He is convinced that America’s national interests — and Israel’s long-term security — demand a comprehensive Arab-Israeli peace settlement, including the end of Israel’s conflict with the Palestinians on the basis of a two-state solution.

Obama’s determination creates a unique opportunity which Arabs and Israelis should seize with both hands if they are to resolve an obdurate conflict which has brought them nothing but pain.

Attorney General Eric Holder appears to be on the verge of appointing a federal prosecutor to investigate Bush-era interrogation abuses.

Citing current and former US officials, the Los Angeles Times said Holder was planning an inquiry that would be narrow in scope. The investigation, which would focus solely on CIA crimes, would examine “whether people went beyond the techniques that were authorized” in memos issued by Bush administration lawyers.

The American Israel Public Affairs Committee criticized Obama’s decision to award Robinson the Presidential Medal of Freedom, America’s highest civilian honor, citing her role at the UN’s Durban Conference on Racism in 2001, which criticised Israel.

Senators, Military Advisers Urge Obama to Double Afghan Forces

In private letters and face-to-face meetings, these supporters of mounting a stronger effort against the Taliban seek to boost the Afghan National Army and police to at least 400,000 personnel from the current 175,000.

The Biden and Clinton Mutinies

Time bombs tossed seemingly casually in the past month by his vice president and his secretary of state disclose president Obama, in the dawn of his first term,  already the target of carefully meditated onslaughts by senior members of his own cabinet.

At the superficial level Obama is presiding over an undisciplined administration; on a  more realistic and  sinister construction, he is facing mutiny, publicly conducted by two people who only a year ago were claiming that their qualifications to be in the Oval Office were far superior to those of the junior senator from Illinois .

The great danger to Obama posed by Biden’s and Clinton’s  “time bombs” (a precisely correct description if we call them political, not diplomatic time bombs) is not international confusion and ridicule over what precisely are the US government’s policies, but a direct onslaught on his presidency by a domestic Israeli lobby that is so out of control that it renders ridiculous Obama’s puny attempt to stop settlements–or to curb Israeli aggression in any other way.

Take Joe Biden. Three weeks ago he gave Israel the green light to bomb Iran, only to be swiftly corrected by his boss.  At the time it seemed yet another,somewhat comical mile marker in a lifetime of gaffes, perpetrated in the cause of self-promotion and personal political advantage.

But Biden’s subsequent activities invite a darker construction.   In the immediate aftermath of Obama’s Moscow visit, the air still soft with honeyed words about a new era of trust and cooperation, Biden headed for Ukraine and Georgia, harshly ridiculing Russia as an economic basket case with no future. In Tbilisi he told the Georgian parliament  that the U.S. would continue helping Georgia “to modernize” its military and that Washington “fully supports” Georgia’s aspiration to join NATO and would help Tbilisi meet the alliance’s standards. This elicited a furious reaction from Moscow, pledging sanctions against any power rearming Georgia.

Georgia could play a vital, enabling role, in the event that Israel decides to attack Iran’s nuclear complex. The flight path from Israel to Iran is diplomatically and geographically challenging. On the other hand, Georgia is perfectly situated  as the take-off point for any such raid. Israel has been  heavily involved in supplying and training Georgia’s armed forces. President Saakashvili has boasted that his Defense Minister, Davit Kezerashvili and also  Temur Yakobashvili , the minister responsible for negotiations over South Ossetia, lived in Israel before moving to Georgia, adding  “Both war and peace are in the hands of Israeli Jews.”

On the heels of Biden’s shameless pandering in Tbilisi, Secretary of State Clinton took herself off to Thailand for an international confab with Asian leaders and let drop to a tv chat show that “a nuclear Iran could be contained by a U.S. ‘defense umbrella,’” actually a nuclear defense umbrella for Israel and for Egypt and Saudi Arabia too.

The Israel lobby has been promoting the idea of a US “nuclear umbrella” for some years, with one of its leading exponents being Dennis Ross, now in charge of Middle Eastern policy at Obama’s National Security Council. In her campaign last year  Clinton flourished the notion as an example of the sort of policy initiative that set her apart from that novice in foreign affairs, Barack Obama.

From any rational point of view the “nuclear umbrella” is an awful idea, redolent with all the gimcrack theology of the high cold war era, about “first strike”, “second strike”, “stable deterrence” ,“controlled escalation” and “mutual assured destruction”, used to sell US escalations in nuclear arms production, from Kennedy  and the late Robert McNamara(“the Missile Gap”) to Reagan (“Star Wars”).

Indeed, as one Pentagon veteran remarked to me earlier this week, “the Administration’s whole nuclear stance is turning into a cheesy rerun of the Cold  War and Mutually Assured Destruction, all based on a horrible exaggeration of one or two Iranian nuclear bombs that the Persians may be too incompetent to build and most certainly are too incompetent to deliver.”

The Biden and Clinton “foreign” policy is: 1) to recreate the same old Cold War (with a new appendage, the US versus Iran nuclear confrontation) for the same old reasons: to pump up domestic defense spending; and 2) to continue sixty years of supporting Israeli imperialism for the same reasons that every president from Harry to Dubya (perhaps barring Ike) did so: to corner Israel lobby money and votes. Regarding the latter, Obama did the same by grabbing the Chicago-based Crown and Pritzker family money very early in his campaign and by making Rahm Emanuel his very first appointment (the two are hardly unrelated).

So right from the start Obama was already an Israel lobby fellow traveler. The Mitchell appointment and the toothless blather about settlements were simply cosmetic,  bones tossed to the increasing proportion of the American electorate that’s grossed out by the ethnic cleansing of the Arabs from the Holy Land. Obama does have a coherent strategy: keep the defense money flowing and increasing, but without making so much noise as the older generation did about ancient Cold War enemies (e.g. Russia and Cuba).  The F-22 — to date, the one and only presidential issue on which he’s shown any toughness at all — is in no sense a departure from keeping the money flowing, since he is indeed increasing the defense budget, in part by using the F-22 cancellation to push spending on the even worse F-35 and to hide his acquiescence to all the other pork in the Congressional defense budget.

The window for any  new president to impose a decisive change in foreign policy comes in the first three months, before opposition has time to solidify. Obama squandered that opportunity, stocking his foreign policy team with tarnished players such as Ross. As the calculated indiscretions of Biden and Clinton suggest, not to mention the arrogance of Netanyahu and his political associates, the window of opportunity has  closed.

Would it have been that hard to signal a change in course? Not really. Obama could have excited the world by  renouncing  the Bush administration’s  assertion, in the “National Defense Strategy of the United States” of 2002 — preserved in its essence in ensuing years — of  the  right and intention of the United States to preëmptively attack any country “at the time, place, and in the manner of our choosing.”  As  William Polk, the State Department’s middle east advisor in the Kennedy era, wrote last year: “As long as this remains a valid statement of American policy, the Iranian government would be foolish not to seek a nuclear weapon.”

But Obama, surrounded with Clinton-era veterans of NATO expansionism and, as his Accra speech indicated, hobbled with an impeccably conventional view of how the world works, is rapidly being overwhelmed by the press of events. He’s bailed out the banks. He’s transferred war from Iraq to Afghanistan. The big lobbies know they have him on the run.

Hence Biden and Clinton’s mutinies, conducted on behalf of the Israel lobby and designed to seize administration policy as Obama’s popularity weakens. When the results of the latest Rasmussen presidential poll were published, showing Obama’s declining numbers, there were news reports of cheering in Tel Aviv. And remember two useful guiding principles: first, it is impossible to overestimate the vanity of politicians, particularly of Joe Biden. Maybe he secretly entertains some mad notion of challenging Obama in 2012, propelled by Israel Lobby money withheld from Obama. Maybe Bill is reminding HRC that he reached the White House in 1992 partly because the Israel lobby turned against George Bush Sr. Second principle: there is no such thing as foreign policy, neither in democratic governments nor in dictatorships. As Thalheimer’s Law* decrees. All policy is domestic.

The 44th president of the United States was elected amid hopes that he would roll back his country’s global dominance. Today, he is commander-in-chief of an unprecedented network of military bases that is still expanding.

In December 2008, shortly before being sworn in as the 44th president of the United States, Barack Obama pledged his belief that, “to ensure prosperity here at home and peace abroad”, it was vital to maintain “the strongest military on the planet”. Unveiling his national security team, including George Bush’s defence secretary, Robert Gates, he said: “We also agree the strength of our military has to be combined with the wisdom and force of diplomacy, and that we are going to be committed to rebuilding and restrengthening
alliances around the world to advance American interests and American security.”

President Obama ignores torture

Secrecy is endemic in all governments. It goes with the turf, especially if their leaders hope to hide illegal or immoral behavior, such as torture of foreign prisoners.

Many Americans heaved a sigh of relief last January when President Barack Obama banned the torture of prisoners at Guantanamo Bay, Cuba.

It made the administration look more humane than the Bush-Cheney team. But that is not the whole story.

Obama left unaddressed the possibility of torture in secret foreign prisons under our control as in Abu Ghraib in Iraq or Bagram in Afghanistan, not to mention the ‘black sites” sponsored by our foreign clients in Pakistan, Saudi Arabia, Jordan, Israel, Thailand and other countries.

“The United States will not torture,” Obama said in his directive. But he has been silent on the question of whether the U.S. would help others do the torturing.

Members of Congress knew a lot about U.S. torture practices. But Republicans loyal to the Bush administration and Democrats, too, played along and kept silent at the horror of it all.

Why did no bells ring for the U.S. lawmakers — particularly those privy to the brutality — when briefed on the abusive treatment of the captives. Did they owe more allegiance to the CIA than to the honor of our country?

There are hair-raising reports of methods that Americans — including private contractors — have used to coerce information from our prisoners.

They include slamming a prisoner against a wall; denying him sleep and food; waterboarding him under so-called enhanced interrogation; and keeping him in a crate filled with insects.

I remember when President Ronald Reagan, marveling at the courage of American soldiers, used to say: “Where do we get such men?” And I have to ask: “Where did we get such people who would inflict so much pain and ruthlessness on others?”

William Rivers Pitt, a best-selling author who wrote “The Greatest Sedition is Silence,” recently raised the emotional question of whether U.S. adoption of torture has debased the international standards for treatment of prisoners and that our enemies may now feel that they can torture Americans. Pitt specifically expressed concern about Army Pvt. Bowe Bergdahl, who was captured by the Taliban in Afghanistan last month.

American military leaders had warned President Bush over and over that U.S. torture of prisoners could boomerang against our troops. But he would not listen.

Obama has blocked publication of pictures of the harsh treatment of prisoners from our two ongoing wars — in Iraq and Afghanistan — but the word still gets around.

Obama Escalates Afghanistan Quagmire

It could be argued that the single biggest contributor to President Barack Obama’s election victory was voter dissatisfaction with former President Bush’s neoconservative warmongering foreign policy (which was embraced by Republican presidential candidate John McCain). Ironically, since taking office, Obama has turned out to be eerily similar in the warmongering department.

One of Obama’s first foreign policy decisions as the commander-in-chief was to copy Bush’s Iraq troop “surge” with a surge of his own in Afghanistan. The U.S. troop presence has drastically increased from 32,000 at the start of 2009 to about 57,000 presently with an anticipated cap around the 68,000 mark (which would more than double the U.S. commitment to the region). Like the salesman on a late-night infomercial typically proclaims, “But wait — there’s more!” Defense Secretary Robert Gates announced that the number of boots on the ground could climb even beyond the 68,000 number. In a question and answer session at Fort Drum, Gates said that what U.S. General Stanley McChrystal, who was recently appointed as the new commander of NATO, reports back to him could influence the decision to send even more troops to war. McChrystal is preparing a classified report for the Defense Secretary on Afghanistan according to CNN.

McChrystal is expected to complete a classified report for Gates by the end of this month, assessing where the war stands, and what needs to be done. He will tell Gates whether he needs more U.S. troops to fight the escalating conflict, according to a senior U.S. military official.… The review is also expected to recommend that the number of Afghan troops be increased beyond the goal of 134,000, other military sources said.

McChrystal is already seeking to increase troop levels there by pleading with the British to send more troops. McChrystal also stated that the conflict shows no sign of coming to a near halt. “It will go on until we achieve the progress we want to achieve…. It won’t be short.” The British casualties in Afghanistan recently just climbed above the number of those who died in the Iraq conflict. Things continue to deteriorate in the region where attacks are up 70 percent over last year. Unlike in America where the marital woes of the stars of Jon & Kate Plus Eight dominate the headlines, in the U.K., the rising death toll and grim analysis of prospects for success have generated controversy and debate over British participation in the war. Such a dialogue has alarmed the Obama administration, which fears the same might happen in the United States, according to the Financial Times.

Britain’s increasingly heated debate about its role in Afghanistan has sparked concern in Washington about the sustainability of the military strategy and the US public’s own willingness to commit troops for the long term, senior officials and analysts say.… A senior US official told the Financial Times that there was “some level of anxiety” within Barack Obama’s administration about the UK debate. “It’s hard to see our most capable partner struggling in this debate…. If we are going to have to backfill European countries that decide to leave, could we sustain that with US public opinion? That’s an open question.”

Unfortunately for our brave men and women in the U.S. armed forces, the current administration seems more concerned with public opinion polls than preventing U.S. casualties in an unnecessary and unconstitutional nation building project. The Associated Press reports that Obama’s surge is already proving very deadly.

July is shaping up as the deadliest month of the Afghan war for U.S.-led international forces, with the number killed already matching the highest full-month toll of the nearly eight-year conflict…. As of Wednesday, at least 46 international troops, including 24 Americans, had been killed in Afghanistan this month…. That matches the tolls for the two previous deadliest months — June and August of 2008. The rate of deaths in July — about three a day — is approaching some of the highest levels of the Iraq war. [Emphasis added.]

One has to wonder how long it will take the American public to wake up from their mainstream media-induced slumber to recognize that the man sold to them as a peace candidate is turning out to be just as bad of a warmonger, if not worse, than his much-maligned predecessor.

A Lesson From Vietnam for Obama’s War in Afghanistan

It was half a century ago, on the night of July 8, 1959, that the first two American soldiers to die in the Vietnam War were slain when guerrillas surrounded and shot up a small mess hall where half a dozen advisers were watching a movie after dinner.

Master Sgt. Chester Ovnand of Copperas Cove, Texas, and Maj. Dale Buis of Imperial Beach, Calif., would become the first two names chiseled on the Vietnam Veterans Memorial — the first of 58,261 Americans who died in Vietnam during the next 16 years.

The deaths of Ovnand and Buis went largely unnoticed at the time, simply a small beginning of what would become a huge national tragedy.

Presidents from Harry Truman to Dwight Eisenhower to John F. Kennedy to Lyndon B. Johnson to Richard M. Nixon to Gerald R. Ford made decisions — some small and incremental, some large and disastrous — in building us so costly and tragic a war.

The national security handmaidens of those presidents, especially those who served Kennedy, Johnson, Nixon and Ford, were supposedly the best and brightest that Harvard and Yale and Princeton could contribute.

Presidents right up to today’s like to surround themselves with such self-assured and certain men, men whose eagerness to find war the answer to most problems often grows in direct proportion to their lack of experience in uniform or combat.

This small history lesson can be read as a cautionary tale to President Barack Obama’s team as they oversee an excruciating slow-motion end of one war, Iraq, and a pell-mell rush to wade ever deeper into another one in the mountains and deserts of remote and tribal Afghanistan.

The story grows out of a battle in the very beginning of the American takeover of the war in South Vietnam in the fall of 1965 when a defense secretary, Robert S. McNamara, counted the bodies and the beans and offered his president two directly opposing options.

In the wake of the Ia Drang Valley battles of November 1965 — the first major collision between an experimental airmobile division of the U.S. Army and regular soldiers in division strength from the People’s Army of North Vietnam — President Johnson ordered McNamara to rush to Vietnam and assess what had happened and what was going to happen.

Up till then, just more than 1,000 Americans, mostly advisers and pilots, had been killed in Vietnam since Ovnand and Buis. Then, in just five days 234 more Americans had been killed and hundreds wounded in the Ia Drang. There weren’t even enough military coffins in the country to handle the dead.

McNamara took briefings from Gen. William Westmoreland, the top U.S. commander in Vietnam, and from Ambassador Henry Cabot Lodge and assorted spy chiefs and diplomats. Then he flew to An Khe in the Central Highlands and was briefed on the Ia Drang battles by then Lt. Col. Hal Moore, who had commanded on the ground in Landing Zone XRAY in the Ia Drang.

On the plane home to Washington, McNamara dictated a Top Secret/Eyes Only memo to President Johnson dated Nov. 30, 1965. In that report he stated that the enemy had not only met but had exceeded our escalation of the war and we had reached a decision point. In his view there were two options:

–Option One: We could arrange whatever diplomatic cover we could arrange and pull out of South Vietnam.

–Option Two: We could give Gen. Westmoreland the 200,000 more U.S. troops he was asking for, in which case by early 1967 we would have more than 500,000 Americans on the ground and they would be dying at the rate of 1,000 a month. (He was wrong; the death toll would reach more than 3,000 a month at the height of the war). “All we can possibly achieve (by this) is a military stalemate at a much higher level of violence,” McNamara wrote.

On Dec. 15, 1965, the president assembled what he called the “wise men” for a brainstorming session on Vietnam. He entered the Cabinet room holding McNamara’s memo. He shook it at McNamara and asked: “Bob, you mean to tell me no matter what I do I can’t win in Vietnam?” McNamara nodded yes; that was precisely what he meant.

The wise men sat in session for two days. Participants say there was no real discussion of McNamara’s Option One — it would have sent the wrong message to our Cold War allies — and at the end there was a unanimous vote in favor of Option Two — escalating and continuing a war that our leaders now knew we could not win.

Remember. This was 1965, 10 years before the last helicopter lifted off that roof in Saigon. It’s a hell of a lot easier to get sucked into a war or jump feet first into a war than it is to get out of a war.

There’s no question that President Obama inherited these two wars, Iraq and Afghanistan, from the Bush/Cheney administration. But the buildup in Afghanistan and the change in strategy belong to Obama and his version of the best and brightest.

The new administration has dictated an escalation from 30,000 U.S. troops to more than 60,000, and even before most of them have actually arrived commanders on the ground are already back asking for more, and why not? When you are a hammer everything around you looks like a nail.

Some smart veterans of both Iraq and Afghanistan, on the ground now or just back, say that at this rate we will inevitably lose the war in Afghanistan; that the situation on the ground now is far worse than Iraq was at its lowest point in 2006 and early 2007. They talk of a costly effort both in lives and national treasure that will stretch out past the Obama administration and maybe the two administrations after that.

President Obama needs to call in the “wise men and women” for a fish-or-cut-bait meeting on his two ongoing wars. Let’s hope that this time around, there’s an absence of the arrogance and certainty of previous generations of advisers.

Let’s hope that they choose to speed up the withdrawal of combat troops from Iraq and get out before the Iraqi people and leaders order us to leave.

Let’s hope, too, that they weigh very carefully all the costs of another decade or two of war in Afghanistan.

Failing that, they should at the very least begin an immediate drive to increase the number of available beds in military and Veterans Administration hospitals, and expand Arlington National Cemetery and the national military cemeteries nationwide.
