The New World Geopolitical Order: End of Act I

It would be a mistake to underestimate the importance of the agreement on September 9 between Nicolas Sarkozy of France in his capacity as current president of the European Union (EU) and Dmitri Medvedev, President of Russia. It marks the definitive end of Act I of the new world geopolitical order.

What was decided? The Russians agreed to withdraw all their troops from what are called “central Georgian areas” or “Georgia proper,” that is, those parts of Georgia the Russians recognize as Georgia. These troops are being replaced by 200 monitors from the EU. This is done on guarantees by the EU that there will be no use of force against South Ossetia and Abkhazia.

The issue of Russian recognition of the independence of South Ossetia and Abkhazia has been left entirely open. Sarkozy and the EU’s Foreign Minister, Javier Solana, “hope” that Russia will agree in the future to allow EU monitors into these two areas. Russia’s Foreign Minister, Sergei Lavrov, said they had made no such promise and that “all future monitoring arrangements would require ratification by the Abhaz and South Ossetian governments.” Lavrov said that Russian troops would remain in the two areas “for the foreseeable future.” And the secretary of Georgia’s National Security Council, Alexander Lomaia, while applauding the clear deadlines for Russian withdrawal from Georgia proper, did note that “the bad news is that [the agreement] doesn’t refer to [Georgian] territorial integrity.”

This accord was reached between Europe and Russia, and the United States played no diplomatic role whatsoever. Medvedev charged the United States with having given its blessing to the original Georgian action of entering South Ossetia. He said that, by contrast, the Europeans are “our natural partners, our key partners.” Georgia’s president received the strong encouragement of John McCain, and Vice-President Cheney flew there to say that the United States was giving $1 billion in aid for Georgian reconstruction. But Secretary of Defense Robert Gates, explaining why this aid would not include military aid and why there would be no economic sanctions against Russia, said that “if we act too precipitously, we could be the ones who are isolated.”

So, what is the bottom line? Russia has gotten more or less what it wanted in Georgia. Its “irrevocable” recognition of South Ossetia and Abkhazia could well be something it might trade in the future for a basic turn-around in Georgia’s relations with Russia. If not, not. The fact is that Europe believes it needs to come to terms with Russia, and has ruled out renewing what the Chinese call “the European civil war.”

The United States finds it has no real cards to play. Meanwhile, in the Middle East, it finds itself publicly rebuffed by its closest allies. In Iraq, Prime Minister al-Maliki is being a very tough negotiator about the continued presence of U.S. troops, and it is not impossible, barring further major U.S. concessions, that the current agreements that terminate on December 31 will simply run out.

In Afghanistan, President Karzai is so exasperated with the bombing missions of U.S. special troops that he has demanded “a review of the presence of U.S. and NATO troops in the country,” in what CBS News calls a “harshly worded statement.” The immediate provocation was an air raid in Azizabad that the U.S. army said had few casualties and attacked a Taliban group. The Afghans insisted there were no Taliban there and a large number of civilians were killed. When UN officials and others gave credence to the Afghan version, the senior U.S. general in Afghanistan, David McKiernan, back-tracked on the U.S. position and called for a further high-level U.S. investigation by a general who would come from the United States.

And in Pakistan, President Bush authorized U.S. hot pursuit of Taliban from Afghanistan into Pakistan against the advice of the National Intelligence Council who said it would carry “a high risk of further destabilizing the Pakistani military and government.” The incursion brought what the New York Times called “an unusually strong statement” by the chief of the Pakistani army, Gen. Ashfaq Kayani, who said his forces would defend Pakistan’s sovereignty “at all costs.” Since the U. S. government has been looking on Gen. Kayani as its strong supporter in Pakistan, this is not exactly what the United States has been hoping to hear.

So, ignored in Georgia and under attack by its closest allies in Iraq, Afghanistan, and Pakistan, the United States is somewhat unhappily entering the realities of the post-Cold War world, in which it has to play by new rules that it seems to find rather unpalatable.

Meanwhile, as an ironic but not unimportant footnote, on September 10, a major development in particle physics was celebrated in Geneva when the European laboratory called CERN achieved a scientific breakthrough after 14 years of work and $8 billion in expense. This was such a major moment in world science that their U.S. counterparts at the Fermilab in Batavia, Illinois opened the champagne bottles at 4:38 in the morning to celebrate. Nonetheless, Pier Oddone, the director of the Fermilab, admitted this was a “bittersweet moment.” Until 1993, the United States ruled particle physics. That year, the U.S. Congress, flush with the self-confidence of having “won” the cold war, believed it was too expensive – and no longer geopolitically necessary – to build the kind of supercollider needed for this new advance in particle physics. The Europeans made a different kind of decision, and the United States now finds itself in second place here too.

I call this the end of Act I because it has sealed the reality of a true multilateral geopolitical arena. Of course, there are still further acts to come. And any faithful playgoer know that Act I merely establishes who are the actors. It is in Act II that we see what really happens. And then there’s Act III, the denouement.

US military trained Georgian commandos

The US military provided combat training to 80 Georgian special forces commandos only months prior to Georgia’s army assault in South Ossetia in August.

The revelation, based on recruitment documents and interviews with US military trainers obtained by the Financial Times, could add fuel to accusations by Vlad­imir Putin, Russian prime minister, last month that the US had “orchestrated” the war in the Georgian enclave.

The training was provided by senior US soldiers and two military contractors. There is no evidence that the contractors or the Pentagon, which hired them, knew that the commandos they were training were likely be used in the assault on South Ossetia.

A US army spokesman said the goal of the programme was to train the commandos for duty in Afghanistan as part of Nato-led International Security Assist­ance Force. The programme, however, highlights the often unintended consequences of US “train and equip” programmes in foreign countries.

The contractors – MPRI and American Systems, both based in Virginia – recruited a 15-man team of former special forces soldiers to train the Georgians at the Vashlijvari special forces base on the outskirts of Tbilisi, part of a programme run by the US defence department.

MPRI was hired by the Pentagon in 1995 to train the Croatian military prior to their invasion of the ethnically-Serbian Krajina region, which led to the displacement of 200,000 refugees and was one of the worst incidents of ethnic cleansing in the Balkan wars. MPRI denies any wrongdoing.

US training of the Georgian army is a big flashpoint between Washington and Moscow. Mr Putin said on CNN on August 29: “It is not just that the American side could not restrain the Georgian leadership from this criminal act [of intervening in South Ossetia]. The American side in effect armed and trained the Georgian army.”

The first phase of the special forces training was held between January and April this year, concentrating on “basic special forces skills” said an American Systems employee interviewed by phone from the US army’s Fort Bragg.

The US military official familiar with the programme said the Pentagon hired the military contracting firms to help supplement its own trainers because of a lack of manpower.

The second 70-day phase was set to begin on August 11, a few days after war broke out in South Ossetia. The trainers arrived on August 3, four days before the conflict flared on August 7. “They would have only seen the inside of a hotel room,” quipped one former contractor. Neither MPRI nor American Systems would speak at length to the FT about the programme.

American Systems di­rected questions to the US army’s Security Assistance Training Management Organisation (Satmo) at Fort Bragg, part of the US Army’s Special Warfare Center School. Satmo sends trainers, mainly special forces but also contractors, to countries such as Yemen, Colombia and the Philippines. Satmo trainers generally work with forces involved in counter-insurgencies, counter-terrorism or civil wars. A Satmo spokesman declined to comment.

One US military official familiar with the programme said it emerged from a Georgian offer to the US in December 2006 to send commandos to Afghanistan to work alongside American special operations forces.

According to this person, the US told Georgia that the offer should be made through Nato, which welcomed the offer but informed Georgia that its forces would need additional training to meet the military alliance’s standards.

While the programme is not classified, there is a lack of transparency surrounding it, though US military officials said the lack of publicity was not part of an effort to keep the programme secret. Other US military training programmes in Georgia have their own websites and photo galleries.

A US European Command spokesman confirmed the existence of the programme only after reviewing an e-mail sent by MPRI recruiters that was obtained by the FT. According to the e-mail, which did not mention Nato operations, former US special operations forces would receive $2,000 ($1,150, €1,400) a week plus costs as trainers. “We can confirm the pro­gramme exists, but due to its nature and training ob­jectives we do not discuss specifics to ensure the integrity of the programme and force protection of the trainers and participants,” he said.

James Appathurai, Nato’s spokesman in Brussels, said: “Georgia has made an offer to provide forces to Isaf in the last two years. But until now these Georgian forces have not joined the Isaf mission.” An official at a senior Nato member state said it was understood that the forces had been trained by the US, but that the forces had not passed a certification process under which all potential members of the Isaf mission are vetted.

Conflict in the Caucasus

The conflict between Russia and Georgia began on the night of August 7, when Georgian forces, including commando units, tanks and artillery, assaulted the South Ossetian capital of Tskhinvali.

Russia says that at least 133 civilians died in the attack, as well as 59 of its own peacekeepers, according to figures released this week.

In response Russia launched a mass invasion and aerial bombardment of Georgia, in which 215 Georgians have died, including 146 soldiers and 69 civilians.

Georgia has admitted dropping cluster bombs during its attempt to regain control of its breakaway province of South Ossetia, a human rights group said today.

Human Rights Watch said it had received a letter from the Georgian defence ministry acknowledging the use of M85 cluster bombs near the Roki tunnel that connects South Ossetia with Russia.

Georgia launched its ill-fated campaign to retake South Ossetia last month, prompting Russia to invade Georgia and occupy Georgian territory. Human Rights Watch has accused Russia of using cluster bombs in populated areas in Georgia, killing at least 11 civilians and injuring dozens.

The New York-based group last month called on Russia to immediately stop using cluster bombs, which 100 countries recently agreed to ban.

“Cluster bombs are indiscriminate killers that most nations have agreed to outlaw. Russia’s use of this weapon is not only deadly to civilians, but also an insult to international efforts to avoid a global humanitarian disaster of the kind caused by landmines,” Marc Garlasco, a senior military analyst at Human Rights Watch, said recently.

The South Ossetia conflict was the first time cluster bombs were deployed since the Lebanon war in 2006, when M85s were used extensively by Israel against Hizbullah.

Cluster munitions, which contain dozens or hundreds of smaller submunitions or bomblets, have been condemned because of their capacity to kill and maim civilians. Many do not immediately explode, causing civilian casualties for months or years to come.

In May, 107 nations agreed to a total ban on cluster munitions, but Russia did not take part in the talks. Russia was not part of the Oslo process launched in February 2007 to develop a new international treaty banning cluster munitions.

The convention on cluster munitions agreed in May comprehensively bans the use, production, trade and stockpiling of the weapon. It will be open for signature in Oslo on December 3.

Gorbachev: Russia Never Wanted a War

THE acute phase of the crisis provoked by the Georgian forces’ assault on Tskhinvali, the capital of South Ossetia, is now behind us. But how can one erase from memory the horrifying scenes of the nighttime rocket attack on a peaceful town, the razing of entire city blocks, the deaths of people taking cover in basements, the destruction of ancient monuments and ancestral graves?

Russia did not want this crisis. The Russian leadership is in a strong enough position domestically; it did not need a little victorious war. Russia was dragged into the fray by the recklessness of the Georgian president, Mikheil Saakashvili. He would not have dared to attack without outside support. Once he did, Russia could not afford inaction.

The decision by the Russian president, Dmitri Medvedev, to now cease hostilities was the right move by a responsible leader. The Russian president acted calmly, confidently and firmly. Anyone who expected confusion in Moscow was disappointed.

The planners of this campaign clearly wanted to make sure that, whatever the outcome, Russia would be blamed for worsening the situation. The West then mounted a propaganda attack against Russia, with the American news media leading the way.

The news coverage has been far from fair and balanced, especially during the first days of the crisis. Tskhinvali was in smoking ruins and thousands of people were fleeing — before any Russian troops arrived. Yet Russia was already being accused of aggression; news reports were often an embarrassing recitation of the Georgian leader’s deceptive statements.

It is still not quite clear whether the West was aware of Mr. Saakashvili’s plans to invade South Ossetia, and this is a serious matter. What is clear is that Western assistance in training Georgian troops and shipping large supplies of arms had been pushing the region toward war rather than peace.

If this military misadventure was a surprise for the Georgian leader’s foreign patrons, so much the worse. It looks like a classic wag-the-dog story.

Mr. Saakashvili had been lavished with praise for being a staunch American ally and a real democrat — and for helping out in Iraq. Now America’s friend has wrought disorder, and all of us — the Europeans and, most important, the region’s innocent civilians — must pick up the pieces.

Those who rush to judgment on what’s happening in the Caucasus, or those who seek influence there, should first have at least some idea of this region’s complexities. The Ossetians live both in Georgia and in Russia. The region is a patchwork of ethnic groups living in close proximity. Therefore, all talk of “this is our land,” “we are liberating our land,” is meaningless. We must think about the people who live on the land.

The problems of the Caucasus region cannot be solved by force. That has been tried more than once in the past two decades, and it has always boomeranged.

What is needed is a legally binding agreement not to use force. Mr. Saakashvili has repeatedly refused to sign such an agreement, for reasons that have now become abundantly clear.

The West would be wise to help achieve such an agreement now. If, instead, it chooses to blame Russia and re-arm Georgia, as American officials are suggesting, a new crisis will be inevitable. In that case, expect the worst.

In recent days, Secretary of State Condoleezza Rice and President Bush have been promising to isolate Russia. Some American politicians have threatened to expel it from the Group of 8 industrialized nations, to abolish the NATO-Russia Council and to keep Russia out of the World Trade Organization.

These are empty threats. For some time now, Russians have been wondering: If our opinion counts for nothing in those institutions, do we really need them? Just to sit at the nicely set dinner table and listen to lectures?

Indeed, Russia has long been told to simply accept the facts. Here’s the independence of Kosovo for you. Here’s the abrogation of the Antiballistic Missile Treaty, and the American decision to place missile defenses in neighboring countries. Here’s the unending expansion of NATO. All of these moves have been set against the backdrop of sweet talk about partnership. Why would anyone put up with such a charade?

There is much talk now in the United States about rethinking relations with Russia. One thing that should definitely be rethought: the habit of talking to Russia in a condescending way, without regard for its positions and interests.

Our two countries could develop a serious agenda for genuine, rather than token, cooperation. Many Americans, as well as Russians, understand the need for this. But is the same true of the political leaders?

A bipartisan commission led by Senator Chuck Hagel and former Senator Gary Hart has recently been established at Harvard to report on American-Russian relations to Congress and the next president. It includes serious people, and, judging by the commission’s early statements, its members understand the importance of Russia and the importance of constructive bilateral relations.

But the members of this commission should be careful. Their mandate is to present “policy recommendations for a new administration to advance America’s national interests in relations with Russia.” If that alone is the goal, then I doubt that much good will come out of it. If, however, the commission is ready to also consider the interests of the other side and of common security, it may actually help rebuild trust between Russia and the United States and allow them to start doing useful work together.

The American people should be eternally grateful to Old Europe for having spiked the Bush-McCain plan to bring Georgia into NATO.

Had Georgia been in NATO when Mikheil Saakashvili invaded South Ossetia, we would be eyeball to eyeball with Russia, facing war in the Caucasus, where Moscow’s superiority is as great as U.S. superiority in the Caribbean during the Cuban missile crisis.

If the Russia-Georgia war proves nothing else, it is the insanity of giving erratic hotheads in volatile nations the power to drag the United States into war.

From Harry Truman to Ronald Reagan, as Defense Secretary Robert Gates said, U.S. presidents have sought to avoid shooting wars with Russia, even when the Bear was at its most beastly.

Truman refused to use force to break Stalin’s Berlin blockade. Ike refused to intervene when the Butcher of Budapest drowned the Hungarian Revolution in blood. LBJ sat impotent as Leonid Brezhnev’s tanks crushed the Prague Spring. Jimmy Carter’s response to Brezhnev’s invasion of Afghanistan was to boycott the Moscow Olympics. When Brezhnev ordered his Warsaw satraps to crush Solidarity and shot down a South Korean airliner killing scores of U.S. citizens, including a congressman, Reagan did – nothing.

These presidents were not cowards. They simply would not go to war when no vital U.S. interest was at risk to justify a war. Yet, had George W. Bush prevailed and were Georgia in NATO, U.S. Marines could be fighting Russian troops over whose flag should fly over a province of 70,000 South Ossetians who prefer Russians to Georgians.

The arrogant folly of the architects of U.S. post-Cold War policy is today on display. By bringing three ex-Soviet republics into NATO, we have moved the U.S. red line for war from the Elbe almost to within artillery range of the old Leningrad.

Should America admit Ukraine into NATO, Yalta, vacation resort of the czars, will be a NATO port and Sevastopol, traditional home of the Russian Black Sea Fleet, will become a naval base for the U.S. Sixth Fleet. This is altogether a bridge too far.

And can we not understand how a Russian patriot like Vladimir Putin would be incensed by this U.S. encirclement after Russia shed its empire and sought our friendship? How would Andy Jackson have reacted to such crowding by the British Empire?

As of 1991, the oil of Kazakhstan, Turkmenistan, and Azerbaijan belonged to Moscow. Can we not understand why Putin would smolder as avaricious Yankees built pipelines to siphon the oil and gas of the Caspian Basin through breakaway Georgia to the West?

For a dozen years, Putin & Co. watched as U.S. agents helped to dump over regimes in Ukraine and Georgia that were friendly to Moscow.

If Cold War II is coming, who started it, if not us?

The swift and decisive action of Putin’s army in running the Georgian forces out of South Ossetia in 24 hours after Saakashvili began his barrage and invasion suggests Putin knew exactly what Saakashvili was up to and dropped the hammer on him.

What did we know? Did we know Georgia was about to walk into Putin’s trap? Did we not see the Russians lying in wait north of the border? Did we give Saakashvili a green light?

Joe Biden ought to be conducting public hearings on who caused this U.S. humiliation.

The war in Georgia has exposed the dangerous overextension of U.S. power. There is no way America can fight a war with Russia in the Caucasus with our army tied down in Afghanistan and Iraq. Nor should we. Hence, it is demented to be offering, as John McCain and Barack Obama are, NATO membership to Tbilisi.

The United States must decide whether it wants a partner in a flawed Russia or a second Cold War. For if we want another Cold War, we are, by cutting Russia out of the oil of the Caspian and pushing NATO into her face, going about it exactly the right way.

Vladimir Putin is no Stalin. He is a nationalist determined, as ruler of a proud and powerful country, to assert his nation’s primacy in its own sphere, just as U.S. presidents from James Monroe to Bush have done on our side of the Atlantic.

A resurgent Russia is no threat to any vital interests of the United States. It is a threat to an American Empire that presumes some God-given right to plant U.S. military power in the backyard or on the front porch of Mother Russia.

Who rules Abkhazia and South Ossetia is none of our business. And after this madcap adventure of Saakashvili, why not let the people of these provinces decide their own future in plebiscites conducted by the United Nations or the Organization for Security and Cooperation in Europe?

As for Saakashvili, he’s probably toast in Tbilisi after this stunt. Let the neocons find him an endowed chair at the American Enterprise Institute.

On the Brink of a New Cold War?

Russia is playing for bigger stakes now just as America did in Iraq a few years ago.

The conflict between Russia and the pro-US regime of Georgia has been a decisive turning point in Russia’s relations with Washington and has taken us to the brink of a new Cold War.

For the first time in almost twenty years, the West faces a resurgent Russia that has put the trauma of the breakup of the Soviet Union and the resulting chaos behind. Today’s Russia is run by a younger leadership with autocratic efficiency, confident because of its vast energy resources and determined to resist American hegemony, by force if necessary. The crisis in Georgia goes beyond the Caucasus region. Its roots lie in America’s overwhelming ambition to expand and its tendency to make colossal miscalculations under the Bush presidency.

It is often said that the first casualty of war is truth. Behind the fog of disinformation coming from Washington, London, Tbilisi and, indeed, Moscow, the fact remains that the Russian invasion came after Georgia’s bombardment of the breakaway region of South Ossetia. The vast majority of residents in the enclave are Russian citizens and Moscow had deployed its peacekeepers there. Many experts in Europe are depressed over the events in Georgia and blame hardliners in the Bush administration for provoking the Georgian President, Mikheil Saakasvili, to adopt the aggressive posture that has brought this disaster.

What we see in Georgia is a classic proxy war between Russia and America, which has become heavily involved in the republic since a popular revolt in late 2003 ousted Eduard Shevardnadze from power, with Western help. Today, US troops occupy Georgian military bases of the Soviet era, on the southern fringe of Russia. America provides weapons, training and intelligence to the Georgian armed forces. America’s involvement, which began under the umbrella of the ‘war on terror’ after 9/11, has since become much more. If President Bush had his way, Georgia would be granted membership of NATO as part of the alliance’s expansion around Russia.

The impoverished former Soviet republic is, in effect, a pawn in the broader US design to encircle Russia. It is also located in a region which has some of the largest energy reserves in the world. For the Kremlin, the prospect of NATO coming so close to its southern borders is a step too far. Fortunately, some NATO members, most notably France and Germany, also do not see Georgia either as a full democracy or a stable country. And many in the alliance and the European Union have doubts about Saakasvili’s ability to take mature decisions.

In an era when America has assumed the right to launch pre-emptive strikes, it is difficult to see the Kremlin behaving differently. The prospect of Georgia joining NATO, which might deploy nuclear weapons on Georgian territory, is simply not acceptable to Russia. Remember the Cuban missile crisis of 1962? At the time, Russian nuclear missiles, deployed just 90 miles from the coast of Florida, brought America and the Soviet Union close to a disastrous war and the Soviets were forced to back down. Does the White House not know history? Or do the neo-conservatives in the Bush administration not care?

Saakasvili’s decision to order the bombardment of the Russian-majority South Ossetia gave the Kremlin a convenient cover to invade Georgia, just as the Bush administration had found it expedient to invade Iraq in March 2003 based on claims that Baghdad had weapons of mass destruction, which were never found. Russia is playing for bigger stakes now just as America did in Iraq a few years ago.

About one-fifth of Georgia has fallen under Russian military occupation and the Kremlin leadership seems to be in no mood to entertain the idea of Georgia’s territorial integrity in any negotiations sponsored by the West. There are daily condemnations of Moscow in the Western capitals. However, the West is powerless to prevent the Russians doing anything they want in Georgia.

This US-Russia proxy war in the Caucasus region has created a serious humanitarian crisis. President Saakasvili, the pro-US leader of Georgia, has been humiliated. Its chances of joining NATO are negligible after the latest events. They have demonstrated that the West cannot and will not intervene militarily to protect Georgia from the Russian threat. The most important clause in the NATO constitution says that an attack on one member-state will be regarded as an attack on the whole alliance, which will use all possible means to protect the member-state under threat. NATO’s inability to defend Georgia now is a defeat for the West. It is difficult to see how the alliance will accept the republic as a member.

The description by President Bush of the Russian action as ‘disproportionate and unacceptable’ is laughable in the context of America’s own conduct in its foreign wars in recent years. Washington should be more worried about the damage the crisis has done to its authority in the world. Diplomacy was never a strong point of the Bush administration. The blunders in Washington and Tbilisi have made the conduct of relations with Russia much more difficult. They may also have created other problems for the next occupant of the White House, for an increasing number of countries around the world may begin look to Russia now that it has risen again.

The American-armed and trained Georgian army swarmed into South Ossetia last Thursday, killing an estimated 2,000 civilians, sending 40,000 South Ossetians fleeing over the Russian border, and destroying much of the capital, Tskhinvali. The attack was unprovoked and took place a full 24 hours before even ONE Russian soldier set foot in South Ossetia. Nevertheless, the vast majority of Americans still believe that the Russian army invaded Georgian territory first. The BBC, AP, NPR, the New York Times and the rest of the establishment media have consistently and deliberately misled their readers into believing that the violence in South Ossetia was initiated by the Kremlin. Let’s be clear, it wasn’t. In truth, there is NO dispute about the facts except among the people who rely the western press for their information. Despite its steady loss of credibility, the corporate media continues to operate as the propaganda-arm of the Pentagon.

Former Russian President Mikhail Gorbachev gave a good summary of events in an op-ed in Monday’s Washington Post:

For some time, relative calm was maintained in South Ossetia. The peacekeeping force composed of Russians, Georgians and Ossetians fulfilled its mission, and ordinary Ossetians and Georgians, who live close to each other, found at least some common ground….What happened on the night of Aug. 7 is beyond comprehension. The Georgian military attacked the South Ossetian capital of Tskhinvali with multiple rocket launchers designed to devastate large areas….Mounting a military assault against innocents was a reckless decision whose tragic consequences, for thousands of people of different nationalities, are now clear. The Georgian leadership could do this only with the perceived support and encouragement of a much more powerful force. Georgian armed forces were trained by hundreds of U.S. instructors, and its sophisticated military equipment was bought in a number of countries. This, coupled with the promise of NATO membership, emboldened Georgian leaders into thinking that they could get away with a “blitzkrieg” in South Ossetia…Russia had to respond. To accuse it of aggression against “small, defenseless Georgia” is not just hypocritical but shows a lack of humanity.”

Russia deployed its tanks and troops to South Ossetia to save the lives of civilians and to reestablish the peace. Period. It has no interest in annexing the former-Soviet country or in expanding its present borders. Now that the Georgian army has been routed, Russian president Medvedev and Prime Minister Putin have expressed a willingness to settle the dispute through normal diplomatic channels at the United Nations. Neither leader is under any illusions about Washington’s involvement in the hostilities. They know that Georgian President Mikail Saakashvili is an American stooge who came to power in a CIA-backed coup, the so-called “Rose Revolution”, and would never order a major military operation without explicit instructions from his White House puppetmasters.

The run-up to the current chaos in the Caucasus should look quite familiar: Russia acted unilaterally rather than going through the U.N. Security Council. It used massive force against a small, weak adversary. It called for regime change in a country that had defied Moscow. It championed a separatist movement as a way of asserting dominance in a region it coveted.

Indeed, despite George W. Bush and Dick Cheney’s howls of outrage at Russian aggression in Georgia and the disputed province of South Ossetia, the Bush administration set a deep precedent for Moscow’s actions — with its own systematic assault on international law over the past seven years. Now, the administration’s condemnations of Russia ring hollow.

Bush said on Monday, responding to reports that Russia might attack the Georgian capital, “It now appears that an effort may be under way to depose [Georgia’s] duly elected government. Russia has invaded a sovereign neighboring state and threatens a democratic government elected by its people. Such an action is unacceptable in the 21st century.” By Wednesday, with more Russian troops on the move and a negotiated cease-fire quickly unraveling, Bush stepped up the rhetoric, announcing a sizable humanitarian-aid mission to Georgia and dispatching Secretary of State Condoleezza Rice to the region.

While U.S. leaders have tended to back Georgian President Mikheil Saakashvili, there are two sides to every dispute, and in the ethnically diverse Caucasus it may be more like a hundred sides. Abkhazia and Ossetia are claimed by Georgia, but they have their own distinctive languages, cultures and national aspirations. Both fought for independence in the early 1990s, without success, though neither was Georgia able to assert its full sovereignty over them, accepting Russian mediation and peacekeeping troops.

The separatist leaders of South Ossetia and Abkhazia now speak of Saakashvili in terms reminiscent of the way separatists in Darfur speak of Sudanese President Omar al-Bashir. Sergei Bagapsh of Abkhazia and Eduard Kokoity of South Ossetia have come out against conducting any further talks with Georgia, calling instead for Saakashvili to be tried for war crimes. Kokoity told Interfax, “There can be no talks with the organizers of genocide.” The Russian press is full of talk of putting Saakashvili on trial for ordering attacks on Ossetian civilians.

War in the Caucasus is as much the product of an American imperial drive as local conflicts. It’s likely to be a taste of things to come

The outcome of six grim days of bloodshed in the Caucasus has triggered an outpouring of the most nauseating hypocrisy from western politicians and their captive media. As talking heads thundered against Russian imperialism and brutal disproportionality, US vice-president Dick Cheney, faithfully echoed by Gordon Brown and David Miliband, declared that “Russian aggression must not go unanswered”. George Bush denounced Russia for having “invaded a sovereign neighbouring state” and threatening “a democratic government”. Such an action, he insisted, “is unacceptable in the 21st century”.

Could these by any chance be the leaders of the same governments that in 2003 invaded and occupied – along with Georgia, as luck would have it – the sovereign state of Iraq on a false pretext at the cost of hundreds of thousands of lives? Or even the two governments that blocked a ceasefire in the summer of 2006 as Israel pulverised Lebanon’s infrastructure and killed more than a thousand civilians in retaliation for the capture or killing of five soldiers?

You’d be hard put to recall after all the fury over Russian aggression that it was actually Georgia that began the war last Thursday with an all-out attack on South Ossetia to “restore constitutional order” – in other words, rule over an area it has never controlled since the collapse of the Soviet Union. Nor, amid the outrage at Russian bombardments, have there been much more than the briefest references to the atrocities committed by Georgian forces against citizens it claims as its own in South Ossetia’s capital Tskhinvali. Several hundred civilians were killed there by Georgian troops last week, along with Russian soldiers operating under a 1990s peace agreement: “I saw a Georgian soldier throw a grenade into a basement full of women and children,” one Tskhinvali resident, Saramat Tskhovredov, told reporters on Tuesday.

Might it be because Georgia is what Jim Murphy, Britain’s minister for Europe, called a “small beautiful democracy”. Well it’s certainly small and beautiful, but both the current president, Mikheil Saakashvili, and his predecessor came to power in western-backed coups, the most recent prettified as a “Rose revolution”. Saakashvili was then initially rubber-stamped into office with 96% of the vote before establishing what the International Crisis Group recently described as an “increasingly authoritarian” government, violently cracking down on opposition dissent and independent media last November. “Democratic” simply seems to mean “pro-western” in these cases.

The long-running dispute over South Ossetia – as well as Abkhazia, the other contested region of Georgia – is the inevitable consequence of the breakup of the Soviet Union. As in the case of Yugoslavia, minorities who were happy enough to live on either side of an internal boundary that made little difference to their lives feel quite differently when they find themselves on the wrong side of an international state border.

Such problems would be hard enough to settle through negotiation in any circumstances. But add in the tireless US promotion of Georgia as a pro-western, anti-Russian forward base in the region, its efforts to bring Georgia into Nato, the routing of a key Caspian oil pipeline through its territory aimed at weakening Russia’s control of energy supplies, and the US-sponsored recognition of the independence of Kosovo – whose status Russia had explicitly linked to that of South Ossetia and Abkhazia – and conflict was only a matter of time.

The CIA has in fact been closely involved in Georgia since the Soviet collapse. But under the Bush administration, Georgia has become a fully fledged US satellite. Georgia’s forces are armed and trained by the US and Israel. It has the third-largest military contingent in Iraq – hence the US need to airlift 800 of them back to fight the Russians at the weekend. Saakashvili’s links with the neoconservatives in Washington are particularly close: the lobbying firm headed by US Republican candidate John McCain’s top foreign policy adviser, Randy Scheunemann, has been paid nearly $900,000 by the Georgian government since 2004.

But underlying the conflict of the past week has also been the Bush administration’s wider, explicit determination to enforce US global hegemony and prevent any regional challenge, particularly from a resurgent Russia. That aim was first spelled out when Cheney was defence secretary under Bush’s father, but its full impact has only been felt as Russia has begun to recover from the disintegration of the 1990s.

Over the past decade, Nato’s relentless eastward expansion has brought the western military alliance hard up against Russia’s borders and deep into former Soviet territory. American military bases have spread across eastern Europe and central Asia, as the US has helped install one anti-Russian client government after another through a series of colour-coded revolutions. Now the Bush administration is preparing to site a missile defence system in eastern Europe transparently targeted at Russia.

By any sensible reckoning, this is not a story of Russian aggression, but of US imperial expansion and ever tighter encirclement of Russia by a potentially hostile power. That a stronger Russia has now used the South Ossetian imbroglio to put a check on that expansion should hardly come as a surprise. What is harder to work out is why Saakashvili launched last week’s attack and whether he was given any encouragement by his friends in Washington.

If so, it has spectacularly backfired, at savage human cost. And despite Bush’s attempts to talk tough yesterday, the war has also exposed the limits of US power in the region. As long as Georgia proper’s independence is respected – best protected by opting for neutrality – that should be no bad thing. Unipolar domination of the world has squeezed the space for genuine self-determination and the return of some counterweight has to be welcome. But the process of adjustment also brings huge dangers. If Georgia had been a member of Nato, this week’s conflict would have risked a far sharper escalation. That would be even more obvious in the case of Ukraine – which yesterday gave a warning of the potential for future confrontation when its pro-western president threatened to restrict the movement of Russian ships in and out of their Crimean base in Sevastopol. As great power conflict returns, South Ossetia is likely to be only a taste of things to come.

Leaders in the Caucasus must stop flexing military muscle and develop the grounds for lasting peace

The past week’s events in South Ossetia are bound to shock and pain anyone. Already, thousands of people have died, tens of thousands have been turned into refugees, and towns and villages lie in ruins. Nothing can justify this loss of life and destruction. It is a warning to all.

The roots of this tragedy lie in the decision of Georgia’s separatist leaders in 1991 to abolish South Ossetian autonomy. Each time successive Georgian leaders tried to impose their will by force – both in South Ossetia and in Abkhazia, where the issues of autonomy are similar – it only made the situation worse.

Nevertheless, it was still possible to find a political solution. Clearly, the only way to solve the South Ossetian problem on that basis is through peaceful means. The Georgian leadership flouted this key principle.

What happened on the night of August 7 is beyond comprehension. Now that the military assault has been routed, both the Georgian government and its supporters should rethink their position. When the problems of South Ossetia and Abkhazia first flared up, I proposed that they be settled through a federation that would grant broad autonomy to the two republics. This idea was dismissed, particularly by the Georgians. Attitudes gradually shifted, but after last week it will be much more difficult to strike a deal even on such a basis.

Small nations of the Caucasus do have a history of living together. It has been demonstrated that a lasting peace is possible, that tolerance and cooperation can create conditions for normal life and development. Nothing is more important. The region’s political leaders need to realise this. Instead of flexing military muscle, they should devote their efforts to building the groundwork for durable peace.

Over the past few days, some western nations have taken positions, particularly in the UN security council, that have been far from balanced. As a result, the security council was not able to act effectively from the very start of this conflict. By declaring the Caucasus, a region that is thousands of miles from the American continent, a sphere of its “national interest”, the US made a serious blunder. Of course, peace in the Caucasus is in everyone’s interest. But it is simply common sense to recognise that Russia is rooted there by common geography and centuries of history. Russia is not seeking territorial expansion, but it has legitimate interests in this region.

The international community’s long-term aim could be to create a sub-regional system of security and cooperation that would make any provocation, and the very possibility of crises such as this one, impossible. Building this type of system would be challenging and could only be accomplished with the cooperation of the region’s countries themselves. Nations outside the region could perhaps help, too – but only if they take a fair and objective stance. A lesson from recent events is that geopolitical games are dangerous anywhere, not just in the Caucasus.
