Israel likely to skip next UN racism conference

GENEVA – Israel will almost surely boycott the next UN racism conference in Geneva, its ambassador said Wednesday.

Itzhak Levanon, Israel’s departing UN envoy in Geneva, said the event April 20-25 would need to be completely reworked for Israel to participate.

Levanon said the Geneva follow-up to the contentious 2001 conference in the South African city of Durban had the making of another international “bashing of Israel.”

Levanon did not want the participants to “only focus on Israel,” adding that he would only “attend the meeting only if there is a radical, substantive change.”

The Bush administration has taken a symbolic position opposing the conference. In December, Washington cast the only “no” vote when the UN General Assembly passed a two-year budget because of objections to funding for the conference.

The State Department has said, however, that a decision whether to attend will be made closer to the time of the conference.

In 2001, at the World Conference Against Racism, the US and Israel walked out midway through the eight-day meeting over a draft resolution that criticized Israel and likened Zionism to racism.

Those references were removed from the final declaration, though it did cite “the plight of the Palestinians” as an issue.

A parallel forum of non-governmental organizations, however, branded “Israel as a racist apartheid state” and called for an end to the “ongoing, Israeli systematic perpetration of racist crimes, including war crimes, acts of genocide and ethnic cleansing.”

Levanon said that Israel would not have any part in a repetition, noting that there are no signs that the next meeting will be different.

How Tenet Betrayed the CIA on WMD in Iraq

WASHINGTON, Aug 8 – Journalist Ron Suskind’s revelation that Saddam Hussein’s intelligence chief was a prewar intelligence source reporting to the British that Saddam had no weapons of mass destruction (WMD) adds yet another dimension to the systematic effort by then Central Intelligence Agency (CIA) Director George Tenet to quash any evidence — no matter how credible — that conflicted with the George W. Bush administration’s propaganda line that Saddam was actively pursuing a nuclear weapons programme.

According to Suskind’s new book, ‘The Way of the World’, Iraqi Director of Intelligence Tahir Jalil Habbush al-Tikriti had been passing on sensitive intelligence to the UK’s MI6 intelligence service for more than a year before the U.S invasion. In early 2003, Suskind writes, Habbush told MI6 official Michael Shipster in Jordan that Saddam had ended his nuclear programme in 1991 and his biological weapons programme in 1996. Habbush explained to the British official that Saddam tried to maintain the impression that he did have such weapons in order to impress Iran.

Suskind writes that the head of MI6, Richard Dearlove, flew to Washington to present details of the Habbush report to Tenet, who then briefed National Security Adviser Condoleezza Rice. Soon after that, the CIA informed the British that the Bush administration was not interested in keeping the Habbush channel open, according to Suskind’s account.

Tenet has called the story of the Habbush prewar intelligence a “complete fabrication”, claiming Habbush had “failed to persuade” the British that he had “anything new to offer by way of intelligence”. His statement actually reinforces Suskind’s account, however, by indicating that he had simply chosen not to believe Habbush. “There were many Iraqi officials who said both publicly and privately that Iraq had no WMD,” said the statement, “but our foreign intelligence colleagues and we assessed that these individuals were parroting the Baath party line and trying to delay any coalition attack.”

Contradicting Tenet’s claim that the British did not take the Habbush report seriously, MI6 director Dearlove told Suskind he had asked Prime Minister Tony Blair why he had not acted on the intelligence from Habbush.

Another high-level U.S. source in the last months of the Saddam regime was Saddam’s foreign minister Naji Sabri. Tyler Drumheller, the CIA’s chief of clandestine operations for Europe from 2001 until 2005, recounts in his book ‘On the Brink’ that Sadri was passing on information to an official of a European government in early autumn 2002 indicating that hints of a WMD programme were essentially a “Potemkin village” used to impress foreign enemies.

Sidney Blumenthal wrote in Sep. 2007 that two former CIA officers who had worked on the Sabri case identified the foreign intermediary as being France and said he had been paid hundreds of thousands of dollars by the CIA and French intelligence to provide documents on Saddam’s WMDs.

Drumheller told ‘60 Minutes’ that Sabri “told us that they had no active weapons of mass destruction program.”

On Sep. 17, 2002, the CIA officer who had debriefed Sabri in New York, briefed CIA Deputy Director John McLaughlin, according to Blumenthal’s account. McLaughlin responded that Sabri’s information was at odds with “our best source”. That was a reference to ‘Curveball’, the Iraqi who claimed knowledge of an Iraqi mobile bio-weapons lab programme but was later found to be a professional liar.

The next day, Tenet briefed Bush on Sabri’s intelligence, but Bush rejected it out of hand as “what Saddam wanted him to think”.

French intelligence agents later tapped Sabri’s telephone conversations and determined that he was telling the truth. But it was too late. One of Tenet’s deputies told the CIA officers, “This isn’t about intelligence. It’s about regime change.”

Yet another highly credible U.S. source on the WMD issue in Sep. 2002 was Saad Tawfik, an electrical engineer who had been identified by the CIA as a “key figure in Saddam Hussein’s clandestine nuclear weapons programme”. The story of the CIA’s handling of his testimony is told in James Risen’s ‘State of War’.

In early Sep. 2002, Tawfik’s sister, who lived in Cleveland, flew to Baghdad with a mission from the CIA to obtain details about Saddam’s nuclear weapons from her brother. But when she returned in mid-September, the CIA didn’t like the report from her conversations with the source.

Tawfik told his sister that Saddam’s nuclear programme had been abandoned in 1991. When she told him the CIA wanted her to ask such questions as “how advanced is the centrifuge” and “where are the weapons factories”, Tawfik was incredulous that the CIA didn’t understand that there was no such programme.

Tawfik’s was only one of thirty cases of former Iraqi WMD experts who reported through relatives that Saddam had long since abandoned his dreams of WMD, according to Risen.

Both the Sabri evidence and the evidence from Tawfik and other former Iraqi experts was available to the CIA during the work on the Oct. 2002 National Intelligence Estimates (NIE). But the CIA’s Directorate of Intelligence kept all of that evidence out of the NIE process.

No report based on any of that evidence was ever circulated to State, Defence or the White House, according to Risen and Blumenthal.

The disappearance of all that credible evidence reflected a deliberate decision by Tenet. The White House Iraq Group had just rolled out its new campaign to create a political climate supporting war in early September, and Tenet knew what was expected of him. As an analyst who worked on the NIE told Bob Drogin of the Los Angeles Times, “The going-in assumption was that we were going to war, so this NIE was to be written with that in mind.” That means Tenet’s account of the CIA’s role in the WMD issue in his 2007 memoirs completely ignored the credible evidence from Habbush, Sabri and the former Iraqi specialists that there was no active program, as well as his own role in suppressing it.

Tenet even brazenly claimed that a “very sensitive, highly placed source in Iraq” about whom “little has been publicly said” had “reported that production of chemical and biological weapons was taking place”. The reporting from the source, continuing through the NIE and beyond, “gave those of us at the most senior level further confidence that our information about Saddam’s WMD programmes was correct.”

Tenet was clearly referring to the reporting coming from the Sabri debriefings, but his description of them was a prevarication. As Blumenthal reported, they had written a report on Sabri’s intelligence spelling out his view that there was no active WMD programme, but they later discovered that it had been rewritten and given an entirely new preamble asserting that Saddam already possessed chemical and biological weapons and was “aggressively and covertly developing” nuclear weapons.

Tenet — who was a political operator rather than an intelligence professional — had betrayed the CIA’s mission of providing objective analysis, instead choosing to serve the interests of the Bush administration in preparing the way for war. It is not difficult to imagine how he would have meekly carried out whatever was asked of him by the White House — even forging a document and leaking it to the media, to buttress the administration’s case for war.

The Ticking Iraqi Clock

This underscores the genesis of this disaster when we forgot about Osama bin Laden and refocused the war on terror to Saddam Hussein who didn’t have WMDs, did not want war with us, and posed no threat to the United States. So while recognizing the success that the surge had from tactical military standpoint, I remain strongly opposed to the war.

I will never dismiss the falsehoods of why we went to Iraq as a moot point. Too many people have suffered and died for the sane and rational to have the cavalier opinion of “to hell with it, forget why we are there, we just need to win.”

I’ll leave that to the people who will forever buy the Bush mantra hook, line, and sinker. They can’t be reached and luckily they are in the lowest of the minority. Their main argument: we have to fight them there so we don’t have to fight them here. Really? Or is that just a way to legitimize sending another soldier or Marine back to Iraq for his fourth or fifth deployment? As if the Iraqi insurgents could possibly come “over here” in the masses to invade America — give me a break. We are fighting the Iraqis “over there” because we are in Iraq — plain and simple.

It’s crucial for us all understand the Iraqi insurgency has been disguised by the Bush Administration as AQI — Al Qaeda in Iraq . Catchy name isn’t it — and oh what a convenient excuse to keep the war going. Let’s justify the last 5+ years of death and destruction by lumping the violent reaction of the Iraqi people to an occupation of their land into the same category as those who orchestrated and carried out 9/11.

This very same crowd living in a “fools paradise” continuously attempt to latch onto some illusion that this tragic episode in American/Iraqi history was a colossal failure that falls on the back of U.S. intelligence agencies. Come on, Bush was going in regardless of what the CIA told him.

Now the latest propaganda being formulated by those in a perpetual state of denial is that the Bush Administration initiated this war and occupation as philanthropists for the Iraqi people. Explain that philanthropy to the 4.5 million Iraqi refugees, the families of the uncountable number of dead Iraqi civilians, and the U.S. troops who had to bear witness to it and died in the process.

The same Iraqi government elected by its people who President Bush proclaims such compassion for are asking us to set a timeline to leave. Why is the blatantly obvious impossible for the average warmonger to grasp? The reality is that their numbskulls deny them the humility to admit it.

I’m well aware that this sounds irresponsible. But if the Iraqis want to do it “John Wayne” style from here on out — why should we interfere? After all, according to the Iraqi government they are just so close to standing up so we can stand down. Sound familiar?

We have tried so many military strategies in Iraq in an effort to clean up President Bush’s mess. The only road we haven’t explored is the road home. Just something to think about.

As an Iraq veteran it’s very hard for me to grip the strong possibility that the troop surge in Iraq was all for naught. So recently I have been focusing on the successes of the surge in Iraq without political or ideological blinders. I recently wrote a piece to touch on a different angle than my usual argument that the war is unjustified and illegal in the eyes of millions of Americans and the world community. However, this was all based on a hypothetical scenario that we actually had a compelling reason to invade and occupy Iraq in the first place.

Bush administration vents against Pakistan’s military intelligence for doing its duty — defending Pakistan

It’s blame Pakistan week. As resistance to western occupation of Afghanistan intensifies, the increasingly frustrated Bush administration is venting its anger against Inter-Service Intelligence (ISI), Pakistan’s military intelligence agency.

The White House leaked claims ISI was in cahoots with pro-Taliban groups in Pakistan’s tribal area along the Afghan border.

Pakistan’s Defence Minister Ahmed Mukhtar said the White House accuses ISI of warning Pashtun tribes of impending U.S. air attacks. President George W. Bush angrily asked Pakistan’s visiting Prime Minister Yousuf Gilani, “Who’s in charge of ISI?”

In Ottawa, the Harper government dutifully echoed Bush’s accusation against Pakistan, including the so far unsubstantiated claim that ISI agents had bombed India’s embassy in Kabul.

I was one of the first western journalists invited into ISI headquarters in 1986. ISI’s then director, the fierce Lt.- Gen. Akhtar Rahman, personally briefed me on Pakistan’s secret role in fighting Soviet occupation of Afghanistan. ISI’s “boys” provided communications, logistics, heavy weapons, and direction in the Afghan War. ISI played the key role in the victory over the Soviets.

On my subsequent trips to Pakistan I was routinely briefed by succeeding ISI chiefs and joined ISI officers in the field, sometimes under fire.

ISI is accused of meddling in Pakistani politics. The late Benazir Bhutto, who often was thwarted by Pakistan’s spooks, always scolded me, “you and your beloved generals at ISI.” But before Musharraf, ISI was the Third World’s most efficient, professional intelligence agency. It defends Pakistan against internal and external subversion by India’s powerful spy agency, RAW, and by Iran. ISI works closely with CIA and the Pentagon, but also must serve Pakistan’s interests, which often are not identical to Washington’s.

The last ISI director general I knew was the tough, highly capable Lt.-Gen. Mahmood Ahmed. He was purged by the new dictator, Gen. Pervez Musharraf, because Washington felt Mahmood was insufficiently responsive to U.S. interests. Ensuing ISI directors were all pre-approved by Washington. All senior ISI veterans deemed “Islamist” or too nationalistic by Washington were purged, leaving ISI’s upper ranks top heavy with yes men and paper passers.

Even so, there is strong opposition inside ISI to Washington’s bribing and arm-twisting the Musharraf dictatorship into waging war against fellow Pakistanis and gravely damaging Pakistan’s national interests.

ISI’s primary duty is defending Pakistan. Pashtun tribesmen on the border sympathizing with their fellow Taliban Pashtun in Afghanistan are Pakistanis. Many, like the legendary Jalaluddin Haqqani, are old U.S. allies and freedom fighters from the 1980s.

TRIBAL UPRISINGS

Violence and uprisings in these tribal areas are not caused by “terrorism,” but directly result from the U.S.-led occupation of Afghanistan and Washington’s forcing the hated Musharraf regime to attack its own people.

ISI is trying to restrain pro-Taliban Pashtun tribesmen while dealing with growing U.S. attacks into Pakistan that threaten a wider war.

India, Pakistan’s bitter foe, has an army of agents in Afghanistan and is arming, backing and financing the Karzai puppet regime in Kabul. Pakistan’s historic strategic interests in Afghanistan have been undermined by the U.S. occupation. The U.S., Canada and India are trying to eliminate Pakistani influence in Afghanistan.

ISI, many of whose officers are Pashtun, has every right to warn Pakistani citizens of impending U.S. air attacks that kill large numbers of civilians.

But ISI also has another vital mission. Preventing Pakistan’s Pashtun (15% to 20% of the population of 165 million) from rekindling the old “Greater Pashtunistan” movement calling for union of the Pashtun tribes of Pakistan and Afghanistan — divided by British imperialism — into a new Pashtun nation. That would tear apart Pakistan and invite Indian military intervention.

Washington’s bull-in-a-china-shop behaviour pays no heeds to such realities.

Instead, Washington demonizes faithful old allies, ISI and Pakistan, while supporting Afghanistan’s communists and drug dealers, and allowing India to stir the Afghan pot — all for the sake of new energy pipelines.

As Henry Kissinger cynically noted, being America’s ally is more dangerous than being its enemy.

We lie and bluster about our nukes – and then wag our fingers at Iran

By failing to disarm and breaking the rules when it suits, nuclear states are driving proliferation as much as Ahmadinejad

What is the Iranian government up to? For once the imperial coalition, overstretched in Iraq and unpopular at home, is proposing jaw, not war. The UN security council’s offer was a good one: if Iran suspended its uranium enrichment programme, it would be entitled to legally guaranteed supplies of fuel for nuclear power, assistance in building a light water reactor, foreign aid, technology transfer and the beginning of the end of economic sanctions. The US seems prepared, for the first time since the revolution, to open a diplomatic office in Tehran. But in Geneva, 10 days ago, the Iranians filibustered until the negotiations ended. On Saturday President Ahmadinejad announced that Iran has now doubled the number of centrifuges it uses to enrich uranium. A fourth round of sanctions looks inevitable.

The unequivocal statements Barack Obama and Gordon Brown made in Israel last week about Iran’s nuclear weapons programme cannot yet be justified. Nor can the unequivocal statements by some anti-war campaigners that Iran does not intend to build the bomb. Why would a country with such reserves of natural gas and so great a potential for solar power suffer sanctions and the threat of bombing to make fuel it could buy from other states, if it accepted the UN’s terms?

Those who maintain that Iran’s purposes are peaceful clutch at the National Intelligence Estimate published by the US government in November. While it judged that Iran had halted its nuclear weapons programme in 2003, it saw the country’s civilian uranium programme as a means of developing “technical capabilities that could be applied to producing nuclear weapons, if a decision is made to do so”. The latest report from the International Atomic Energy Agency notes that no fissile material has been diverted from Iran’s stocks, but raises grave questions about some of the documents it has found, which suggest research into bomb-making (Iran says the papers are forgeries). Those of us who oppose an attack on Iran are under no obligation to accept Ahmadinejad’s claims of peaceful intent.

Secret ‘torture memo’ gave legal cover to interrogators who acted in ‘good faith’

A Justice Department legal opinion issued in August 2002 advised the CIA that its interrogators would not be prosecuted for violating anti-torture laws as long as they acted in “good faith” while using brutal techniques to obtain information from suspected terrorists, according to a previously undisclosed memo released publicly last Thursday.

The closely guarded Aug. 1, 2002, memo provided the Bush administration with the legal framework to use “alternative interrogation methods” against suspected terrorists captured in the war on terror.

The heavily redacted document, obtained by the American Civil Liberties Union under a Freedom of Information Act request, was signed by then Assistant Attorney General Jay Bybee and specifically outlined approved methods the CIA could use, such as waterboarding, during interrogations. Waterboarding has been regarded as torture since the days of the Spanish Inquisition.

“To validate the statute, an individual must have the specific intent to inflict severe pain or suffering,” the Aug. 1, 2002 memo says. “Because specific intent is an element of the offense, the absence of specific intent negates the charge of torture.”

The Bybee memo was written by John Yoo, a former deputy attorney general at the DOJ’s Office of Legal Counsel (OLC), and preceded a second August 2002 legal opinion about CIA interrogation methods leaked to the media in 2004. Both memos were later rescinded.

The Aug. 1, 2002, legal opinion was based on a statute governing health benefits when Yoo provided the White House with a legal opinion defining torture, according to a former Justice Department official.

Yoo’s legal opinion stated that unless the amount of pain administered to a detainee results in injury “such as death, organ failure, or serious impairment of body functions” than the interrogation technique could not be defined as torture.

Waterboarding, a brutal and painful technique in which a prisoner believes he is drowning, Yoo wrote, therefore was not considered to be torture.

“That statute defined an ’emergency medical condition’ that warranted certain health benefits as a condition ‘manifesting itself by acute symptoms of sufficient severity (including severe pain)’ such that the absence of immediate medical care might reasonably be thought to result in death, organ failure, or impairment of bodily function,” Jack Goldsmith, the former head of OLC, wrote in his book, The Terror Presidency

“The health benefits statute’s use of ‘severe pain’ had no relationship whatsoever to the torture statute. And even if it did, the health benefit statute did not define ‘severe pain.’ Rather it used the term ‘severe pain’ as a sign of an emergency medical condition that, if not treated, might cause organ failure and the like. . . . OLC’s clumsily definitional arbitrage didn’t seem even in the ballpark.”

Yoo, who now teaches at the University of California at Berkeley, also drafted a March 14, 2003 document, nearly identical to the August 2002 memo he authored, that essentially provided military interrogators with legal cover if they resorted to brutal and violent methods to extract information from prisoners. The ACLU under a FOIA request also obtained that document earlier this year.

Cheney Considered Proposal To Dress Up Navy Seals As Iranians And Shoot At Them

Speaking at the Campus Progress journalism conference earlier this month, Seymour Hersh — a Pulitzer-Prize winning journalist for The New Yorker — revealed that Bush administration officials held a meeting recently in the Vice President’s office to discuss ways to provoke a war with Iran.

In Hersh’s most recent article, he reports that this meeting occurred in the wake of the overblown incident in the Strait of Hormuz, when a U.S. carrier almost shot at a few small Iranian speedboats. The “meeting took place in the Vice-President’s office. ‘The subject was how to create a casus belli between Tehran and Washington,’” according to one of Hersh’s sources.

During the journalism conference event, I asked Hersh specifically about this meeting and if he could elaborate on what occurred. Hersh explained that, during the meeting in Cheney’s office, an idea was considered to dress up Navy Seals as Iranians, put them on fake Iranian speedboats, and shoot at them. This idea, intended to provoke an Iran war, was ultimately rejected:

HERSH: There was a dozen ideas proffered about how to trigger a war. The one that interested me the most was why don’t we build — we in our shipyard — build four or five boats that look like Iranian PT boats. Put Navy seals on them with a lot of arms. And next time one of our boats goes to the Straits of Hormuz, start a shoot-up.

Might cost some lives. And it was rejected because you can’t have Americans killing Americans. That’s the kind of — that’s the level of stuff we’re talking about. Provocation. But that was rejected.

Hersh argued that one of the things the Bush administration learned during the encounter in the Strait of Hormuz was that, “if you get the right incident, the American public will support” it.

“Look, is it high school? Yeah,” Hersh said. “Are we playing high school with you know 5,000 nuclear warheads in our arsenal? Yeah we are. We’re playing, you know, who’s the first guy to run off the highway with us and Iran.”

So I can understand the argument for not writing something that was rejected — uh maybe. My attitude always towards editors is they’re mice training to be rats.

But the point is jejune, if you know what that means. Silly? Maybe. But potentially very lethal. Because one of the things they learned in the incident was the American public, if you get the right incident, the American public will support bang-bang-kiss-kiss. You know, we’re into it.

…What happened in the Gulf was, in the Straits, in early January, the President was just about to go to the Middle East for a visit. So that was one reason they wanted to gin it up. Get it going.

Look, is it high school? Yeah. Are we playing high school with you know 5,000 nuclear warheads in our arsenal? Yeah we are. We’re playing, you know, who’s the first guy to run off the highway with us and Iran.

If this story sounds familiar, that’s because it is. In one of David Manning’s famous memos describing a prewar meeting between George Bush and Tony Blair, he says that Bush admitted that WMD was unlikely to be found in Iraq and then mused on some possible options for justifying a war anyway:

“The U.S. was thinking of flying U2 reconnaissance aircraft with fighter cover over Iraq, painted in U.N. colours,” the memo says, attributing the idea to Mr. Bush. “If Saddam fired on them, he would be in breach.”

In the end, of course, we didn’t do this. We just didn’t bother with any pretext at all.

Strike On Iran Still Possible, US Tells Israel

WASHINGTON — Bush administration officials reassured Israel’s defense minister this week that the United States has not abandoned all possibility of a military attack on Iran, despite widespread Israeli concern that Washington has begun softening its position toward Tehran.

In meetings Monday and Tuesday, administration officials told Defense Minister Ehud Barak that the option of attacking Iran over its nuclear program remains on the table, though U.S. officials are primarily seeking a diplomatic solution.

At the same time, U.S. officials acknowledged that there is a rare divergence in the U.S. and Israeli approaches, with Israelis emphasizing the possibility of a military response out of concern that Tehran may soon have the know-how for building a nuclear bomb.

“Is there a difference of emphasis? It certainly looks as though there is,” said a senior American Defense official, speaking on condition of anonymity when discussing the sensitive talks.

U.S. and Israeli officials believe Iran is enriching uranium with the aim of building nuclear weapons.

Tehran says that it is engaged in a peaceful enrichment program for civilian energy purposes.

Pentagon Press Secretary Geoff Morrell said in an interview that U.S. officials have often made it clear to Israeli officials that Washington prefers to try to mitigate the threat from Tehran by applying economic pressure.

“The military option, although always available, is not our preferred route,” Morrell said.

“We have made that point clear to them and the world in our public statements and private meetings.”

Barak left Israel for Washington amid reports in the Israeli press that he would try to talk the Bush administration out of what many Israelis perceive as a more conciliatory policy toward Iran.

On Tuesday, the Israeli Defense Ministry released a statement saying that Barak had told Defense Secretary Robert M. Gates that “a policy that consists of keeping all options on the table must be maintained.”

Speaking to reporters in Washington, Barak said that there remains time for “accelerated sanctions” to try to persuade Iran to abandon the nuclear program.

Israeli officials were concerned in December when a key U.S. intelligence report concluded that Iran had abandoned an effort to build a nuclear bomb. They also have noted with concern comments this month by Navy Adm. Michael G. Mullen, chairman of the Joint Chiefs of Staff, that an Israeli airstrike on Iran would further destabilize the Middle East and compound the strain on overworked U.S. forces.

Also this month, in a rare move toward engagement with Tehran, a senior U.S. diplomat took part in international talks in Geneva about the nuclear program.

And U.S. officials have floated a proposal for opening a low-level diplomatic office in Tehran.

These gestures have taken place at a time of intensifying discussion in Israel about the wisdom of an Israeli military attack on Iran before the Bush administration leaves office.

A senior State Department official said Tuesday that Israel “is a sovereign state and we understand that they view this as an existential threat. And we take the threat that’s posed by Iran seriously as well.”

But the official, who asked to remain unidentified in keeping with diplomatic rules, said the administration is “pursuing the strategy we believe is the right one.”

Gates, in an hourlong meeting with Barak, told the minister that the United States intends to consider providing radar to Israel that can detect ballistic missiles launched from Iran and supplying weapons to counter rocket attacks from Lebanon and the Gaza Strip, according to a senior Defense official.

The Impeachment Hearing: A Victory and a Challenge

The dramatic hearing on presidential crimes and abuses of power held on Friday by the House Judiciary Committee was both a staged farce, and at the same time, a powerful demonstration of the power of a grassroots movement in defense of the Constitution. It was at once both testimony to the cowardice and self-inflicted impotence of Congress and of the Democratic Party that technically controls that body, and to the enormity of the damage that has been wrought to the nation’s democracy by two aspiring tyrants in the White House.

As Rep. John Conyers (D-MI), chairman of the committee, made clear more than once during the six-hour session, this was “not an impeachment hearing, however much many in the audience might wish it to be” He might well have added that he himself was not the fierce defender of the Constitution and of the authority of Congress that he once was before gaining control of the Judiciary Committee, however much his constituents, his wife, and Americans across the country might wish him to be.

At the same time, while the hearing was strictly limited to the most superficial airing of Bush administration crimes and misdemeanors, the fact that the session—technically an argument in defense of 26 articles of impeachment filed in the House over the past several months by Rep. Dennis Kucinich (D-OH)–was nonetheless a major victory for the impeachment movement. It happened because earlier in the month, House Speaker Nancy Pelosi (D-CA), who has sworn since taking control of the House in November 2006, that impeachment would be “off the table” during the 110th Congress, called a hasty meeting with Majority Leader Rep. Steny Hoyer (D-MD), Rep. Conyers, and Rep. Kucinich, and called for such a limited hearing.

It was no coincidence that shortly before Pelosi’s backdown, peace activist and Gold Star mother Cindy Sheehan announced that her campaign had collected well over the 10,000 signatures necessary to qualify for listing on the ballot as an independent candidate for Congress against Pelosi in the Speaker’s home district in San Francisco. Sheehan has been an outspoken advocate of impeaching both Bush and Cheney. “Pelosi is trying to throw a bone to her constituents by allowing a hearing on impeachment,” said Sheehan, who came to Washington, DC to attend. “It’s just like her finally stating publicly that Bush’s presidency is a failure—something it has taken her two years to come to, but which we’ve been saying for years.”

So determined were Pelosi and Conyers to limit the scope and intensity of the hearing that they acceded to a call for Republicans on the Judiciary Committee to adhere to Thomas Jefferson’s Rules of the House, which prohibit any derogatory comments about the President, which was interpreted by Chairman Conyers as meaning no one, including witnesses or members of the committee, could suggest that Bush had lied or deceived anyone. Since a number of Rep. Kucinich’s proposed articles of impeachment specifically charge the president with lying to Congress and the American People, this made for some comic moments, with witness Bruce Fein, a former assistant attorney general under former President Ronald Reagan, to say he would reference his listing of crimes to the “resident” of the White House.

IS THE end of the U.S. occupation of Iraq within sight?

In late July, newspaper headlines announced that the Bush administration and Iraqi officials had agreed on a “general time horizon for meeting aspirational goals” for the withdrawal of U.S. troops. The fuzzy phraseology allows the Bush administration to deny that it had agreed to a “timetable” for withdrawal–something it has repeatedly denounced as “irresponsible” when advocated by Democrats.

Meanwhile, Barack Obama, who has promised to withdraw U.S. combat troops from Iraq by late 2010 if he becomes president, captured the world’s attention with a whirlwind tour that took him to Baghdad for meetings with Iraqi politicians and U.S. military leaders.

Shortly before he arrived, an interview with Iraqi Prime Minister Nuri al-Maliki in Germany’s Der Spiegel made headlines because Maliki basically endorsed Obama’s 2010 timeline for the withdrawal of U.S. troops–and made the pointed remark that “he who wants to exit in a quicker way has a better assessment of the situation in Iraq.”

The sudden convergence of Obama, Maliki and the Bush administration on Iraq left Republican presidential candidate John McCain out in the cold. For months, he has attacked Obama for failing to understand what’s at stake in Iraq with his 16-month withdrawal proposal. But suddenly, McCain looks like the one who’s out of step–with the heads of state in both the U.S. and Iraq.

As news of Maliki’s praise of Obama sunk in, McCain stuck to his script. “The fact is, if we had done what Senator Obama wanted to do, we would have lost,” McCain said. “And we would have faced a wider war. And we would have had greater problems in Afghanistan and the entire region. And Iran would have increased their influence.”

That perfectly describes the situation that already exists–as a direct product of the U.S. war on Iraq.

At the same time, McCain might be trying to change direction. “If there is any fixed position in John McCain’s policy agenda, it’s that we must never, ever, set a timetable for leaving Iraq,” observed the Chicago Tribune’s Steve Chapman. “So it was a surprise to hear him say Monday [July 21], when asked if our troops might depart in the next two years, ‘Oh, I think they could be largely withdrawn, as I’ve said.'”
