U.S. battling CIA rendition case in 3 courts

The Obama administration is fighting on multiple fronts – in courts in San Francisco, Washington and London – to keep an official veil of secrecy over the treatment of a former prisoner who says he was tortured at Guantanamo Bay.


The administration has asked a federal appeals court in San Francisco to reconsider its ruling allowing Binyam Mohamed and four other former or current prisoners to sue a Bay Area company for allegedly flying them to overseas torture chambers for the CIA.

US Secretary of State Hillary Clinton led the international condemnation, labeling the evictions “deeply regrettable” and “provocative” and accusing Israel of failing to live up to its international obligations under existing peace initiatives.

British Foreign Secretary: Clinton threatened to cut-off intelligence-sharing if torture evidence is disclosed

I’ve written several times before about the amazing quest of Binyam Mohamed — a British resident released from Guantanamo in February, 2009 after seven years in captivity — to compel public disclosure of information in the possession of the British Government proving he was tortured while in U.S. custody.  At the center of Mohamed’s efforts lie the claims of high British government officials that the Obama administration has repeatedly threatened to cut off intelligence-sharing programs with the U.K. if the British High Court discloses information which British intelligence officials learned from the CIA about how Mohamed was tortured.  New statements from the British Foreign Secretary yesterday — claiming that Hillary Clinton personally re-iterated those threats in a May meeting — highlight how extreme is this joint American/British effort to cover-up proof of Mohamed’s torture.

The Biden and Clinton Mutinies

Time bombs tossed seemingly casually in the past month by his vice president and his secretary of state disclose president Obama, in the dawn of his first term,  already the target of carefully meditated onslaughts by senior members of his own cabinet.

At the superficial level Obama is presiding over an undisciplined administration; on a  more realistic and  sinister construction, he is facing mutiny, publicly conducted by two people who only a year ago were claiming that their qualifications to be in the Oval Office were far superior to those of the junior senator from Illinois .

The great danger to Obama posed by Biden’s and Clinton’s  “time bombs” (a precisely correct description if we call them political, not diplomatic time bombs) is not international confusion and ridicule over what precisely are the US government’s policies, but a direct onslaught on his presidency by a domestic Israeli lobby that is so out of control that it renders ridiculous Obama’s puny attempt to stop settlements–or to curb Israeli aggression in any other way.

Take Joe Biden. Three weeks ago he gave Israel the green light to bomb Iran, only to be swiftly corrected by his boss.  At the time it seemed yet another,somewhat comical mile marker in a lifetime of gaffes, perpetrated in the cause of self-promotion and personal political advantage.

But Biden’s subsequent activities invite a darker construction.   In the immediate aftermath of Obama’s Moscow visit, the air still soft with honeyed words about a new era of trust and cooperation, Biden headed for Ukraine and Georgia, harshly ridiculing Russia as an economic basket case with no future. In Tbilisi he told the Georgian parliament  that the U.S. would continue helping Georgia “to modernize” its military and that Washington “fully supports” Georgia’s aspiration to join NATO and would help Tbilisi meet the alliance’s standards. This elicited a furious reaction from Moscow, pledging sanctions against any power rearming Georgia.

Georgia could play a vital, enabling role, in the event that Israel decides to attack Iran’s nuclear complex. The flight path from Israel to Iran is diplomatically and geographically challenging. On the other hand, Georgia is perfectly situated  as the take-off point for any such raid. Israel has been  heavily involved in supplying and training Georgia’s armed forces. President Saakashvili has boasted that his Defense Minister, Davit Kezerashvili and also  Temur Yakobashvili , the minister responsible for negotiations over South Ossetia, lived in Israel before moving to Georgia, adding  “Both war and peace are in the hands of Israeli Jews.”

On the heels of Biden’s shameless pandering in Tbilisi, Secretary of State Clinton took herself off to Thailand for an international confab with Asian leaders and let drop to a tv chat show that “a nuclear Iran could be contained by a U.S. ‘defense umbrella,’” actually a nuclear defense umbrella for Israel and for Egypt and Saudi Arabia too.

The Israel lobby has been promoting the idea of a US “nuclear umbrella” for some years, with one of its leading exponents being Dennis Ross, now in charge of Middle Eastern policy at Obama’s National Security Council. In her campaign last year  Clinton flourished the notion as an example of the sort of policy initiative that set her apart from that novice in foreign affairs, Barack Obama.

From any rational point of view the “nuclear umbrella” is an awful idea, redolent with all the gimcrack theology of the high cold war era, about “first strike”, “second strike”, “stable deterrence” ,“controlled escalation” and “mutual assured destruction”, used to sell US escalations in nuclear arms production, from Kennedy  and the late Robert McNamara(“the Missile Gap”) to Reagan (“Star Wars”).

Indeed, as one Pentagon veteran remarked to me earlier this week, “the Administration’s whole nuclear stance is turning into a cheesy rerun of the Cold  War and Mutually Assured Destruction, all based on a horrible exaggeration of one or two Iranian nuclear bombs that the Persians may be too incompetent to build and most certainly are too incompetent to deliver.”

The Biden and Clinton “foreign” policy is: 1) to recreate the same old Cold War (with a new appendage, the US versus Iran nuclear confrontation) for the same old reasons: to pump up domestic defense spending; and 2) to continue sixty years of supporting Israeli imperialism for the same reasons that every president from Harry to Dubya (perhaps barring Ike) did so: to corner Israel lobby money and votes. Regarding the latter, Obama did the same by grabbing the Chicago-based Crown and Pritzker family money very early in his campaign and by making Rahm Emanuel his very first appointment (the two are hardly unrelated).

So right from the start Obama was already an Israel lobby fellow traveler. The Mitchell appointment and the toothless blather about settlements were simply cosmetic,  bones tossed to the increasing proportion of the American electorate that’s grossed out by the ethnic cleansing of the Arabs from the Holy Land. Obama does have a coherent strategy: keep the defense money flowing and increasing, but without making so much noise as the older generation did about ancient Cold War enemies (e.g. Russia and Cuba).  The F-22 — to date, the one and only presidential issue on which he’s shown any toughness at all — is in no sense a departure from keeping the money flowing, since he is indeed increasing the defense budget, in part by using the F-22 cancellation to push spending on the even worse F-35 and to hide his acquiescence to all the other pork in the Congressional defense budget.

The window for any  new president to impose a decisive change in foreign policy comes in the first three months, before opposition has time to solidify. Obama squandered that opportunity, stocking his foreign policy team with tarnished players such as Ross. As the calculated indiscretions of Biden and Clinton suggest, not to mention the arrogance of Netanyahu and his political associates, the window of opportunity has  closed.

Would it have been that hard to signal a change in course? Not really. Obama could have excited the world by  renouncing  the Bush administration’s  assertion, in the “National Defense Strategy of the United States” of 2002 — preserved in its essence in ensuing years — of  the  right and intention of the United States to preëmptively attack any country “at the time, place, and in the manner of our choosing.”  As  William Polk, the State Department’s middle east advisor in the Kennedy era, wrote last year: “As long as this remains a valid statement of American policy, the Iranian government would be foolish not to seek a nuclear weapon.”

But Obama, surrounded with Clinton-era veterans of NATO expansionism and, as his Accra speech indicated, hobbled with an impeccably conventional view of how the world works, is rapidly being overwhelmed by the press of events. He’s bailed out the banks. He’s transferred war from Iraq to Afghanistan. The big lobbies know they have him on the run.

Hence Biden and Clinton’s mutinies, conducted on behalf of the Israel lobby and designed to seize administration policy as Obama’s popularity weakens. When the results of the latest Rasmussen presidential poll were published, showing Obama’s declining numbers, there were news reports of cheering in Tel Aviv. And remember two useful guiding principles: first, it is impossible to overestimate the vanity of politicians, particularly of Joe Biden. Maybe he secretly entertains some mad notion of challenging Obama in 2012, propelled by Israel Lobby money withheld from Obama. Maybe Bill is reminding HRC that he reached the White House in 1992 partly because the Israel lobby turned against George Bush Sr. Second principle: there is no such thing as foreign policy, neither in democratic governments nor in dictatorships. As Thalheimer’s Law* decrees. All policy is domestic.

Hillary Peddles Worst Sort of Wares in India

To assist the corporate bottom line, the Obama Administration is peddling the worst sort of wares abroad.

Secretary of State Hillary Clinton just concluded a visit to India in which she acted as a shill for U.S. arms and nuclear companies. The United States and India signed an agreement that will pave the way for the possible sale of more than 100 fighter planes to India, the largest pending weapons deal globally (Lockheed Martin and Boeing are in the running for the contract). And India announced that two civilian nuclear reactors—most likely to be constructed by General Electric and Westinghouse—will be set up in the country as part of the U.S.-India nuclear deal signed a couple of years ago.

Obama and the Middle East

Whether the election and inauguration of Barack Obama as 44th President of the United States will qualitatively alter U.S. Middle East policy and the regional situation remains to be seen. The fact is that Barack Obama has been much bolder with regard to U.S. relations with Latin America than he has been with regard to the Middle East during the 100 first days of his administration. This is despite the fact that, as a presidential candidate, Obama emphasized much more his difference with the Bush administration on Middle East issues, especially Iraq, than on South American issues.

Beyond the various electoral statements, the truth is that Obama ran as a candidate dedicated to bipartisan consensus in the realm of foreign policy, and singularly with regard to the Middle East. His critique of the Bush administration was restricted to the extent to which it did not fully comply with this consensus as expressed in the report of the Baker-Hamilton Iraq Study Group. To put it more precisely, Obama supported the “surge,” which conformed to the recommendations of the report, and announced that he would stick to the exit (from Iraq) strategy that it envisaged. On this, he had nothing very original to say when compared to what the Bush administration was already doing since it implemented the “surge.” Hence, the very symbolic as well as significant fact that he asked Robert Gates to remain at the helm of the Pentagon — thus repeating the kind of bipartisan gesture with regard to “Defense” that Bill Clinton made when he appointed to the same position another Republican, William Cohen, for his second term.

Where Obama differed from Bush in public statements was mainly with regard to Iran: whereas the Bush administration never really agreed to comply with the recommendation of talking to Iran that was expressed in the Baker-Hamilton report, Obama made clearly the point that this was what he would do if elected, and he got attacked for precisely that reason by all the friends of the Israel Lobby. However, since his inauguration, Obama, and his Secretary of State Hillary Clinton, have made no real substantive changes in that respect. One explanation for this is that they fear that engaging in talks with Iran at this stage might impact the forthcoming presidential election in that country in a way that would be contrary to what they deem to be U.S. interests. If this explanation is true, it implies that they will continue to “wait and see” until the election in June 2009, that is due to be held five weeks from the time of writing these lines.

After the Iranian presidential election, the Obama administration will probably move to a more serious opening in the direction of Iran, applying a carrot and stick policy — with a big carrot whereas the Bush administration only carried a big stick. They will hope for a deal with the Iranian leadership, a deal whereby Tehran would cooperate with them in stabilizing Iraq and the Middle East, each side acknowledging the interests of the other, in the same way that they are actually doing presently in Iraq, where both sides sponsor the same Maliki government in Baghdad. Such a conciliatory policy has been imposed on the U.S. government by the dire condition in which it found itself in the Middle East as a result of the disastrous policy of the Bush administration. Basically, the Obama administration faced with the Iraqi semi-debacle, at a time when its room for maneuver has been narrowed by the global economic crisis, is contemplating a reaction similar to that of the Nixon administration when it faced the Vietnam debacle. The exit strategy then was: “Vietnamize” the war, get all the troops out of Vietnam, cut a deal with Moscow and Beijing. The strategy now is: “Iraqize” the war (done through the “surge” and its reliance on the buying off of major chunks of what used to be the Sunni “insurgency” in the form of the “Awakening Councils”), get most of the troops out of Iraq (planned until 2011), cut a deal with Tehran. Both policies take place against a backdrop of severe global economic crisis.

In a sense, the new policy, if fully implemented, will require much less boldness than the one implemented by the Nixon-Kissinger team: withdrawing from Vietnam against the background of the ongoing Cold War was much more spectacular than withdrawing from Iraq in the absence of any “peer” global challenger of the United States; talking to “Red China” was much more spectacular than any conciliatory gesture toward Iran could be, all the more that it cannot be expected that Obama-Clinton will go to the same extent of sudden warming up with yesterday’s enemy as Nixon-Kissinger did in their relation with China. One important difference is that the Nixon team could play on the “triangulation” of its relations with Moscow and Beijing in light of the enmity between the two “communist” capitals. There is no situation of this kind with regard to Iran.

But the key difference is, to be sure, the role of Israel. For the Zionist state, Iran is the main enemy in the whole region, and the nuclear issue is a “red line” that would prompt the Israeli state to act militarily if it deemed that the line was crossed. We know from the revelation by The New York Times last January (David Sanger, “U.S. Rejected Aid for Israeli Raid on Iranian Nuclear Site,” NYT, January 10, 2009) that the Olmert government already asked the Bush administration for a green light to attack Iranian nuclear facilities with air strikes flying through Iraqi air space. The Olmert government wanted to take advantage of the remaining time in office of this American administration that was most cooperative with the worst plans and deeds of the Israeli state. The green light was not granted, however, for a variety of reasons related to the highly risky and uncertain character of the operation and its potential consequences in a time of unfolding global economic crisis.

The Obama administration will indeed be clearly less amenable to Israel’s hardliners than the Bush team was. And tensions between the two countries are all the likelier to unfold given that their political evolutions are presently going in opposite directions: whereas the last U.S. presidential election started a pendulum backswing after eight years of the most reactionary administration in U.S. history, the recent Israeli parliamentary election only carried on further the swing to the right that started with the election of Ariel Sharon in February 2001 in the wake of Bush’s presidential inauguration.

These are the main elements of the present picture in the Middle East: to get into other developments — the efforts of Washington’s Arab friends to foster reconciliation between Hamas and Abbas’s “Palestinian Authority,” the forthcoming parliamentary election in Lebanon, etc. — would take longer than the space of this article. However, the whole policy of the Obama administration is a pragmatic and cautious move within the guidelines described above.

Israel may launch missile strike on Iran, report warns

A leading foreign policy think tank in Washington said a strike by Israel on Iran will give rise to regional instability and conflict as well as terrorism.

A study by the Center for Strategic and International Studies in Washington said that due to the complexity and risk involved in an air strike on Iran’s nuclear facilities, Israel may opt to strike with ballistic missiles if there are no other means to curtail the Islamic republic’s nuclear programme. The study said that in the event of such an attack a strike on the Bushehr nuclear reactor would cause the immediate death of thousands of people in the area. Thousands or even hundreds of thousands would subsequently die of cancer and radioactive contamination would “most definitely” heavily affect Bahrain, Qatar and the UAE.

During a visit to the United States, Israel Defense Forces Chief of Staff Gabi Ashkenazi said that while Israel was interested in exhausting diplomatic options against Iran’s nuclear programme, the army must nevertheless prepare itself for a military attack, Haaretz reported.

On her blog at Foreign Policy, Laura Rozen reported on US Secretary of State Hillary Clinton’s trip to Israel earlier this month.

“An Israeli diplomat apprised of Clinton’s recent Jerusalem meeting said that Netanyahu was forthright in telling her that Iran is his top priority.

” ‘Netanyahu brought up Iran,’ the Israeli diplomat told Foreign Policy. ‘He told her it was the be all and end all. And [he said] that there is a reverse link: If [Washington] wants anything to move on the Palestinian front, we need to take head on the Iranian threat, diplomatically, with sanctions, and beyond that.’

“Clinton responded, ‘I am aware of that,’ the Israeli diplomat relayed.

” ‘They both had a perfect excuse not to say anything blunt,’ the diplomat continued, ‘Until Iran gets through the elections in June, nothing can be done.’…

” ‘As for substance, there is no policy, which is more or less in a mild way, something she admitted,’ in her meeting with Netanyahu, the diplomat said. ‘Again, not in those very words. She was there to let those there understand that the Obama administration is in an exploration phase. You’ve got to give her credit for one thing. There is nothing new here. The players are the same. The plot is the same. The solutions are the same.’ ”

The Washington Times reported that a man tipped to become one of Mr Netanyahu’s closest advisers is seen as a security risk.

“Uzi Arad, who is expected to serve as national security adviser in the next Israeli government, has been barred from entering the United States for nearly two years on the grounds that he is an intelligence risk.

“Mr Arad, a former member and director of intelligence for the Mossad, Israel’s spy service, is mentioned in the indictment of Lawrence Franklin, a former Pentagon analyst who pleaded guilty in 2005 to providing classified information about Iran in a conversation with two employees of the American Israel Public Affairs Committee…

“The choice of Mr Arad for national security adviser has been reported in the Israeli press and was confirmed by sources close to Mr Netanyahu, who has been tasked with forming the next government.”

In a UPI two years ago, Mr Arad was said to advocate “maximum deterrence” towards Iran.

“Israel should threaten to strike ‘everything and anything of value,’ he said.

“Should Israel threaten to hit their leadership? Yes. Their holiest sites? Yes. Everything together? Yes, Arad recommended.”

When interviewed on Israel National News TV last year and asked whether it was time for Israel to abandon the pursuit of a two-state solution, Mr Arad said: “We want to relieve ourselves of the burden of the Palestinian populations – not territories. It is territory we want to preserve but populations we want to rid ourselves of.”

Meanwhile, the likely member of Mr Netanyahu’s soon to be formed cabinet who has gained widest international attention is the ultra-nationalist, Avigdor Lieberman, who is expected to become Israel’s new foreign minister.

“On Sunday, Lieberman’s Yisrael Beiteinu party became the prime minister-designate’s first official coalition partner,” JTA reported.

“The agreement gives Lieberman’s hawkish, mainly Russian-immigrant party no less than five ministries – foreign affairs, internal security, infrastructure, tourism and immigrant absorption – as well as Lieberman-approved candidates for justice minister, deputy foreign minister and chair of the Knesset Law, Constitution and Justice Committee.

“Some analysts already are calling the emerging government the ‘Biberman administration’ – a combination of Netanyahu’s nickname, Bibi, and Lieberman…

“Lieberman also calls for strengthening executive power in Israel through government reform. He advocates a system that in an emergency allows the president to override Knesset legislation. Some critics see the idea as the thin end of a wedge that could lead to dictatorship in Israel.”

The Los Angeles Times noted: “Lieberman’s ascent to Israel’s top diplomatic post could complicate its ties with other countries. He is viewed by many abroad as a xenophobe, having risen to prominence by advocating loyalty oaths for Israel’s Arab citizens and a redrawing of borders to exclude some Arab communities from the country.

“Although neither proposal is likely to be implemented, Lieberman’s appointment would solidify Israel’s shift to the right and away from commitment to achieving a peace accord that would give the Palestinians an independent state.

“Javier Solana, the European Union’s foreign policy chief, signaled his concern Monday.

” ‘We will be ready to do business as usual, normally, with a government in Israel that is prepared to continue talking and working for a two-state solution,’ he told reporters in Brussels. ‘If that is not the case, the situation would be different.’

“Riad Malki, foreign minister of the West Bank-based Palestinian Authority, called the emerging Israeli government ‘anti-peace.’ Ahmed Tibi, an Israeli Arab member of parliament, called for an international boycott of Lieberman. ‘No minister should meet him,’ he said, ‘especially no Arab minister.’ ”

The Financial Times said: “If Mr Lieberman is confirmed as foreign minister it would represent Arabs’ worst fears about the direction they perceive Israel to be taking: Mr Lieberman is regarded in the Arab world as racist towards Arabs and someone who has no intention of making peace with the Palestinians.

“Arab leaders, due to meet at an Arab League summit at the end of this month, had already been warning that while an Arab peace initiative, sponsored by Saudi Arabia, was still on the table it would not remain there forever. The initiative offers Israel normal relations with Arab states if it returns all lands occupied during the 1967 war.

“Mr Lieberman’s appointment would cause particular problems for Egypt and Jordan, the two Middle East states that have formal relations with Israel. Egypt, which came under severe pressure during the Gaza onslaught because of its ties to the Jewish state, has played a vital role mediating between Israel and Palestinian factions. But Cairo is likely to be loath to have to deal with Mr Lieberman as foreign minister.”

Here We Go Again With the Iranian Nuclear Scare

While the United States was fighting for its economic life, Obama administration officials and the media issued a blizzard of contradictory claims over Iran’s alleged nuclear threat, leaving one wondering who is really charge of US foreign policy?

Much of the uproar over Iran’s so-far non-existent nuclear weapons must be seen as part of efforts by the Israeli lobby to block President Barack Obama’s proposed opening to Teheran, and to keep pressing the US to attack Iran’s nuclear infrastructure.

Israel’s supporters and most Israeli military experts insist Iran has secret weapons programmes. Israel knows about covert nuclear programs, having run one of the world’s largest and most productive.

The hawkish Hillary Clinton’s naming of veteran Israel supporter Dennis Ross as her special adviser on Iran and the Gulf suggest she is more interested in building future domestic political support than securing balanced advice.

Meanwhile, confusion over Iran grew sharply.  New CIA director, Leon Panetta, said ‘there is no question, they (Iran) are seeking that (nuclear weapons) capability.’

Pentagon chief Adm. Mike Mullen claimed Iran had ‘enough fissile material to build a bomb.’ Fox News claimed Iran already had 50 nuclear weapons.  While the American Rome burns, here we go again with renewed hysteria over MWMD’s –  Muslim Weapons of Mass Destruction. Wars drums are again beating over Iran.

The czar of all 16 US intelligence agencies, Adm. Dennis Blair, stated Iran could have enough enriched uranium for one atomic weapon by 2010-2015. But he reaffirmed the 2007 US National Intelligence Estimate that Iran does not have nuclear weapons and is not pursuing them.  Defence Secretary William Gates backed up Blair. So does the UN nuclear agency.  Some of the confusion over Iran comes from misunderstanding nuclear enrichment, and lurid scare stories.

Iran is producing low-grade uranium-235 (LEU), enriched to only 2.5 per cent, to generate electricity. Teheran has this absolute right under the Nuclear Non-Proliferation Treaty. Its centrifuge enrichment process at Natanz is under 24-hour international inspection.  Iran’s soon to open nuclear plant at Bushehr cannot produce nuclear weapons fuel.  Its spent fuel will be returned to Russia.

Today, some 15 nations produce LEU U-235, including Brazil, Argentina, Germany, France, and Japan.  Israel, India and Pakistan, all covert nuclear weapons powers, refused to sign the non-proliferation treaty.  North Korea abrogated it. UN inspectors report Iran has produced 1,010 kg of 2-3 per cent enriched uranium for energy generation, insists Iran. Theoretically that is enough for one atomic bomb.

But to make a nuclear weapon, U-235 must be enriched to over 90 per cent in an elaborate, costly process. Iran is not doing so, say UN inspectors.

Highly enriched U-235 or plutonium must then be milled and shaped into a perfect ball or cylinder. Any surface imperfections will prevent achieving critical mass.  Next, high explosive lenses must surround the core, and detonate at precisely the same millisecond. In the gun system, two cores must collide at very high speed.  In some cases, a stream of neutrons are pumped into the device as it explodes.

This process is highly complex.  Nuclear weapons cannot be deemed reliable unless they are tested. North Korea recently detonated a device that fizzled.  Iran has never built or tested a nuclear weapon.  Israel and South Africa jointly tested a nuclear weapon in 1979.

Even if Iran had the capability to fashion a complex nuclear weapon, it would be useless without delivery. Iran’s sole medium-range delivery system is its unreliable, inaccurate 1,500 km ranged Shahab-3. Miniaturizing and hardening nuclear warheads capable of flying atop a Shahab missile is another complex technological challenge.

It is inconceivable that Iran or anyone else would launch a single nuclear weapon.  What if it didn’t go off? Imagine the embarrassment and the retaliation.  Iran would need at least ten warheads and a reliable delivery system to be a credible nuclear power.

Israel, the primary target for any Iranian nuclear strike, has an indestructible triad of air, missile and sea-launched nuclear weapons pointed at Iran.  An Israeli submarine with nuclear cruise missiles is on station off Iran’s coast. Iran would be wiped off the map by even a few of Israel’s 200 nuclear weapons.  Iran is no likelier to use a nuke against its Gulf neighbours. The explosion would blanket Iran with radioactive dust and sand.

Washington would do better to stop worrying about Iran and focus on its economic meltdown.

Gaza donor conference: conspiracy wrapped up as compassion

The donor conference Monday at Sharm el-Sheikh in Egypt had nothing to do with alleviating the appalling humanitarian crisis in Gaza and rebuilding the homes, factories, infrastructure and schools destroyed by Israel—its ostensible purpose. This stated goal was a cover for furthering Washington’s geopolitical interests in the oil-rich Middle East, by overthrowing Hamas and restoring the discredited Palestinian Authority of President Mahmoud Abbas to power in Gaza so as to help police the region in American and Israel’s interests.

The meeting followed Israel’s US-backed 22-day war against Gaza at the end of last year, an assault that killed more than 1,300 Palestinians, wounded many thousands more and drove 400,000 people from their homes. Attended by US Secretary of State Hillary Clinton, the donor conference is part of an attempt by the Obama administration to portray itself as more even-handed in its approach to the Middle East in general and the Israel-Palestine conflict in particular. This is vital in order to provide cover for the Arab regimes’ collusion with the US in the occupation of Iraq, the war in Afghanistan and any offensive against Iran.

The essential purpose of the gathering was to demand that the Palestinians “break the cycle of rejection and resistance” and submit to Israeli demands. This means accepting a bifurcated state made up of Gaza and several non-contiguous enclaves in the West Bank, ruled by the Fatah-dominated PA. This entity would be dominated by Israel with the help of Egypt and Jordan, while Israel continues to expand its settlements in the West Bank. Just last week, the Israeli PeaceNow movement announced that Israel had drawn up plans to build 70,000 new homes for Jewish settlers in the West Bank.

The conference was attended by diplomats from 45 countries, but not by Israel. Hamas, despite being the elected government, was not invited, as Israel, the US and European Union regard it as a terrorist organisation. Instead the Palestinians were represented by Washington’s puppet PA regime, headed by Abbas, even though his term of office expired last January.

Egypt’s Foreign Minister Ahmed Aboul Gheit announced that international donors had pledged $5.2 billion from 68 countries for rebuilding Gaza. He said that the total was “beyond our expectations.” The Palestinian Authority had requested only $2.8 billion for reconstruction, to be channelled through its government in the West Bank. The Gulf countries, including Saudi Arabia, pledged $1.65 billion, the US $900 million, and the European powers $554 million.

Clinton made clear that Washington’s $900 million contribution is conditional on the Palestinians accepting its dictates. She said, “[The aid package] will only be spent if we determine that our goals can be furthered rather than undermined or subverted. We want to show we care about their plight [the Palestinians] and that we obviously don’t want civilians to suffer any more than they have. But we want to make clear that any contributions we make will not go to Hamas.”

Clinton added, “Our response to today’s crisis in Gaza cannot be separated from our broader efforts to achieve a comprehensive peace.” The aim of the aid was to “foster conditions in which a Palestinian state can be fully realised.”

Her spokesman, Robert A. Wood, said that $600 million was for the PA, based in the West Bank, with only $300 million for humanitarian aid for Gaza. This is a drop in the ocean compared with both Gaza’s needs and the support Washington has lavished on Israel for more than 40 years. Clinton insisted that iron-clad safeguards would be put in place to ensure none of the $300 million went to Hamas.

The European powers fully support this agenda, although they tried to appear more even handed. British Foreign Secretary David Miliband said that “visible signs of progress” in the West Bank and Gaza were vital. He added, however, that Palestinians needed “a single government across the occupied territories.”

French President Nicolas Sarkozy took a somewhat different approach, urging Hamas “to engage resolutely in searching for a political solution and engage in a dialogue with Israel.”

Little of the monies promised are new. Most was pledged at the Paris conference in December 2007 and never delivered due to Israel’s refusal to lift the then 500-plus roadblocks in the West Bank and allow Gaza to open its borders, making any investment impossible and pointless. There are now more than 600 roadblocks.

Fully $1.5 billion was specifically earmarked for the Palestinian Authority’s budget deficit, economic “reforms” and private sector projects.

Only $1.33 billion was budgeted for reconstruction in Gaza. This is far less than the $2.4 billion the United Nations estimated is necessary to make good the destruction wrought by Israel. And even this pittance would not be disbursed until Hamas is no longer a force in Gaza.

The Gulf countries, including Saudi Arabia, Qatar and Kuwait, said that the $1.6 billion they had pledged would bypass both Hamas and the PA. Not wanting to be seen to be favouring Abbas directly, they said they would set up an office in Gaza to carry out their own reconstruction. But since all reconstruction materials, such as cement, pumps and generators, must pass through Israel, and an Israeli Defence Ministry spokesman has stressed that Israel wanted “each and every pipe accounted for” by a project-by-project approvals process, it will be impossible to get even the most modest reconstruction programme off the ground.

The money for humanitarian purposes would bypass Hamas and be channelled through UN agencies and international aid groups. But since Israel controls Gaza’s borders, coastal waters and airspace, and allows only some food, medical supplies and fuel to enter Gaza, this has little substantive meaning. According to the UN, Gaza needs a minimum of 500 truckloads of humanitarian aid and commercial goods a day. While the Israeli authorities have told humanitarian agencies that they will allow up to 200 truckloads a day, the actual number has never exceeded 120 since the blockade began in June 2007. The average in February was between 88 and 104, including the grain shipped by conveyor belt at the Karni crossing. New security procedures since the January war make it almost impossible for aid agencies to plan deliveries more than 24 hours in advance. Israel’s latest condition for any easing of the restrictions is the release of Gilad Shalit, an Israeli soldier who has been held in Gaza since June 2006.

According to Human Rights Watch, the New York based group, aid workers said that on several occasions the Israeli authorities refused to allow the shipment of pre-scheduled aid just hours before they were supposed to arrive. The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that Israel has arbitrarily refused entry of even basic items like chickpeas, macaroni, and wheat-flour, notebooks for students, freezer appliances, generators, water pumps and cooking gas.

Israel insists that all trucks enter Gaza via Kerem Shalom near the south of Gaza, where every item on the trucks must be unloaded, inspected, repackaged and reloaded with a “handling fee” of $1,000, even though there are other crossings with more sophisticated security screening equipment. It is clear that Israel’s actions are aimed less at preventing arms from getting through into Gaza than intimidating and punishing the Gazan population, destroying whatever remains of the Gazan economy and forcing Gazans into exile.

Egypt, which controls Gaza’s southern border, says it can only fully open Rafah, its crossing with Gaza, under the previous arrangements requiring that the PA, not Hamas, controls the terminal. Egypt is continuing to broker talks between Hamas and Fatah, aimed at restoring Fatah to power.
