There has been plenty of talk over the past several months that the Pakistani government had come to some sort of secret understanding with the United States about its continued use of Predator drones to launch attacks on Pakistani soil. But with the Pakistani government publicly denying it and the United States refusing to even officially confirm that it had launched most of the strikes, concrete evidence was elusive. That is no longer the case.

The Wall Street Journal cites several unnamed officials on both sides confirming that Pakistan’s military is giving “significant support” to the US attacks. The Times of London has published aerial photos from 2006 of a Pakistani airbase in Balochistan that also shows three Predator drones on the runway: seemly confirming last week’s comments by Senator Dianne Feinstein claiming that the United States had been using a Pakistani base for their drone attacks.

Predator DroneThe stakes are high for the already floundering coalition government of Pakistani President Asif Ali Zardari. If the formal protests and summoning of the US Ambassador is all really, as one Pakistani official put it “for the sake of public opinion,” the Zardari government has been openly lying to its citizenry about one of the most controversial domestic issues it faces. If it is possible for the already skeptical population of Pakistan’s tribal areas to lose more faith in the government, this would certainly be the issue for it.

The United States has been launching a growing number of drone strikes in North and South Waziristan since mid-2008, killing a large number of civilians as well as the militants it has targeted. President Obama made advocating the strikes a centerpiece of his Pakistan policy, and the attacks have continued since he took office last month.

The US was secretly flying unmanned drones from the Shamsi airbase in Pakistan’s southwestern province of Baluchistan as early as 2006, according to an image of the base from Google Earth.

The image — that is no longer on the site but which was obtained by The News, Pakistan’s English language daily newspaper — shows what appear to be three Predator drones outside a hangar at the end of the runway. The Times also obtained a copy of the image, whose co-ordinates confirm that it is the Shamsi airfield, also known as Bandari, about 200 miles southwest of the Pakistani city of Quetta.

An investigation by The Times yesterday revealed that the CIA was secretly using Shamsi to launch the Predator drones that observe and attack al-Qaeda and Taleban militants around Pakistan’s border with Afghanistan.

US special forces used the airbase during the invasion of Afghanistan in 2001, but the Pakistani Government said in 2006 that the Americans had left. Both sides have since denied repeatedly that Washington has used, or is using, Pakistani bases to launch drones. Pakistan has also demanded that the US cease drone attacks on its tribal area, which have increased over the last year, allegedly killing several “high-value” targets as well as many civilians.

The Google Earth image now suggests that the US began launching Predators from Shamsi — built by Arab sheiks for falconry trips — at least three years ago.

The advantage of Shamsi is that it provides a discreet launchpad within minutes of Quetta — a known Taleban staging post — as well as Taleban infiltration routes into Afghanistan and potential militant targets farther afield.

Google Earth’s current image of Shamsi — about 100 miles south of the Afghan border and 100 miles east of the Iranian one — undoubtedly shows the same airstrip as the image from 2006.

There are no visible drones, but it does show that several new buildings and other structures have been erected since 2006, including what appears to be a hangar large enough to fit three drones. Perimeter defences — apparently made from the same blast-proof barriers used at US and Nato bases in Afghanistan — have also been set up around the hangar.

A compound on the other side of the runway appears to have sufficient housing for several dozen people, as well as neatly tended lawns. Three military aviation experts shown the image said that the aircraft appeared to be MQ1 Predator unmanned aerial vehicles — the model used by the CIA to observe and strike militants on the Afghan border.

The MQ1 Predator carries two laser-guided Hellfire missiles, and can fly for up to 454 miles, at speed of up to 135mph, and at altitudes of up to 25,000ft, according to the US Air Force website www.af.mil

The News reported that the drones were Global Hawks — which are generally used only for reconnaissance, flying for up to 36 hours, at more than 400mph and an altitude of up to 60,000ft. Damian Kemp, an aviation editor with Jane’s Defence Weekly, said that the three drones in the image appeared to have wingspans of 48-50ft.

“The wingspan of an MQ1 Predator A model is 55ft. On this basis it is possible that these are Predator-As,” he said. “They are certainly not RQ-4A Global Hawks (which have a wingspan of 116ft 2in).”

Pakistan’s only drones are Italian Galileo Falcos, which were delivered in 2007, according to a report in last month’s Jane’s World Air Forces.

A military spokesman at the US Embassy in Islamabad declined to comment on the images — or the revelations in The Times yesterday.

Major-General Athar Abbas, Pakistan’s chief military spokesman, was not immediately available for comment. He admitted on Tuesday that US forces were using Shamsi, but only for logistics.

He also said that the Americans were using another air base in the city of Jacobabad for logistics and military operations. Pakistan gave the US permission to use Shamsi, Jacobabad and two other bases — Pasni and Dalbadin — for the invasion of Afghanistan in October 2001.

The image of the US drones at Shamsi highlights the extraordinary power — and potential security risks — of Google Earth.

Several governments have asked it to remove or blur images of sensitive locations such as military bases, nuclear reactors and government buildings. Some have also accused the company of helping terrorists, as in 2007, when its images of British military bases were found in the homes of Iraqi insurgents.

Last year India said that the militants who attacked Mumbai in November had used Google Earth to familiarise themselves with their targets. Google Street View, which offers ground-level, 360-degree views, also ran into controversy last year when the Pentagon asked it to remove some online images of military bases in America.

Chomsky: No change coming with Obama

The following is a Press TV interview with respected American author, political analyst and world-renowned linguist, Professor Noam Chomsky.

Press TV: Professor Chomsky, we better start with Pakistan. The White House not commenting on the killings of people [in cross-border drone attacks from Afghanistan into Pakistan]. Richard Holbrooke, someone whom you’ve written about in the context of Yugoslavia, is the man [President Barack] Obama has chosen to solve the situation.

Chomsky: Well, it was pretty clear that Obama would accept the Bush doctrine that the United States can bomb Pakistan freely, and there have been many case which are quite serious.

There has been for example a great deal of chaos and fighting in Bajaur province, which is a adjacent to Afghanistan and tribal leaders- others there- have traced it to the bombing of a madrassa school which killed 80 to 95 people, which I don’t think was even reported in the United states, it was reported in the Pakistani press of course.

The author of the article reporting it, a well-known nuclear physicist, Pervez Hoodbhoy pointed out at the time that this kind of massacre will of course engender terror and reactions, which will even threaten the state of Pakistan. And that has been what is happening. We are now seeing more of it.

The first message of the Pakistani government to General [David] Petraeus, the American General when he took command of the region was that they did not want any more bombings in Pakistan.

Actually, the first message to the new Obama administration by President [Hamid] Karzai of Afghanistan was the same, that he wanted no more bombings. He also said that he wants a timetable for the withdrawal of the foreign troops, US and other troops, from Afghanistan. That was of course just ignored.

Press TV: And these three foreign envoys, well the third one has not been announced yet perhaps, but some people are expressing optimism about George Mitchell’s position as Middle East envoy.

Richard Holbrooke, which have looked at. We have talked to the former Bosnian foreign minister here, who seemed to imply that he may even have had a role in the say so for the Srebrenica massacre, and of course, Dennis Ross is being talked about as an envoy for Iran.

Chomsky: well Holbrooke has a pretty awful record, not so much Yugoslavia, but earlier. For example, In the Indonesian atrocities in eastern Timor, where he was the official in charge, and evaded to stop the US support for them, and all together it’s a very spotty record.

George Mitchell is, of the various appointments that have been made, he is the most decent let’s say. He has a pretty decent record. He achieved something in Northern Ireland, but of course, in that case there was an objective.

The objective was that the British would put an end to the resort to violence in response to IRA terror and would attend to the legitimate grievances that were the source of the terror. He did manage that, Britain did pay attention to the grievances, and the terror stopped- so that was successful.

But there is no such outcome sketched in the Middle East, specially the Israel-Palestine problem. I mean, there is a solution, a straightforward solution very similar to the British one. Israel could stop its US-backed crimes in the occupied territories and then presumably the reaction to them would stop. But that’s not on the agenda.

In fact, President Obama just had a press conference, which was quite interesting in that respect. He praised the parabolic peace initiative, the Saudi initiative endorsed by the Arab League, and said it had constructive elements. It called for the normalization of relation with Israel, and he called on the Arab states to proceed with those “constructive elements,” namely the normalization of relations.

But that is a gross falsification of the Arab League initiative. The Arab League initiative called for accepting a two-state settlement on the international border, which has been a long-standing international consensus and said if that can be achieved then Arab states can normalize relations with Israel.

Well, Obama skipped the first part, the crucial part, the core of the resolution, because that imposes an obligation on the United States. The United States has stood alone for over thirty years in blocking this international consensus, by now it has totally isolated the US and Israel.

Europe and now a lot of other countries have accepted it. Hamas has accepted it for years, the Palestinian Authority of course, the Arab League now for many years [have accepted it]. The US and Israel block it, not just in words, but they are blocking it in actions constantly, (this is) happening every day in the occupied territories and also in the siege of Gaza and other atrocities.

So when he skips that it is purposeful. That entails that the US is not going to join the world in seeking to implement a diplomatic settlement, and if that is the case, Mitchell’s mission is vacuous.

Press TV: Is there a contradiction in that George Mitchell of course did speak to members of the Sinn Féin, their military wing of course of the IRA.

At the same time, well on this channel [Press TV] we have been covering the Gaza conflict, its headquarters were bombed, and now we are being told that Israeli soldiers will not give their names, and the names of people are not being released for fear of prosecution.

And yet, some were saying that Obama did say that the border should be opened. Should we see any change in policy there?

Chomsky: He did say that, but he did not mention the fact that it was in the context of a lot other demands. And Israel will also say, sure the borders should be opened but he still refuses to speak to the elected government (i.e. Hamas), quite different from Mitchell in Northern Ireland.

It means Palestinians will have to be punished for voting in a free election, the way the US did not want them to, and he endorsed the Condoleezza Rice-Tzipi Livni agreement to close the Egyptian-Gaza order, which is quite an act of imperial arrogance.

It is not their border, and in fact, Egypt strongly objected to that. But Obama continued. He says we have to make sure that no arms are smuggled through the tunnels into the Gaza Strip. But he said nothing about the vast dispatch of far more lethal arms to Israel.

In fact, right in the middle of the Gaza attack, December 31, the Pentagon announced that it was commissioning a German ship to send 3,000 tons of war material to Israel. That did not work out, because the government of Greece prevented it but it was supposed to go through Greece but it could all go through somewhere else. This is right in the middle of the attack on Gaza.

Actually there were very little reporting, very few inquiries. The Pentagon responded in an interesting way. They said, well this material won’t be used for the attack on Gaza, in fact they knew that Israel had plans to stop the attack right before the inauguration, so that Obama would not have to say anything about it.

But the Pentagon said that this material is being used for pre-positioning for US forces. In other words, this has been going for a long time, but this is extending and reinforcing the role of Israel as a US military base on the edge of the major oil producing regions of the world. If they are ever asked why they are doing it, they will say for defense or stability, but it is just a base for further aggressive action.

Press TV: Robert Gates and Admiral [Mike] Mullen have been talking about the 16-month timeline for withdrawal from Iraq is just one of the options, a slight difference from what Obama has been saying in the campaign. And, Hillary Clinton famously said she was prepared to obliterate all of Iran and kill 70 million citizens. On Iraq and Iran what do you see as changes?

Chomsky: What happened in Iraq is extremely interesting and important. The few correspondents with real experience any whom know something have understood it. Patrick Cockburn, Jonathan Steele and one or two others.

What has happened is that there was a remarkable campaign of non-violent resistance in Iraq, which compelled the United States, step-by-step, to back away from its programs and its goals. They compelled the US occupying forces to allow an election, which the US did not want and tried to evade in all sorts of ways.

Then they went on from there to force the United States to accept at least formally a status of forces agreement, which if the Obama administration lives up to it, will abandon most of the US war aims. It will eliminate the huge permanent military bases that the US has built in Iraq. It will mean the US will not control decisions over how the oil resources will be accessed and used. And in fact just every war aim is gone.

Of course there is a question of whether the US will live up to it and what you are reporting is among the serious indications that they are trying to evade living up to it. But what happened there is really significant, and a real credit to the people of Iraq, who have suffered miserably. I mean, the country has been absolutely destroyed, but they did manage to get the US to back away formally from its major war aims.

In the case of Iran, Obama’s statements have not been as inflammatory as Clinton’s, but they amount to pretty much the same thing. He said all options are open. Well, what does all options mean? Presumably that includes nuclear war, you know, that is an option.

There is no indication that he is willing to take the steps, say, that the American population wants. An overwhelming majority of the American population for years has been in favor, has agreed with the Non-Aligned Movement, that Iran should have the rights granted to the signers of the non-proliferation treaty, in fact to develop nuclear energy.

It should not have the right to develop nuclear weapons, and more interestingly about the same percentages, about 75 to 80%, call for the establishment of a nuclear weapons free zone in the region, which would include Iran, Israel, and any US forces deployment there, within all kinds of verifications and so on.

That could eliminate probably one of the major sources of the conflict. There is no indication that the Obama administration has any thought of doing anything about this.

Press TV: Just finally Professor Chomsky, the US economy, of course where you are -that is dominating the news and the lives all Americans and arguably the people around the world- and this 825 billion dollar package. How do you think the Obama people are going to handle this?

Chomsky: Nobody really knows. I mean, what is happening with the economy is not well understood. It is based on extremely opaque financial manipulations, which are quite hard to decode. I mean, the general process is understood, but whether the $800 billion, or probably larger government stimulus, will overcome this crisis, is not known.

The first $350 billion have already been spent- that is the so-called part bailout but that went into the pockets of banks. They were supposed to start lending freely, but they just decided not to do it. They would rather enrich themselves, restore their own capital, and take over other banks- mergers and acquisition and so on.

Whether the next stimulus will have an effect depends very much on how it is handled, whether it is monitored, so that it is used for constructive purposes. [It relies] also on factors that are just not known, like how deep this crisis is going to be.

It is a worldwide crisis and it is very serious. It is suddenly striking that the ways that Western countries are approaching the crisis is exactly the same as the model that they enforce on the Third World when there is a crisis.

So when Indonesia has a crisis, Argentina and everyone else, they are supposed to raise interest rates very high and privatize the economy, and cut down on public spending, measures like that. In the West, it is the exact opposite: lower interest rates to zero, move towards nationalization if necessary, pour money into the economy, have huge debts.

That is exactly the opposite of how the Third World is supposed to pay off its debts, and that this seems to pass without comment is remarkable. These measures for the West are ones that might get the economy moving again, while it has been a disaster for others.

The U.S. Imperial Triangle and Military Spending

The United States is unique today among major states in the degree of its reliance on military spending, and its determination to stand astride the world, militarily as well as economically. No other country in the post–Second World War world has been so globally destructive or inflicted so many war fatalities. Since 2001, acknowledged U.S. national defense spending has increased by almost 60 percent in real dollar terms to a level in 2007 of $553 billion. This is higher than at any point since the Second World War (though lower than previous decades as a percentage of GDP). Based on such official figures, the United States is reported by the Stockholm International Peace Research Institute (SIPRI) as accounting for 45 percent of world military expenditures. Yet, so gargantuan and labyrinthine are U.S. military expenditures that the above grossly understates their true magnitude, which, as we shall see below, reached $1 trillion in 2007.1

Externally, these are necessary expenditures of world empire. Internally, they represent, as Michal Kalecki was the first to suggest, an imperial triangle of state-financed military production, media propaganda, and real/imagined economic-employment effects that has become a deeply entrenched, and self-perpetuating feature of the U.S. social order.2

Many analysts today view the present growth of U.S. militarism and imperialism as largely divorced from the earlier Cold War history of the United States, which was commonly seen as a response to the threat represented by the Soviet Union. Placed against this backdrop the current turn to war and war preparation appears to numerous commentators to lack a distinct target, despite concerns about global terrorism, and to be mainly the product of irrational hubris on the part of U.S. leaders. Even as insightful a left historian as Eric Hobsbawm has recently adopted this general perspective. Thus in his 2008 book On Empire Hobsbawm writes:

Frankly, I can’t make sense of what has happened in the United States since 9/11 that enabled a group of political crazies to realize long-held plans for an unaccompanied solo performance of world supremacy….Today a radical right-wing regime seeks to mobilize “true Americans” against some evil outside force and against a world that does not recognize the uniqueness, the superiority, the manifest destiny of America…. In effect, the most obvious danger of war today arises from the global ambitions of an uncontrollable and apparently irrational government in Washington….To give America the best chance of learning to return from megalomania to rational foreign policy is the most immediate and urgent task of international politics.3

Such a view, which sees the United States as under the influence of a new irrationalism introduced by George W. Bush and a cabal of neoconservative “political crazies,” and consequently calls for a return from “megalomania to rational foreign policy,” downplays the larger historical and structural forces at work that connect the Cold War and post–Cold War imperial eras. In contrast, a more realistic perspective, we believe, can be obtained by looking at the origins of the U.S. “military ascendancy” (as C. Wright Mills termed it) in the early Cold War years and the centrality this has assumed in the constitution of the U.S. empire and economy up to the present.4

The Permanent War Economy and Military Keynesianism

In January 1944 Charles E. Wilson, president of General Electric and executive vice chairman of the War Production Board, delivered a speech to the Army Ordnance Association advocating a permanent war economy. According to the plan Wilson proposed on that occasion, every major corporation should have a “liaison” representative with the military, who would be given a commission as a colonel in the Reserve. This would form the basis of a program, to be initiated by the president as commander in chief in cooperation with the War and Navy departments, designed to bind corporations and military together into a single unified armed forces-industrial complex. “What is more natural and logical,” he asked, “than that we should henceforth mount our national policy upon the solid fact of an industrial capacity for war, and a research capacity for warthat is already ‘in being’? It seems to me anything less is foolhardy.” Wilson went on to indicate that in this plan the part to be played by Congress was restricted to voting for the needed funds. Further, it was essential that industry be allowed to play its central role in this new warfare state without being hindered politically “or thrown to the fanatical isolationist fringe [and] tagged with a ‘merchants-of-death’ label.”

In calling, even before the Second World War had come to a close, for a “continuing program of industrial preparedness,” for war, Charles E. Wilson (sometimes referred to as “General Electric Wilson” to distinguish him from “General Motors Wilson”—Charles Erwin Wilson, president of General Motors and Eisenhower’s secretary of defense) was articulating a view that was to characterize the U.S. oligarchy as a whole during the years immediately following the Second World War. In earlier eras it had been assumed that there was an economic “guns and butter” trade-off, and that military spending had to occur at the expense of other sectors of the economy. However, one of the lessons of the economic expansion in Nazi Germany, followed by the experience of the United States itself in arming for the Second World War, was that big increases in military spending could act as huge stimulants to the economy. In just six years under the influence of the Second World War the U.S. economy expanded by 70 percent, finally recovering from the Great Depression. The early Cold War era thus saw the emergence of what later came to be known as “military Keynesianism”: the view that by promoting effective demand and supporting monopoly profits military spending could help place a floor under U.S. capitalism.5

John Maynard Keynes, in his landmark General Theory of Employment, Interest and Money, published in 1936, in the midst of the Depression, argued that the answer to economic stagnation was to promote effective demand through government spending. The bastardized Keynesianism that came to be known as “military Keynesianism” was the view that this was best effected with the least negative consequences for big business by focusing on military spending. As Joan Robinson, one of Keynes’s younger colleagues, critically explained in her iconoclastic lecture, “The Second Crisis of Economic Theory,” before the American Economic Association on December 27, 1971:

The most convenient thing for a government to spend on is armaments. The military-industrial complex [thus] took charge. I do not think it plausible to suppose that the cold war and several hot wars were invented just to solve the employment problem. But certainly they have had that effect. The system had the support not only of the corporations who make profits under it and the workers who got jobs, but also of the economists who advocated government loan-expenditure as a prophylactic against stagnation. Whatever were the deeper forces leading to the hypertrophy of military power after the world war was over, certainly they could not have had such free play if the doctrine of sound finance had still been respected. It was the so-called Keynesians who persuaded successive Presidents that there is no harm in a budget deficit and left the military-industrial complex to take advantage of it. So it has come about that Keynes’ pleasant daydream was turned into a nightmare of terror.6

The first to theorize this tendency toward military Keynesianism under monopoly capitalism, was the Polish economist Michal Kalecki (most famous, as Robinson pointed out in the above-mentioned lecture, for having discovered the essentials of Keynes’s General Theory before Keynes himself). In a 1943 essay on “The Political Aspects of Full Employment” and in subsequent essays, Kalecki argued that monopoly capital had a deep aversion to increased civilian government spending due to its intrusion on the commodity market and the sphere of private profit, but that this did not apply in the same way to military spending, which was seen by the vested interests as adding to rather than crowding out profits. If absorption of the massive economic surplus of large corporate capital through increased government spending was the key to accumulation in post–Second World War U.S. capitalism, this was dependent principally on military expenditures, or what Kalecki in 1956 labeled “the armament-imperialist complex.” This resulted in a “high degree of utilization” of productive capacity and “counteracted the disrupting influence of the increase in the relative share of accumulation of big business in the national product.”7

For Kalecki this new military-supported regime of accumulation that came to characterize U.S. monopoly capital by the mid-1950s established a strong political-economic foundation for its own rule “based on the following [imperial] triangle”:

  1. Imperialism contributes to a relatively high level of employment through expenditures on armaments and ancillary purposes and through the maintenance of a large body of armed forces and government employees.
  2. The mass communications media, working under the auspices of the ruling class, emits propaganda aimed at securing the support of the population for this armament-imperialist set-up.
  3. The high level of employment and the standard of living increased considerably as compared with before the war (as a result of the rise in the productivity of labor), and this facilitated the absorption of this propaganda to the broad masses of the population.

Mass communication occupied a central place in this imperial triangle. An essential part of Kalecki’s argument was that “the mass communication media, such as the daily press, radio, and television in the United States are largely under the control of the ruling class.” As none other than Charles E. (General Electric) Wilson, then defense mobilization director, put it in a speech to the American Newspaper Publishers Association on April 26, 1951, the job of the media was to bring “public opinion, as marshaled by the press” to the support of the permanent war effort (italics added).8

The result by the mid-1950s was a fairly stable militarized economy, in which intertwined imperial, political-economic, and communication factors all served to reinforce the new military-imperial order. Kalecki observed that U.S. trade unions were “part and parcel of the armament-imperialist set-up. Workers in the United States are not duller and trade union leaders are not more reactionary ‘by nature’ than in other capitalist countries. Rather, the political situation in the United States, is simply, in accordance with the precepts of historical materialism, the unavoidable consequence of economic developments and of characteristics of the superstructure of monopoly capitalism in its advanced stage.” All of this pointed to what Harry Magdoff was to call the essential “one-ness of national security and business interests” that came to characterize the U.S. political economy and empire.9

Many of Kalecki’s ideas were developed further by Paul Baran and Paul Sweezy in 1966 in Monopoly Capital. Baran and Sweezy argued there were at least five political-economic-imperial ends propelling the U.S. oligarchy in the 1950s and ’60s toward the creation of a massive military establishment: (1) defending U.S. global hegemony and the empire of capital against external threats in the form of a wave of revolutions erupting throughout the world, simplistically viewed in terms of a monolithic Communist threat centered in the Soviet Union; (2) creating an internationally “secure” platform for U.S. corporations to expand and monopolize economic opportunities abroad; (3) forming a government-sponsored research and development sector that would be dominated by big business; (4) generating a more complacent population at home, made less recalcitrant under the nationalistic influence of perpetual war and war preparation; and (5) soaking up the nation’s vast surplus productive capacity, thus helping to stave off economic stagnation, through the promotion of high-profit, low-risk (to business) military spending. The combined result of such political-economic-imperial factors was the creation of the largest, most deeply-entrenched and persistent, “peacetime” war machine that the world had ever seen.10

Like Kalecki, Baran and Sweezy argued that the U.S. oligarchy kept a “tight rein on civilian [government] spending,” which, they suggested, “had about reached its outer limits” as a percentage of national income “by 1939,” but was nonetheless “open-handed with the military.” Government-pump priming operations therefore occurred largely through spending on wars and war preparations in the service of empire. The Pentagon naturally made sure that bases and armaments industries were spread around the United States and that numerous corporations profited from military spending, thus maximizing congressional support due to the effects on states and districts.11

For members of the U.S. oligarchy and their hangers-on, the virtuous circle of mutually reinforcing military spending and economic growth represented by military Keynesianism was something to be celebrated rather than held up to criticism. Harvard economist Sumner Slichter explained to a banker’s convention in October 1949, that as long as Cold War spending persisted a severe economic depression was “difficult to conceive.” The Cold War “increases the demand for goods, helps sustain a high level of employment, accelerates technological progress and thus helps the country to raise its standard of living….So we may thank the Russians for helping make capitalism in the United States work better than ever.”

Similarly, U.S. News and World Report told its readers on May 14, 1950 (a month before the outbreak of the Korean War):

Government planners figure they have found the magic formula for almost endless good times. They are now beginning to wonder if there may not be something to perpetual motion after all. Cold war is the catalyst. Cold war is an automatic pump primer. Turn a spigot, and the public clamors for more arms spending. Turn another, the clamor ceases. Truman confidence, cockiness, is based on this “Truman formula.” Truman era of good times, President is told, can run much beyond 1952. Cold war demands, if fully exploited, are almost limitless.

In the same vein, U.S. News and World Report was to declare in 1954: “What H-bomb means to business. A long period…of big orders. In the years ahead, the effects of the new bomb will keep on increasing. As one appraiser puts it: ‘The H-bomb has blown depression-thinking out the window.’” In 1959 David Lawrence, editor of U.S. News and World Report, indicated that he viewed with equanimity the suggestion that the United States “might conceivably strike first in what has become known as ‘preemptive’ rather than ‘preventive’ war.”

Henry Luce, the media mogul at the head of the Time-Life empire, who coined the term “the American Century,” observed in November 1957 in Fortune that the United States “can stand the load of any defense effort required to hold the power of Soviet Russia in check. It cannot, however, indefinitely stand the erosion of creeping socialism and the ceaseless extension of government activities into additional economic fields” beyond the military. This was directly in line with Kalecki’s and Baran and Sweezy’s contention that the system was tight-fisted where civilian spending was concerned and open-handed with the military.

Remarking on the success of military Keynesianism in promoting economic prosperity, the influential Harvard economist Seymour Harris wrote in the The New York Times Magazine in 1959: “If we treat the years from 1941 to the present as a whole, we find again that a period of record prosperity coincided with a period of heavy military outlay….About one dollar out of seven went for war and preparation for war, and this expenditure was undoubtedly a stimulus to the economy.”12

A military Keynesian view was close to the heart of the major U.S. planning document of the Cold War, NSC-68, issued in April 1950 shortly before the Korean War by the U.S. National Security Council  and signed by President Truman in September 1950, but not declassified until 1975. Drafted by Paul Nitze, then head of the policy review group in the state department, the main intent of NSC-68 was to construct a rollback strategy against the Soviet Union. It called for a vast increase in military spending above its already high levels, and considered the possibility that “in an emergency the United States could devote upward of 50 percent of its gross national product” to the military effort as in the Second World War. “From the point of view of the economy as a whole,” NSC-68 declared,

the program [of military expansion] might not result in a real decrease in the standard of living, for the economic effects of the program might be to increase the gross national product by more than the amount being absorbed for additional military and foreign assistance purposes. One of the most significant lessons of our World War II experience was that the American economy, when it operates at a level approaching full efficiency [full capacity], can provide enormous resources for purposes other than civilian consumption while simultaneously providing a high standard of living. After allowing for price changes, personal consumption expenditures rose by almost one-fifth between 1939 and 1944, even though the economy had in the meantime increased the amount of resources going into Government use by $60[–]$65 billion (in 1939 prices).13

U.S. militarism was therefore motivated first and foremost by a global geopolitical struggle, but was at the same time seen as essentially costless (even beneficial) to the U.S. economy, which could have more guns and more butter too. It was thus viewed as a win-win solution for the U.S. empire and economy.

By the time that President Eisenhower (who played a role in this military expansion) raised concerns about what he dubbed the “military-industrial complex” in his farewell address of January 17, 1961, it was already so firmly established as to constitute the permanent war economy envisioned by Charles E. (General Electric) Wilson. As Eisenhower’s secretary of defense, Charles Erwin (General Motors) Wilson (best known for having created a major flap by saying that “what is good for General Motors is good for the country”), observed in 1957, the military set-up was then so built into the economy as to make it virtually irreversible: “so many Americans are getting a vested interest in it: Properties, business, jobs, employment, votes, opportunities for promotion and advancement, bigger salaries for scientists and all that….If you try to change suddenly you get into trouble….If you shut the whole business off now, you will have the state of California in trouble because such a big percentage of the aircraft industry is in California.”14

Hence, the concern that Eisenhower voiced in his farewell address about a “permanent armaments industry of vast proportions” and the fact that “we annually spend on military security alone more than the net income of all United States corporations”15 was a belated recognition of what had already become an established fact. The need for the gargantuan military-industrial complex that the United States developed in these years was not so much for purposes of economic expansion directly (though military Keynesianism pointed to its stimulating effects) but due to the reality, as Baran and Sweezy emphasized, that the capitalist world order and U.S. hegemony could only be maintained “a while longer,” in the face of rising insurgencies throughout the world, through “increasingly direct and massive intervention by American armed forces.”16 This entire built-in military system could not be relinquished without relinquishing empire. Indeed, the chief importance of U.S. military power from the early Cold War years to today has been that it is used—either directly, resulting in millions of deaths (counting those who died in the Korean War, the Vietnam War, the Gulf War, the Kosovo War, the Afghanistan and Iraq Wars, as well as dozens of lesser conflicts), or indirectly, as a means to intimidate.17

The most important left analysts of these developments in the 1950s and ’60s, Kalecki, Baran, Sweezy, and Magdoff, insisted—going against the dominant U.S. Cold War ideology—that the cause of U.S. military spending was capitalist empire, rather than the need to contain the Soviet threat. The benefits of military spending to monopoly capital, moreover, guaranteed its continuation, barring a major social upheaval. The decade and a half since the fall of the Soviet Union has confirmed the accuracy of this assessment. The euphoria of the “peace dividend” following the end of the Cold War evaporated almost immediately in the face of new imperial requirements. This was a moment of truth for U.S. capitalism, demonstrating how deeply entrenched were its military-imperial interests. By the end of the 1990s U.S. military spending, which had been falling, was on its way up again.

Today, in what has been called a “unipolar world,” U.S. military spending for purposes of empire is rapidly expanding—to the point that it rivals that of the entire rest of the world put together. When it is recognized that most of the other top ten military-spending nations are U.S. allies or junior partners, it makes the U.S. military ascendancy even more imposing. Only the reality of global empire (and the effects of this on the internal body politic) can explain such an overwhelming destructive power. As Atlantic Monthly correspondent Robert Kaplan proudly proclaimed in 2005: “By the turn of the twenty-first century the United States military had already appropriated the entire earth, and was ready to flood the most obscure areas of it with troops at a moment’s notice.”18

Israel has launched a covert war against Iran as an alternative to direct military strikes against Tehran’s nuclear programme, US intelligence sources have revealed.

It is using hitmen, sabotage, front companies and double agents to disrupt the regime’s illicit weapons project, the experts say.

The most dramatic element of the “decapitation” programme is the planned assassination of top figures involved in Iran’s atomic operations.

Despite fears in Israel and the US that Iran is approaching the point of no return in its ability to build atom bomb, Israeli officials are aware of the change in mood in Washington since President Barack Obama took office.

They privately acknowledge the new US administration is unlikely to sanction an air attack on Iran’s nuclear installations and Mr Obama’s offer to extend a hand of peace to Tehran puts any direct military action beyond reach for now.

The aim is to slow down or interrupt Iran’s research programme, without the gamble of a direct confrontation that could lead to a wider war.

A former CIA officer on Iran told The Daily Telegraph: “Disruption is designed to slow progress on the programme, done in such a way that they don’t realise what’s happening. You are never going to stop it.

“The goal is delay, delay, delay until you can come up with some other solution or approach. We certainly don’t want the current Iranian government to have those weapons. It’s a good policy, short of taking them out militarily, which probably carries unacceptable risks.”

Reva Bhalla, a senior analyst with Stratfor, the US private intelligence company with strong government security connections, said the strategy was to take out key people.

“With co-operation from the United States, Israeli covert operations have focused both on eliminating key human assets involved in the nuclear programme and in sabotaging the Iranian nuclear supply chain,” she said.

“As US-Israeli relations are bound to come under strain over the Obama administration’s outreach to Iran, and as the political atmosphere grows in complexity, an intensification of Israeli covert activity against Iran is likely to result.”

Mossad was rumoured to be behind the death of Ardeshire Hassanpour, a top nuclear scientist at Iran’s Isfahan uranium plant, who died in mysterious circumstances from reported “gas poisoning” in 2007.

Other recent deaths of important figures in the procurement and enrichment process in Iran and Europe have been the result of Israeli “hits”, intended to deprive Tehran of key technical skills at the head of the programme, according to Western intelligence analysts.

“Israel has shown no hesitation in assassinating weapons scientists for hostile regimes in the past,” said a European intelligence official, speaking on condition of anonymity. They did it with Iraq and they will do it with Iran when they can.”

Mossad’s covert operations cover a range of activities. The former CIA operative revealed how Israeli and US intelligence co-operated with European companies working in Iran to obtain photographs and other confidential material about Iranian nuclear and missile sites.

“It was a real company that operated from time to time in Iran and in the nature of their legitimate business came across information on various suspect Iranian facilities,” he said.

Israel has also used front companies to infiltrate the Iranian purchasing network that the clerical regime uses to circumvent United Nations sanctions and obtain so-called “dual use” items – metals, valves, electronics, machinery – for its nuclear programme.

The businesses initially supply Iran with legitimate material, winning Tehran’s trust, and then start to deliver faulty or defective items that “poison” the country’s atomic activities.

“Without military strikes, there is still considerable scope for disrupting and damaging the Iranian programme and this has been done with some success,” said Yossi Melman, a prominent Israeli journalist who covers security and intelligence issues for the Haaretz newspaper.

Mossad and Western intelligence operations have also infiltrated the Iranian nuclear programme and “bought” information from prominent atomic scientists. Israel has later selectively leaked some details to its allies, the media and United Nations atomic agency inspectors.

On one occasion, Iran itself is understood to have destroyed a nuclear facility near Tehran, bulldozing over the remains and replacing it with a football pitch, after its existence was revealed to UN inspectors. The regime feared that the discovery by inspectors of an undeclared nuclear facility would result in overwhelming pressure at the UN for tougher action against Iran.

The Iranian government has become so concerned about penetration of its programme that it has announced arrests of alleged spies in an attempt to discourage double agents. “Israel is part of a detailed and elaborate international effort to slow down the Iranian programme,” said Mr Melman.

But Vince Canastraro, the former CIA counter-terrorism chief, expressed doubts about the efficacy of secret Israeli operations against Iran. “You cannot carry out foreign policy objectives via covert operations,” he said. “You can’t get rid of a couple of people and hope to affect Iran’s nuclear capability.”

Iran has consistently asserted that it is pursuing a nuclear capability for civilian energy generation purposes. But Israeli and Western intelligence agencies believe the 20-year-old programme, which was a secret until 2002, is designed to give the ruling mullahs an atom bomb.

Secrecy and denial as Pakistan lets CIA use airbase to strike militants

The CIA is secretly using an airbase in southern Pakistan to launch the Predator drones that observe and attack al-Qaeda and Taleban militants on the Pakistani side of the border with Afghanistan, a Times investigation has found.

The Pakistani and US governments have repeatedly denied that Washington is running military operations, covert or otherwise, on Pakistani territory — a hugely sensitive issue in the predominantly Muslim country.

The Pakistani Government has also repeatedly demanded that the US halt drone attacks on northern tribal areas that it says have caused hundreds of civilian casualties and fuelled anti-American sentiment.

But The Times has discovered that the CIA has been using the Shamsi airfield — originally built by Arab sheikhs for falconry expeditions in the southwestern province of Baluchistan — for at least a year. The strip, which is about 30 miles from the Afghan border, allows US forces to launch a Drone within minutes of receiving actionable intelligence as well as allowing them to attack targets further afield.

It was known that US special forces used Shamsi during the invasion of Afghanistan in 2001, but the Pakistani Government declared publicly in 2006 that the Americans had left it and two other airbases.

Key to the Times investigation is the unexplained delivery of 730,000 gallons of F34 aviation fuel to Shamsi. Details were found on the website of the Pentagon’s fuel procurement agency.

The Defence Energy Support Centre site shows that a civilian company, Nordic Camp Supply (NCS), was contracted to deliver the fuel, worth $3.2 million, from Pakistan Refineries near Karachi.

It also shows the fuel was delivered last year, when the United States escalated drone attacks on Pakistan’s lawless tribal areas, allegedly killing several top Taleban and al-Qaeda targets, but also many civilians.

A source at NCS, which is based in Denmark, confirmed that the company had been awarded the contract and had supplied the fuel to Shamsi, but declined to give further details.

A spokesman for the US embassy in Pakistan told The Times: “Shamsi is not the final destination.” However, he declined to elaborate and denied that the US was using it as a base.

“No. No. No. No. No. We unequivocally and emphatically can tell you that there is no basing of US troops in Pakistan,” he said. “There is no basing of US Air Force, Navy, Marines, Army, none, on the record and emphatically. I want that to be very clear. And that is the answer any way you want to put it. There is no base here, no troops billeted. We do not operate here.”

He said that he could not comment on CIA operations.

The CIA declined to comment, as did the Pentagon. But one senior Western source familiar with US operations in Pakistan and Afghanistan told The Times that the CIA “runs Predator flights routinely” from Shamsi.

“We can see the planes flying from the base,” said Safar Khan, a local journalist. “The area around the base is a high-security zone and no one is allowed there.”

He said that the outer perimeter of Shamsi was guarded by Pakistani military, but the airfield itself was under the control of American forces.

Shamsi lies in a sparsely populated area about 190 miles southwest of the city of Quetta, which US intelligence officials believe is used as a staging post by senior Taleban leaders, including Mullah Omar. It is also 100 miles south of the border with Afghanistan’s southern province of Helmand and about 100 miles east of the border with Iran.

That would put the Predators, which have a range of more than 2,000 miles and can fly for 29 hours, within reach of militants in Baluchistan, southern Afghanistan and in Pakistan’s northern tribal areas.

Paul Smyth, head of operational studies at the Royal United Services Institute, said that 730,000 gallons of F34, also known as JP8, was not enough to supply regular Hercules tanker flights but was sufficient to sustain drones or helicopters.

Other experts said that Shamsi’s airstrip was too short for most aircraft, but was big enough for Predators and ideally located as there were few civilians in the surrounding area to witness the drones coming and going.

Farhatullah Babar, a spokesman for the President of Pakistan, Asif Ali Zardari, said that he did not know anything about the airfield. However, Major General Athar Abbas, the chief military spokesman, confirmed that US forces were using Shamsi. “The airfield is being used only for logistics,” he said, without elaborating.

He added that the Americans were also using another airbase near Jacobabad, 300 miles northeast of Karachi, for logistics and military operations.

Pakistan gave America permission to use Shamsi, Jacobabad and two other bases — Pasni and Dalbadin — for the invasion of Afghanistan in October 2001. US Marine Special Forces were based at Shamsi and, in January 2002, a US Marine KC130 tanker aircraft crashed close to its runway, killing seven Marines on board.

Jacobabad became the main US airbase until Bagram, near Kabul, was repaired, while Pasni, on the coast, was used for helicopters and Dalbadin as a refueling post for special forces’ helicopters. However, in December 2001, Pakistan began sharing Jacobabad and Pasni with US forces as India and Pakistan began massing troops on their border. In July 2006 the Pakistani Government declared that America was no longer using Shamsi, Pasni and Jacobabad, although they were at its disposal in an emergency.

The subject has become particularly sensitive in the past few weeks as President Obama has made it clear that he will continue the strikes while reviewing overall US strategy in the region.

The latest strike on Monday — the fourth since Mr Obama took office — killed 31 people in the tribal agency of Kurram, and another on Saturday killed 25 people in South Waziristan, according to Pakistani officials.

Shah Mehmood Qureshi, the Pakistani Foreign Minister, responded on Sunday by categorically denying that Pakistani bases were used for US drone attacks.

Miliband faces new ‘torture cover-up’ storm

David Miliband, the foreign secretary, was last night facing fresh pressure over torture allegations after it was revealed that his officials asked the US for help in suppressing crucial evidence.

The Foreign Office solicited a letter from the US to back up its claim that if the evidence was disclosed, Washington could stop sharing intelligence with Britain. The claim persuaded two high court judges earlier this month to suppress what they called “powerful evidence” relating to the ill treatment of Binyam Mohamed, the British resident being held in Guantánamo Bay.

In response to the British request, John Bellinger, the state department’s chief legal adviser, said in a letter to the Foreign Office last August: “We want to affirm the public disclosure of these documents is likely to result in serious damage to US national security and could harm existing intelligence information-sharing arrangements between our two governments”.

In their judgment, Lord Justice Thomas and Mr Justice Lloyd Jones made it clear that without Miliband’s claim about what they called the “gravity of the threat” from the US, they would have ordered the evidence to be revealed. Though the judges repeatedly used the word “threat”, Miliband subsequently denied the US had threatened to stop sharing intelligence with Britain.

Miliband’s denial last week led lawyers for Mohamed and the media, including the Guardian, to ask the judges to reopen the case on the grounds that the foreign secretary had fundamentally undermined his case. The judges agreed, against Foreign Office opposition, to reopen the case next month.

Clive Stafford Smith, director of Reprieve, the legal charity which represents Mohamed, said yesterday: “This just isn’t going to go away unless both the US and the UK stop trying to suppress evidence of torture”.

Bring Binyam home

The greatest injustice I fear is that Binyam Mohamed is still being held at Guantánamo only to suppress evidence of his torture

I am a lawyer and a soldier, and I act for Binyam Mohamed, who is currently on hunger strike in Guantánamo Bay. I came to England to ask everyone to work as hard as possible to get Binyam home. The new administration in the US has said that it wants to close Guantánamo. The UK government says that it has been asking for Binyam’s return since August 2007. Despite that, and despite England being the US’s closest ally, Binyam is still in a cell in Guantánamo Bay. I believe that now is the time to press the new administration.

Guards told Binyam that he was going home in December, and so he is on hunger strike (together with 50 or so other prisoners). This means that he is tube-fed while strapped to a chair, twice a day. Binyam has lost so much weight that he speaks of the pain he suffers from being strapped to the chair for hours each day – he speaks of feeling his bones against the chair. I am really worried that if Binyam does not come home soon, he will leave Guantánamo Bay in a coffin.

The Joint Task Force, which runs Guantánamo Bay, gives me no information about Binyam. When I called to enquire about his condition, they said first, that they would look into it and then that they would tell me nothing and that I should make a Freedom of Information request, which would have taken months to process. Therefore, whenever I want information about Binyam, I have to make the 5-hour trip to Guantánamo. Each time, he asks why he is still there.

It is worth bearing in mind that all charges against Binyam have been dropped and that Binyam’s chief prosecutor resigned, citing the unfairness of the system.

I profoundly hope that he is not being kept in Guantánamo to avoid information surrounding his rendition and torture coming out. Clive Stafford Smith and I are testifying at the All Party Parliamentary Group on Extraordinary Rendition in Portcullis House, Westminster today, which is open to members of the public. I understand that a number of intelligence agents and politicians will also speak in an attempt to get Binyam home. I am meeting with David Miliband , this Thursday, and I hope that he will assure me that Binyam is coming home.

What do we do if the “two-state” solution collapses?

Lots of smart people have been focusing on the Israeli elections and trying to make sense of their immediate implications for the peace process. I can’t improve on the analyses provided by Glenn Greenwald, Yossi Alpher, Bernard Avishai, or Uri Avnery, who explain why there is little reason to be optimistic and many reasons to be worried.

I want to focus on a different issue, which is likely to be more important in the long run.

It’s this: What do we do if a “two-state solution” becomes impossible?

During the past 10 years, the “two-state solution” has been the mantra of most moderates involved in the seemingly intractable Israeli-Palestinian conflict. Ehud Olmert and Tzipi Livni say they want it, and so does Palestinian President Mahmoud Abbas. The 2007 Arab League peace plan envisions two states living side by side, and George W. Bush and Condi Rice repeatedly said that a two-state solution was their goal too (although they did precious little to achieve it). Barack Obama, Joe Biden, and Hillary Clinton all say they are going to push hard for it now. I might add that the two-state solution is also my preferred option.

Interestingly, this moderate consensus in favor of two states is itself a fairly new development. The 1993 Oslo Accords do not talk explicitly about a Palestinian state, and Prime Minister Yitzhak Rabin, who signed the agreement, never endorsed the idea of a Palestinian state in public. And when First Lady Hillary Clinton spoke about the need for a Palestinian state back in 1998, she was roundly criticized, and the White House promptly distanced itself from her remarks. In fact, Bill Clinton didn’t endorse the idea of a Palestinian state until his last month in office. The mainstream “consensus” behind this solution is in fact a relatively recent creation.

Today, invoking the “two-state” mantra allows moderates to sound reasonable and true to the ideals of democracy and self-determination; but it doesn’t force them to actually do anything to bring that goal about. Indeed, defending the two-state solution has become a recipe for inaction, a fig leaf that leaders can utter at press conferences while ignoring the expanding settlements and road networks on the West Bank that are rendering it impossible. Outgoing Prime Minister Ehud Olmert is a perfect illustration: He has lately become an eloquent voice in favor of two states, warning of the perils that Israel will face if the two-state option is not adopted. Yet his own government continued to expand the settlements and undermine Palestinian moderates, thereby putting the solution Olmert supposedly favors further away than ever, and maybe even making it unworkable.

There are two trends at play that threaten to undermine the two-state option. The first is the continued expansion of Israel settlements in the land that is supposed to be reserved for the Palestinians. There are now about 290,000 settlers living in the West Bank. There are another 185,000 settlers in East Jerusalem. Most of the settlers are subsidized directly or indirectly by the Israeli government. It is increasingly hard to imagine Israel evicting nearly half a million people (about 7 percent of its population) from their homes. Although in theory one can imagine a peace deal that keeps most of the settlers within Israel’s final borders (with the new Palestinian state receiving land of equal value as compensation), at some point the settlers’ efforts to “create facts” will make it practically impossible to establish a viable Palestinian state.

The second trend is the growing extremism on both sides. Time is running out on a two-state solution, and its main opponents — the Likud Party and its allies in Israel, and Hamas among the Palestinians — are becoming more popular. The rising popularity of Avigdor Lieberman’s overtly racist Yisrael Beiteinu party is ample evidence of this trend. And it’s not as though Kadima or Labor have been pushing hard to bring it about. According to Gideon Rachman of the Financial Times:

The result is that the next Israeli government, left to its own devices, is likely to opt for the status quo with the Palestinians – continued occupation of the West Bank, desultory peace talks, steadily expanding settlements and military force in response to Palestinian rockets or bombs. The long-term pursuit of a two-state solution will be brushed aside, with the argument that the Palestinians are too divided and dangerous to be negotiating partners.”

One does not need to look far down the road to see the point where a two-state solution will no longer be a practical possibility. What will the United States do then? What will American policy be when it makes no sense to talk about a two-state solution, because Israel effectively controls all of what we used to call Mandate Palestine? What vision will President Obama and Secretary Clinton have for the Palestinians and for Israel when they can no longer invoke the two-state mantra?

There are only three alternative options at that point. First, Israel could drive most or all of the 2.5 million Palestinians out of the West Bank by force, thereby preserving “greater Israel” as a Jewish state through an overt act of ethnic cleansing. The Palestinians would surely resist, and it would be a crime against humanity, conducted in full view of a horrified world. No American government could support such a step, and no true friend of Israel could endorse that solution.

Second, Israel could retain control of the West Bank but allow the Palestinians limited autonomy in a set of disconnected enclaves, while it controlled access in and out, their water supplies, and the airspace above them. This appears to have been Ariel Sharon’s strategy before he was incapacitated, and Bibi Netanyahu’s proposal for “economic peace” without a Palestinian state seems to envision a similar outcome. In short, the Palestinians would not get a viable state of their own and would not enjoy full political rights. This is the solution that many people — including Prime Minister Olmert — compare to the apartheid regime in South Africa. It is hard to imagine the United States supporting this outcome over the long term, and Olmert has said as much. Denying the Palestinians’ their own national aspirations is also not going to end the conflict.

Which brings me to the third option. The Israeli government could maintain its physical control over “greater Israel” and grant the Palestinians full democratic rights within this territory. This option has been proposed by a handful of Israeli Jews and a growing number of Palestinians. But there are formidable objections to this outcome: It would mean abandoning the Zionist dream of an independent Jewish state, and binational states of this sort do not have an encouraging track record, especially when the two parties have waged a bitter conflict across several generations. This is why I prefer the two-state alternative.

But if a two-state option is no longer feasible, it seems likely that the United States would come to favor this third choice. After all, supporting option 2 — an apartheid state — is contrary to the core American values of freedom and democracy and would make the United States look especially hypocritical whenever it tried to present itself as a model for the rest of the world. Openly endorsing apartheid would also demolish any hope we might have of improving our image in the Arab and Islamic world. Lord knows I have plenty of respect for the Israel lobby’s ability to shape U.S. foreign policy, but even AIPAC and the other heavyweight institutions in the lobby would have great difficulty maintaining the “special relationship” if Israel was an apartheid state. By contrast, option 3 — a binational state that provided full democratic rights for citizens of all ethnic and religious backgrounds — is easy to reconcile with America’s own “melting pot” traditions and liberal political values. American politicians would find it a hard option to argue against.

Bottom line: If the two-state solution dies, as seems increasingly likely, the United States is going to face a very awkward set of choices. That’s one reason why Obama and his team — as well as Israel’s friends in the United States — should move beyond paying lip-service to the idea of creating a Palestinian state and actually do something about it. But it’s hard to be optimistic that they will.

And while I’m at it, here’s one more heretical thought. Shouldn’t someone in the U.S. government start thinking about what our policy should be in the event that the two-state solution collapses? Starting to contemplate this possibility is risky, of course, because it might undermine our efforts to create two states if it became known that we were beginning to plan for an alternative future. But the fact is that we may face that future before too much longer. If so, then it might be a good idea if somebody began thinking about how to deal with it now, so that we don’t have to invent a new approach on the fly.

Britain: Foreign Office colludes with US to cover-up torture of Binyam Mohamed

A High Court ruling by two British judges regarding the torture of a Guantánamo detainee has unleashed a major political crisis.

The judges have stated that they have been pressured by the United States into concealing evidence that should be made available in any country governed by the rule of law. This took the form of threats to withdraw security cooperation, instigated under the Bush administration and continued under Barak Obama’s presidency.

Binyam Mohamed, 30, is currently in Guantánamo Bay but is reportedly being prepared for a return to the UK. He states that he was tortured by US agents in Pakistan, Morocco and Afghanistan between 2002 and 2004, and that Britain’s security agencies were complicit.

The High Court judgment on February 4 refused to order the disclosure of the CIA dossier said to contain evidence of his abuse. The document is a report by the US government to the British security services. The ruling followed a submission by the UK Foreign Office.

While calling for the document to be made public, the judges stated that it was not presently in the public interest to publish it, as the US government could “inflict on the citizens of the United Kingdom a very considerable increase in the dangers they face at a time when a serious terrorist threat still pertains”.

The joint judgment by Lord Justice Thomas and Mr Justice Lloyd Jones registered its concern that the document remained secret. “In the light of the long history of the common law and democracy which we share with the United States it was in our view difficult to conceive that a democratically elected and accountable government could possibly have any rational objection to placing into the public domain such a summary of what its own officials reported, as to how a detainee was treated by them and which made no disclosure of sensitive intelligence matters”.

The judgment continued, “Indeed we did not consider that a democracy governed by the rule of law would expect a court in another democracy to suppress a summary of the evidence contained in reports by its own officials…relevant to allegations of torture and cruel, inhumane, or degrading treatment, politically embarrassing though it might be”.
