian deaths this year, the Afghan parliament passed a resolution in August calling on the Karzai administration to negotiate a new status-of-forces agreement with NATO and United States, making it consistent with Afghan and international law. President Karzai’s cabinet demanded “an end to air attacks in civilian areas, illegal detentions and unilateral house searches.” There is growing opposition to the presence of the occupying forces. The Senlis Council reported in June 2008 that in their most recent recent public opinion survey “more than six out of ten of those interviewed … said that foreign troops should leave.” This is the position taken by many of the democratic parties in Afghanistan. Malalai Joya, the outspoken critic of the Karzai government, has called for all foreign troops to leave the country. She argues that Afghans can settle this dispute better on their own.

The approaching famine

However, the most important current issue in Afghanistan is the drought, the crop failure, and the prospect of famine. This story has received no coverage in the North American media. Over the last winter Afghanistan received well-below normal rainfall and mountain snow pack. The spring runoff was light, and crop yields from irrigated agriculture have been significantly reduced. There are conditions of drought throughout the country. In many areas there are no crops and livestock has perished from lack of pasture. Wheat provides the staple food, and production is 60 percent below average. Recent rains have brought flooding, as the land has been hardened by the drought. Floods are more common because over the past few decades 60% of the woodland has been removed by the population seeking fuel for cooking and winter heating. The jump in fuel prices has raised the cost of the delivery of food from neighbouring countries. Food prices are rising. The price of a 50 kg bag of wheat flour is now $35. One half of the population in Afghanistan lives on less than $2 per day. The government of Afghanistan reports that 42% of the population lives in “extreme poverty”, defined as a per capita income of less than $120 per year. The United Nations Mission in Afghanistan reported in August that “at least four million most vulnerable people have already been pushed into the ‘high-risk food-insecurity ‘ category.” Children are the most vulnerable. One in five children die before the age of five, mainly due to malnutrition. In response, the United Nations and other food agencies have called for an emergency fund of $404 million in order to purchase food. To date less than 20% has been forthcoming from donor countries.

What is happening to women’s rights?

Supporters of the U.S. project in Afghanistan always point to how many girls are now going to school. But as Ann Jones points out, the number cited (5 million) is fewer than half the children of school age. In Kabul 85% are in school; in the Pashtun south, less than 20% and “near zero for girls.” Radio Free Afghanistan’s Jan Alekozai recently toured eastern Afghanistan. He noted that there were schools but no teachers, no chairs and tables, no electricity or water, no books, and no labs. “The participation of women is zero in the provinces,” he argued. While some are going to school “they cannot walk, for example, in a park – or with their families.” In February 2008 Womankind Worldwide (UK) released a survey of the status of women in Afghanistan. They found that 87% of Afghan women report domestic violence, 60% of all marriages are still forced, and 57% of all recent marriages involved girls under the age of sixteen, which is contrary to the law. Ann Jones, who spent a number of years in Afghanistan working for women’s rights, is not surprised. President Karzai’ wife is a qualified gynecologist but does not practice her skills. She remains locked up in the presidential fortress, the Arg, and is not seen by the general public. Since the onset of the 20th century, she is the first wife of a state leader who has not publicly championed women’s rights.

Change of regime in Afghanistan

Few Canadians would know that there is a presidential election scheduled for Afghanistan in 2009. Hamid Karzai has announced that he will run again. After his tour of eastern Afghanistan, Jan Alekozai reported strong opposition to the local warlords and the Karzai government. He judged that Karzai would have a hard time getting 20% of the votes in the 2009 election. The people blame the Americans and NATO for the increase in the power of the warlords. The main opposition to Karzai will come from the United National Front, which is largely a coalition of the warlords and Islamist leaders based in the parliament. They have demanded a change in the constitution to bring in a parliamentary system of government with political parties and elections by proportional representation. The Front is dominated by the Islamist forces from the Northern Alliance. The Front has called for a new international meeting to settle the ongoing civil war in Afghanistan. This would be hosted by the United Nations and include all neighbouring states as well as representation from Afghanistan’s political groups, including the armed opposition. In late August Fazel Sangcharaki, speaking for the Front, stated that many foreign envoys have supported this proposal. But the problem is the opposition of the U.S. government.

Canadian government stresses militarism

The policy of the Canadian government since 2001 has been to put the highest priority on its military role in Afghanistan. In support of the Afghan “war on terrorism”, the Canadian government has been spending around $1 billion per year on the military and only $100 million on humanitarian assistance and economic development. Much of the military budget has been spent on acquiring new military hardware, needed for counter-insurgency warfare.. Just before Stephen Harper forced a fall election, polls emerged which showed that Canadians remain skeptical of the role in Afghanistan. A poll by Ipsos Reid for the Department of National Defence revealed that the majority of Canadians still want Canada to emphasize peacekeeping. A CBC poll done by Environics reported that 56% of Canadians disapprove of Canada’s military role in Afghanistan. Since the March 2008 agreement by the Conservatives and Liberals to extend Canada’s mission to 2011, Afghanistan has largely disappeared from political discussion. The challenge for Canadians is to make this disastrous war in Afghanistan an issue in the current election.

Anatomy of the Kashmir crisis

A humanitarian crisis is unfolding in Kashmir as Indian security forces impose a round-the-clock curfew across the valley.

More than 30 unarmed Kashmiri protesters have been killed by Indian forces in the last few weeks in an effort to stamp out mass demonstrations that have shaken the disputed region, which is partitioned by India and Pakistan, and where India has maintained a military occupation in the section it controls.

The demonstrations were sparked by the announcement of the transfer of 100 acres of public land to the Amarnath Shrine Board, but have since snowballed into a province-wide revolt. Hundreds of thousands of men, women and children have taken to the streets demanding “azadi” (freedom) and their right to self-determination. In response, Indian military and paramilitary forces imposed a curfew and media blackout, and have fired on large, unarmed rallies, killing dozens and injuring hundreds.

Sanjay Kak is a filmmaker whose recently completed documentary, Jashn-e-Azadi (How We Celebrate Freedom) was made over a period of several years in Kashmir. On August 16, days after the mass protests erupted, he spoke with Nagesh Rao.

WHAT IS the significance of the Kashmiri uprising?

I THINK part of the problem is that in India, our attention always comes in at the tail end of the story. Here it comes in when there is an explosion of resentment against the granting of lands to the Amarnath Shrine Board, and then we all act mystified: “How can there be so much resentment against something so small?”

That’s because no one paid attention to what’s been happening in the year prior, or the five years prior or, indeed, 18 years prior to this event. So there’s a kind of structured amnesia about what events bring us to this place.

And this is not an accident. Particularly when it comes to Kashmir, in India, it is a structured amnesia.

You’ve got more than 500,000 Indian soldiers in Kashmir. They are sitting in literally every street and village and by-lane and crossing and water-point, and then you begin thinking that peace has returned to Kashmir. But it hasn’t. You’re just sitting on top of people.

Then the media dutifully starts wheeling out the spin, and you’re told, “Oh, tourists are returning to Kashmir, all is well, the militancy is gone.” And everybody begins to believe it.

I once had a conversation with an army officer, and he said, “Things are very peaceful here now. As a Kashmiri, you should come and visit, as often as you like.” “Peaceful” is not a word I would use to describe what was around us, even where were sitting, in the officers’ mess, with a breathtaking view of the grand Wular Lake.

“But colonel, there’s a soldier with an AK-47 every 30 feet,” I said.

“No, no,” he said, “we’ve got the situation under control.”

“So when will you leave?” I said, “You know, troop reductions–cut by, say, 20 percent?”

“No, no, that’s out of the question,” he replied. “Everybody would be out on the streets, there would be an uprising.”

On the ground, that colonel commanding a military unit in Kashmir knows the score. The Indian security apparatus has taken 18 years to build a stranglehold on Kashmir, to control every aspect of daily life over there. That is the kind of “peace” that they hammered onto Kashmir.

In the wake of the armed uprising of the 1990s, which was represented as “terrorism” and an “Islamic jihad,” they managed to do what they had to do, because Indians–and the rest of the world–were a little confused about what was happening. But what are they going to do now, when there are no weapons in this uprising? There are just hundreds of thousands of people out on the streets. What are they going to do? Are they going to just start firing? And how many will they kill?

This is the real significance of what we are seeing. Until now, even ostensibly sympathetic Indians would throw the question at the Kashmiris: “Why did you take to the gun? You took to the gun, and you alienated the Indian people.”

This time around, they haven’t brought the gun out. They are coming out in vast numbers and demonstrating for what they believe in. They are coming out in the ways that Indian democracy ought to believe in. Only this time, the same liberal intelligentsia who wanted them to give up the gun are now calling these vast assemblies “violent mobs” of “extremists”!

In a sense, the Indian state is hoisted on its own petard, flummoxed. [Indian rulers] do not know how to react to this situation.

Prospects and Ways Forward

My chief concern here is to understand the situation of Muslim’s in India. But, to the extent that the issue is inevitably affected by the condition of Muslims world-wide, it is relevant to take note of factors that impinge upon that condition even at the risk of enumerating a critique that is by now often made and well-recognized. The truth needs as much repeating as the lie, especially when the lie has the backing of imperialist money and muscle.

First a word about the villainous propagation that a “clash of civilizations” is now underway, globally.

Nobody but the indubitably partisan is any more taken in by the reification-in-reverse, as it were, whereby American imperialism, unimpeded by any concerted, state-level opposition, seeks to fetishize its untrammelled material ambitions in the resource-rich middle and west Asian regions principally as a purely ideological crusade on behalf of “freedom.”

This despicable subterfuge requires that Islam be recast as a theoretical breeding ground of “jehadis”; this for the simple enough reason that the preponderant population in these oil-rich regions is Muslim. Thus, nationalists throughout this region engaged in a life-and-death struggle to secure the rights of sovereignty need to be christened “terrorists.” Never mind that both Hamas and Hizbollah owe their political legitimacy to massive electoral victories, duly “certified” by reputed international agencies. Never mind also that American imperialism is hard put to find any “terrorist” Islamism in a Wahabi Saudi Arabia, even though all of the protagonists who brought the twin towers down were of Saudi extraction. Nor, for that matter, are the neocons able to see Pakistan as a centrepiece in the “Islamic” terrorist business. Or Musharraf as a military dictator who seems determined to hijack the promise of Pakistani democracy for ever and ever.

Clearly, for an American President who is widely suspected by his own countrymen of having stolen both his electoral victories, the “democracy” slogan is just one instrument of imperialist designs.

It needs to be recalled that the pioneers in the “terrorist” way of doing things were the Israelis. Scholarship, including the Wikipedia, has given us an elaborate record of the modus operandi of the Zionist Irgun and Stern terrorist groups—spearheaded by such respectable worthies as Menachem Begin, Yatzak Shamir, and Ariel Sharon—in their fight to dislodge the British from their mandate in Palestine. Those modus operandi included the cold-blooded murders of diplomats and United Nations’ officials, not to speak of the bombing of the King David Hotel in which more than ninety innocent people were blown to smithereens and many more maimed for life. Scholarship also records that these terrorists took their stand as much on religion as the jehadis of our day.

Is it also not rather cute that while a prospective Iranian nuclear capability is sought to be sold to the “international community” as the central source of menace for the world community, the well-known Israeli arsenal is never mentioned. Remember that Osama bin Laden and the Taliban were not viewed as “terrorist” material while the principal contradiction of American imperialism was with the Soviets in Afghanistan. Once, however, that contradiction shifted course, yesterday’s “freedom fighters” became today’s’ “terrorists.” Or that the “war on terror” should have been launched in Iraq which was notably the one truly secular state in the whole region. That the invasion of Iraq has now successfully converted that country into a jehadi hub goes of course to speak to the criminal accountability of the Americans in the matter, and to an imperialist folly that bids fair to destroy civilized governance throughout the world. There must some reason after all why already some 85% Lebanese today call themselves Hizbollah as opposed to some 50% before the current Israeli invasion. And that includes the Lebanese Christians as well. Or why Maliki, the puppet prime minister of a “free” Iraq has felt humiliated enough now to take issue with the continuing brutalities of the Bush regime in complete disregard of the so-called Iraqi government.

Having said that, if there is a clash now underway it is between those who advocate adherence to the principles of the Westphalian Treaty (1645) that guarantees the sovereignty of nation-states and non-interference in each other’s internal affairs, and to the United Nations Charter which was drawn up by the world community to establish peaceful co-existence among nations and a non-recourse to violence and war as instruments of the redressal of disputes, on the one hand, and those others whose desire for global domination seeks to make mince-meat of both the Westphalian Treaty and the U.N.Charter.

And this clash today is nowhere more in evidence than within America itself. Never have Americans been as vertically divided—between the reds and the blues—since the Civil War as they are today. By the latest reckoning, some 60% Americans would be considered “anti-national” by the Bush administration! Having now christened the term “Islamic fascism” Bush has had to be at the receiving end of important articles in the American media that have asked whether this may not be a case of the pot calling the kettle black.

Same is true of people who inhabit the “Muslim” world. Despite the heinous depredations wrought everyday by the neocon “vision” of a new world order– whereby American Imperialism arrogates to itself the right to preemptive war, to regime changes in other countries, and to full-scale global dominance—in the middle and west Asian region, and wherever else people seek to resist that evil “vision,” Muslims are everywhere divided between those who think such resistance can succeed only through an asymmetrical guerilla war, and those who still wish to adhere to democratic, institutional mechanisms to force reason and sanity upon an imperialism gone berserk, or who desire to see a consolidation of state-level resistance to American imperialism.

On each side, of course, it suits the war-mongers to homogenize disparate, dissident, contentious identities and positions and complex political and intellectual considerations into crusading binaries—the regime, as it were, of a born-again Christianity against the injunctions of Allah. That the vast majority of the world’s population knows this to be, nonetheless, a war, on one hand, for the control of the world’s material resources and, on the other, for resisting that imperial agenda is by now obvious enough.

Indeed, this contention between the homogenizing political project and the concrete pluralities on the ground that demand democratic cognition lies at the root of much that has gone on in India during the last two decades.

Since the implementation of the recommendations of the Mandal Commissiion by the V.P.Singh government (1989)—recommendations that, deriving from the Constitution, recognized caste affiliation rather than an undifferentiated religious one as the basic social unit of identity among Hindus—a crusade on behalf of Brahminical Hinduism ensued.

Clearly, the object of that crusade has been to reconstitute Hindus across social contradictions as the dominant “majority” that then seeks to supplant the notion that a majority in a republican democracy can only comprise franchised “citizens,” a circumstance that then feeds directly into minority-bashing. Thus the Brahminical upper-caste crusade against affirmative action on behalf of deprived castes curiously yields the politics of communalism. This despite the fact that the BJP has never yet polled more than 26% of the national vote at any general election. Considering that not more than 5% Muslims have ever voted for the party, the BJP thus fails to draw the allegiance of some 70% or more of voting Hindus. As in America now, the chief political divide in India has thus been between high-caste Hindus who seek to force their vision of the nation on the Republic and the great majority of Hindus who refuse that fascist imposition. Thus the “cultural nationalism” of the Brahminical minority remains in clash with Hindus whose allegiance to the Constitutional scheme remains in place.

Likewise, despite the beleaguered attempts of religious Muslim leaderships to cast India’s Muslims into a monolithic block, the often peddled notion of a “minority vote bank” remains an interested myth. At no point during India’s political history of the last three decades have Indian Muslims voted en masse for any one single political party. Muslims have tended to vote only for such candidates who they have thought equipped to defeat the BJP. Such a voting pattern has inevitably meant that Muslims have often voted against many Muslim candidates along a diverse spectrum of parties in diverse electoral constituencies.

Post the recent train blasts in Mumbai, majoritarian fascism seeks once again to replicate the imperialist myth that “terrorism” is an exclusively Muslim phenomenon. Note that one has never heard the RSS, which is itself listed as a “terrorist” organization in an important American website, speak of LTTE terrorism as Hindus terrorism. Nor does one ever hear Christian or Jewish terrorism mentioned, although Wikipedia conscientiously records elaborate instances of both. Consider also the deep irony that Independent India’s most memorably high-placed losses to terrorism have all been perpetrated by non-Muslim agents: Mahatma Gandhi was assassinated by a Brahmin, Indira Gandhi by a Sikh, and Rajiv Gandhi again by a Hindu LTTE assassin. It should also be noted that the many instances of espionage against the nation-state that have come to light in recent years have all involved non-Muslims; surely, treason can hardly be argued to constitute an offence less heinous than a “terrorist” act. Currently, as we know, a nationalist scion of the BJP—an ex-minister several times over—continues his refusal to share his self-confessed knowledge of espionage activity on behalf of the Americans. Yet, nobody seems particularly bothered.

Understandably, Indian muslims once again find themselves under siege, as day in and day out they are hauled up at any odd hour of day or night to answer to the most far-fetched suspicions. Muslim intellectuals, therefore, once again debate among themselves what new political expression the thwarted history of the community should now draw on, given that successive governments, including secular ones, have tended to leave their genuine material aspirations in limbo. Be it education, employment (especially in the army, police and higher bureaucracy) or traditional livelihoods in skills and crafts, or their share in property ownership, Indian muslims find themselves at the bottom of the social rung, just as Gujarat-like episodes that repeatedly bring to light the complicity of official mechanisms, including state-aparatus, with “majoritarian” rioters, city after city, with the honourable exception of India’s southern states, leave them fearing for their life and limb. Consequent ghettoisation of the community, both in terms of living conditions and an ideological inwardness that willy nilly collapses into religious identity causes a paralysis of initiative that is often easy to deride but difficult to redress.

Younger Muslims, not burdened by any direct memories of India’s partition, who aspire to seek for a future as authentic Indian citizens beyond mere physical security chaff at the failure of political choices the community elders have thus far tended to exercise. Even as episodes like the demolition of the Babri masjid and the Gujarat genocide fan the impulse to violent reassertion. That such an impulse has not come to any significant expression is of course a defining tribute to the specific formation of Islam in India, but a circumstance that ought not, however, to lull us into complacence.

What, then, is to be done? Easier asked than answered. The first important thing to recognize here is that whatever it is that ought to be done does not have to be done by India’s Muslims alone. The temptation, therefore, to be holier-than-thou must be resisted because such a frame of reference in itself bespeaks a flawed grasp of what is wrong in the first place.

The doing necessarily must involve the following agencies, at the least:

–various organs of the State;
–English and Hindi media agencies (both print and visual);
–secular Indians across the board (which is to say some three fourths of citizens);
–Indian Muslims, who like Indian Hindus or Sikhs are not a homogeneous monolith.

Briefly, ritual protestations notwithstanding, it remains an ugly fact that the police apparatus in the northern states of India seems invariably to reserve its sub-liminal brutal antipathy for India’s Muslims, a reality that has been repeatedly recorded whenever communal clashes take place. Just to cite one episode, at Hashimpora the Provincial Armed Constabulary (PAC) a decade or so ago shot in the head some forty five Muslims in cold blood and dumped the corpses, one by one, in a canal nearby. It still remains to be seen what punishment the judicial system metes out to these murderers. Even as it is true that working class, factory protesters are also routinely caned and bashed by the PAC, the emotion that informs official violence against Muslim Indians in these states flows out of a mind-set that holds Muslims responsible for the partition of India, and thus regards them as guilty and inauthentic members of the republic, however just their cause.

The larger failure of the State clearly involves the complicity of governments in their disinterest in delivering, and seen to be delivering, the same kind of justice to rioters and killers that are drawn from the majority community as is promptly handed out to Muslims on the instant. There is perhaps no more blatant instance of this from recent history than the contrast in the way the findings of the Srikrishna Commission that enquired into the communal carnage in Mumbai prior to the 1993 bomb blasts, and the subsequent bomb blast accused case have been treated. The Srikrishna report which forthrightly held many senior officers and top-level political leaders guilty has remained rather unheard and shelved, while the State and the media that is equally complicit await with glee the judgement in the bomb blast cases.

Nor should it be overlooked that the massacre that took place in Gujarat in 2002 was followed by the refusal to file FIRs or file them in distorted ways, leading to the closure of thousands of cases even where eye-witnesses were willing to make disclosures. That some of the most gruesome ones were reopened and sent off for trial in other states, unprecedented in itself, testifies of course to the odyssey undertaken on behalf of the victims by civil society organizations like the Citizens for Peace and Justice, led by the outstanding Teesta Setalvad.

This predilection undermines in the gravest extent the faith that Muslims seek to repose in the secular democratic State. Such a collapse of credibility, needless to say, can in time become the prime factor for persuading Indian Muslims that they must seek justice by other means.

Wide interaction with Muslims reinforces the truth that this treatment is not the least of reasons why, unlike other sections of society, Muslim Indians have grave forebodings about mounting any organized public protests on issues of concern. Clearly, given this reality, it is grossly hypocritical and disingenuous to accuse Muslims of shying away from asserting their democratic rights through mass mobilization. Those elements within the State who still refuse equal “citizenship” rights to Muslims are much happier if Muslim demands of the republic turn into a seething cauldron of resentment. Once thus isolated, they can then the more easily be labelled as a potential danger to the nation. It is a remarkable statistic that under the draconian anti-terrorist legislation (TADA, repealed by the UPA government), more than 90% detenues were Muslims; when it is recalled that the total conviction rate under this act was all of 1%, it can be understood what political uses the act was put to.

As to the media, it is a grave indictment that the only time they seem to notice Muslim life in India is when “terrorism” is under discussion. It is an agonized Muslim complaint that even as ignorant anchors and suchlike cavalierly berate Muslims for not standing firmly against “terrorism” they almost never deign to report any one of umpteen instances of common and organized Muslim condemnations of the phenomenon, barring the exception of the Urdu media. Any one who watches ETV Urdu, a profoundly thought-provoking channel that analyses and debates issues that concern the community and the nation in such programmes as Hamare Masail, will know the depths of prejudice and ignorance that vitiate the mainline English and Hindi channels about the lives of some 130 million Indians! Indeed, this writer would make it mandatory for these channels to watch ETV Urdu, and to order back numbers of Hamare Masail for an educative introduction to Muslim life in India.

Thirdly, the most momentous onus of transforming the Muslim and national situation simultaneously falls jointly on the vast and preponderant majority of secular Indians– Muslim, Hindu, Sikh and all others. Indeed, given the failure of both the State and the mainline media to come up-to the stipulations of the Constitution, this onus may be understood to be decisive.

It is not as though some dramatic sleight-of-hand is here either proposed or expected. Indeed, this joint project is a long-term and difficult one, but such as is alone guaranteed to deliver a durable and long-lasting result. Secular Indians across communities must assume as a life-and-death enterprise the battle that the State has largely failed to win even some six decades after Constitutional republicanism. I refer to the battle to deliver an uncontestable Indian “citizenship.”

As a praxis, this project involves nothing less than a people’s democratic revolution that takes in the best lessons of Gandhian tolerance and of Marxian humanism. A revolution that breathes unquestionable life to those articles of the Constitution that guarantee fundamental rights to all Indian citizens regardless of caste, creed, gender, ethnicity, or linguistic practice. And, among those fundamental rights, the rights of minority populations enshrined in Articles 25-30 of the Constitution.

For Indian Muslims this involves the recognition that their well-being is inextricably intertwined with the well-being of the oppressed and dispossessed among all Indian communities. Put more radically, this involves redefining the concept of Ummah to include not just members of the Muslim community but the community of the labouring and suffering among all communities. Were this leftward reorientation to be undertaken, there can be little doubt that, leading such an initiative in close alliance with all struggling Indians, Indian Muslims would be inaugurating a second movement for independence rather than merely be pursuing, or seen to be pursuing, community concerns alone.

Having said that, it is equally incumbent on Left political forces in India—the only ones perhaps whose allegiance to the notion of a non-discriminatory “citizenship” is provenly credible—to provide the sort of leadership that expands the notion of class to include social groups and minorities who have a common stake in resisting class rule, since class rule in India often finds its easiest methodologies in fanning isolated social concerns. Any one would immediately recognize that in West Bengal, Kerala, Tripura these deeply transformative practices have been underway over a long time. The point is for Indian Muslims in the northern states to indicate to the Left that they are prepared to undertake those transformative struggles in the Hindi heartland states to the exclusion of the political options that they have thus far exercised with frustrating consequences.

Finally, and following from the argument thus far, the attempts now underway to forge exclusively muslim fora, it must be said, is an attempt entirely in the wrong direction. Such an attempt, born no doubt of extreme anguish and disenchantment with political options exercised thus far, can have all of the following consequences:

1. further ruinously ghettoize Muslim aspirations and politics;

2. face crushing setback to morale through crushing electoral defeats;

3. help reinvigorate forces that are constantly at work to supplant the very
notion of secular democratic citizenship by a culturally homogenized one.

One look back at the experience of the Majlis-e-Mushawaraat experiment of the 1960s (the Faridi movement) should be enough to bring home the truth that these consequences are inseparable from the very notion of political mobilization along sectarian lines.

Embedded in the very dilemma of Indian Muslims, therefore, there is a call—a call to forge a new consciousness that amalgamates a new future for India with a new effort on their own behalf.
