Sami al-Haj walks with pain on his steel crutch; almost six years in the nightmare of Guantanamo have taken their toll on the Al Jazeera journalist and, now in the safety of a hotel in the small Norwegian town of Lillehammer, he is a figure of both dignity and shame. The Americans told him they were sorry when they eventually freed him this year – after the beatings he says he suffered, and the force-feeding, the humiliations and interrogations by British, American and Canadian intelligence officers – and now he hopes one day he’ll be able to walk without his stick.

The TV cameraman, 38, was never charged with any crime, nor was he put on trial; his testimony makes it clear that he was held in three prisons for six-and-a-half years – repeatedly beaten and force-fed – not because he was a suspected “terrorist” but because he refused to become an American spy. From the moment Sami al-Haj arrived at Guantanamo, flown there from the brutal US prison camp at Kandahar, his captors demanded that he work for them. The cruelty visited upon him – constantly interrupted by American admissions of his innocence – seemed designed to turnal-Haj into a US intelligence “asset”.

“We know you are innocent, you are here by mistake,” he says he was told in more than 200 interrogations. “All they wanted was for me to be a spy for them. They said they would give me US citizenship, that my wife and child could live in America, that they would protect me. But I said: ‘I will not do this – first of all because I’m a journalist and this is not my job and because I fear for myself and my family. In war, I can be wounded and I can die or survive. But if I work with you, al-Qa’ida will eliminate me. And if I don’t work with you, you will kill me’.”

The grotesque saga began for al-Haj on 15 December, 2001, when he was on his way from the Pakistani capital Islamabad to Kandahar in Afghanistan with Sadah al-Haq, a fellow correspondent from the Arab satellite TV channel, to cover the new regional government. At least 70 other journalists were on their way through the Pakistani border post at Chaman, but an officer stopped al-Haj. “He told me there was a paper from the Pakistani intelligence service for my arrest. My name was misspelled, my passport number was incorrect, it said I was born in 1964 – the right date is 1969. I said I had renewed my visa in Islamabad and asked why, if I was wanted, they had not arrested me there?”

Sami al-Haj speaks slowly and with care, each detail of his suffering and of others’ suffering of equal importance to him. He still cannot believe that he is free, able to attend a conference in Norway, to return to his new job as news producer at Al Jazeera, to live once more with his Azeri wife Asma and their eight-year old son Mohamed; when Sami al-Haj disappeared down the black hole of America’s secret prisons the boy was only 14 months’ old.

Al-Haj’s story has a familiar ring to anyone who has investigated the rendition of prisoners from Pakistan to US bases in Afghanistan and Guantanamo. His aircraft flew for an hour and a half and then landed to collect more captives – this may have been in Islamabad, the Pakistani capital – before flying on to the big American base at Bagram.

“We arrived in the early hours of the morning and they took the shackles off our feet and pushed us out of the plane. They hit me and pushed me down on the asphalt. We heard screams and dogs barking. I collapsed with my right leg under me, and I felt the ligaments tearing. When I fell, the soldiers started treading on me. First, they walked on my back, then – when they saw me looking at my leg – they started kicking my leg. One soldier shouted at me: ‘Why did you come to fight Americans?’ I had a number – I was No 35 and this is how they addressed me, as a number – and the first American shouted at me: ‘You filmed Bin Laden.’ I said I did not film Bin Laden but that I was a journalist. I again gave my name, my age, my nationality.”

After 16 days at Bagram, another aircraft took him to the US base at Kandahar where on arrival the prisoners were again made to lie on the ground. “We were cursed – they said ‘fuck your mother’ – and again the Americans walked on our backs. Why? Why did they do this? I was taken to a tent and stripped and they pulled hairs out of my beard. They photographed the pupils of my eyes. A doctor found blood on my back and asked me why it was there. I asked him how he thought it was there?”

The same dreary round of interrogations recommenced – he was now “Prisoner No 448” – and yet again, al-Haj says he was told he was being held by mistake. “Then another man – he was in civilian clothes and I think he was from Egyptian intelligence – wanted to know who was the “leader” of the detainees who was with me. The Americans asked: ‘Who is the most respected of the prisoners? Who killed [Ahmed Shah] Massoud ([the leader of the anti-Taliban Northern Alliance Afghan militia]?’ I said this was not my business and an American soldier said: ‘Co-operate with us, and you will be released.’ They meant I had to work for them. There was another man who spoke perfect English. I thought he was British. He was young, good-looking, about 35-years-old, no moustache, blond hair, very polite in a white shirt, no tie. He brought me chocolate – it was Kit Kat—and I was so hungry I could have eaten the wrapping.”

On 13 June, al-Haj was put on board a jet aircraft. He was given yet another prison number – No 345 – and once more his head was covered with a black bag. He was forced to take two tablets before he was gagged and his bag replaced by goggles with the eye-pieces painted black. The flight to Guantanamo took 12 to 14 hours.

“They took us on a boat from the Guantanamo runways to the prison, a journey that took an hour.” Al-Haj was escorted to a medical clinic and then at once to another interrogation. “They said they’d compared my answers with my original statement and one of them said: ‘You are here by mistake. You will be released. You will be the first to be released.’ They gave me a picture of my son, which had been taken from my wallet. They asked me if I needed anything. I asked for books. One said he had a copy of One Thousand and One Nights in Arabic. He copied it for me. During this interview, they asked me: ‘Why did you talk to the British intelligence man so much in Kandahar?’ I said I didn’t know if he was from British intelligence. They said he was.

A US-NATO War In Pakistan? – An Anatomy of the Current Crisis

On Saturday evening, the Marriott hotel in Islamabad, Pakistan, one of the city’s two most luxurious hotels, located near the presidential office, the parliament building, and a host of foreign embassies, was devastated by a bomb blast that left fifty three dead, including the Czech ambassador and two U.S. Defense Department officials.

The recent background to this latest in a series of increasingly sophisticated and bold insurgent strikes is revealing: since September 3, the U.S. has launched ground incursions and six missile attacks in Pakistan’s border regions. The U.S.-NATO aim is to cripple supporters along the Pakistan-Afghanistan border supportive of the anti-occupation resistance in Afghanistan.

The destruction of the Marriott was the latest response to Pakistani president Asif Ali Zardari’s complicity with Washington in the military assaults on the perceived center of insurgent support in Pakistan, the Federally Administered Tribal Areas (FATA), including the North-West Frontier Provinces (NWFP). Just hours before the Marriott blast Zardari told the country’s parliament that he is determined to free Pakistan from “the shackles of terrorism.”

This pledge confirmed Zardari’s determination to continue to order the Pakistani military, an institution harboring more than a few sympathers with the insurgents, to launch assaults on suspected insurgent -“terrorist”- strongholds. It is common knowledge that this policy is a response to pressure from Washington.

Pakistan’s ambassador to Germany, Shahid Kamal, expressed not only his own but the majority resentment against Zardari’s subservience to Washington’s demands on Pakistan when he told The New York Times “This [the Marriott bombing] is a reaction to what is going on in FATA. We have been implementing a reckless and careless policy…. What’s happening in FATA is that Pakistanis are killing Pakistanis.”

Here we see reflected both the popular indignation at the new Pakistani president’s political apeing of his predecessor, the Washington puppet and military dictator Pervez Musharraf, and the deep divisions within Pakistan’s state apparatus regarding Pakistan’s alliance with the U.S.-NATO, which the majority of Pakistanis see as waging a Western-Christian attack on global Islam.

The Bush Doctrine Is Extended to Pakistan
On September 9 George W. Bush announced that Pakistan, Iraq and Afghanistan were “all theatres in the same overall struggle.” This declaration was intended to justify Bush’s July approval of ground assaults by U.S. Special Operations forces inside Pakistan, without Islamabad’s approval.

Thus, the Iraq-Afghanistan disasters are to be sustained and widened to include the sixth most populous country in the world, with 20 million Muslims, the overwhelming majority of whom are known to be increasingly infuriated with the recent succession of air and ground attacks inside Pakistan, and whose government possesses a nuclear arsenal.

POLITICS-US: Vested Interests Drove New Pakistan Policy

WASHINGTON, Sep 17 – The George W. Bush administration’s decision to launch commando raids and step up missiles strikes against Taliban and al Qaeda figures in the tribal areas of Pakistan followed what appears to have been the most contentious policy process over the use of force in Bush’s eight-year presidency.

That decision has stirred such strong opposition from the Pakistani military and government that it is now being revisited. Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, arrived in Pakistan Tuesday for the second time in three weeks, and U.S. officials and sources just told Reuters that any future raids would be approved on a mission-by-mission basis by a top U.S. administration official.

The policy was the result of strong pressure from the U.S. command in Afghanistan and lobbying by the Special Operations Command (SOCOM) and the CIA’s operations directorate (DO), both of which had direct institutional interests in operations that coincided with their mandate.

State Department and some Pentagon officials had managed to delay the proposed military escalation in Pakistan for a year by arguing that it would be based on nearly nonexistent intelligence and would only increase support for the Islamic extremists in that country.

But officials of SOCOM and the CIA prevailed in the end, apparently because Bush and Vice President Dick Cheney believed they could not afford to be seen as doing nothing about bin Laden and al Qaeda in the administration’s final months.

SOCOM had a strong institutional interest in a major new operation in Pakistan.

The Army’s Delta Force and Navy SEALS had been allowed by the Pakistani military to accompany its forces on raids in the tribal area in 2002 and 2003 but not to operate on their own. And even that extremely limited role was ended by Pakistani President Pervez Musharraf in 2003, which frustrated SOCOM officials.

Defence Secretary Donald Rumsfeld, whose antagonism toward the CIA was legendary, had wanted SOCOM to take over the hunt for bin Laden. And in 2006, SOCOM’s Joint Special Operations Command branch in Afghanistan pressed Rumsfeld to approve a commando operation in Pakistan aimed at capturing a high-ranking al Qaeda operative.

SOCOM had the support of the U.S. command in Afghanistan, which was arguing that the war in Afghanistan could not be won as long as the Taliban had a safe haven in Pakistan from which to launch attacks. The top U.S. commander, Lt. Gen. Karl Eikenberry, worked with SOCOM and DO officers in Afghanistan to assemble the evidence of Pakistan’s cooperation with the Taliban. .

Despite concerns that such an operation could cause a massive reaction in Pakistan against the U.S. war on al Qaeda, Rumsfeld gave in to the pressure in early November 2006 and approved the operation, according to an account in the New York Times Jun. 30. But within days, Rumsfeld was out as defence secretary, and the operation was put on hold.

Nevertheless Bush and Cheney, who had been repeating that Musharraf had things under control in the frontier area, soon realised that they would be politically vulnerable to charges that they weren’t doing anything about bin Laden.

The July 2007 National Intelligence Estimate (NIE) was the signal for the CIA’s DO to step up its own lobbying for control over a Pakistan operation, based on the Afghan model — CIA officers training and arming a local militia while identifying targets for strikes from the air.

In a Washington Post column only two weeks after the NIE’s conclusions were made public, David Ignatius quoted former CIA official Hank Crumpton, who had run the CIA operation in Afghanistan after the Sep. 11, 2001 attacks, on the proposed DO operation: “We either do it now, or we do it after the next attack.”

That either-or logic and the sense of political vulnerability in the White House was the key advantage of the advocates of a new war in Pakistan. Last November, the New York Times reported that the Defence Department had drafted an order based on the SOCOM proposal for training of local tribal forces and for new authority for “covert” commando operations in Pakistan’s frontier provinces.

But the previous experience with missile strikes against al Qaeda targets using predator drones and the facts on the ground provided plenty of ammunition to those who opposed the escalation. It showed that the proposed actions would have little or no impact on either the Taliban or al Qaeda in Pakistan, and would bring destabilising political blowback.

In January 2006, the CIA had launched a missile strike on a residential compound in Damadola, near the Afghan border, on the basis of erroneous intelligence that Ayman al-Zawahiri would be there. The destruction killed as many 25 people, according to local residents interviewed by The Telegraph, including 14 members of one family.

Some 8,000 tribesmen in the Damadola area protested the killing, and in Karachi tens of thousands more rallied against the United States, shouting “Death to America!”

Musharraf later claimed that the dead included four high-ranking al Qaeda officials, including al-Zawahiri’s son-in-law. The Washington Post’s Craig Whitlock reported last week, however, that U.S. and Pakistani officials now admit that only local villagers were killed in the strike.

It was well known within the counter-terrorism community that the U.S. search for al Qaeda leaders in Pakistan was severely limited by the absence of actionable intelligence. For years, the U.S. military had depended almost entirely on Pakistan’s Inter-Services Intelligence Directorate, despite its well-established ties with the Taliban and even al Qaeda.

One of the counter-terrorism officials without a direct organisational stake in the issue, State Department counterterrorism chief Gen. Dell L. Dailey, bluntly summed up the situation to reporters last January. “We don’t have enough information about what’s going on there,” he said. “Not on al Qaeda, not on foreign fighters, not on the Taliban.”

A senior U.S. official quoted by the Post last February was even more scathing on that subject, saying “Even a blind squirrel finds a nut now and then.”

Meanwhile, the Pakistani military, reacting to the U.S. aim of a more aggressive U.S. military role in the tribal areas, repeatedly rejected the U.S. military proposal for training Frontier Corps units.

The U.S. command in Afghanistan and SOCOM increased the pressure for escalation early last summer by enlisting visiting members of Congress in support of the plan. Texas Republican Congressmen Michael McCaul, who had visited Afghanistan and Pakistan, declared on his return that was “imperative that U.S. forces be allowed to pursue the Taliban and al Qaeda in tribal areas inside Pakistan.”

In late July, according to The Times of London, Bush signed a secret national security presidential directive (NSPD) which authorised operations by special operations forces without the permission of Pakistan.

The Bush decision ignored the disconnect between the aims of the new war and the realities on the ground in Pakistan. Commando raids and missile strikes against mid-level or low-level Taliban or al Qaeda operatives, carried out in a sea of angry Pashtuns, will not stem the flow of fighters from Pakistan into Afghanistan or weaken al Qaeda. But they will certainly provoke reactions from the tribal population that can tilt the affected areas even further toward the Islamic radicals.

At least some military leaders without an institutional interest in the outcome understood that the proposed escalation was likely to backfire. One senior military officer told the Los Angeles Times last month that he had been forced by the “fragility of the current government in Islamabad,” to ask whether “you do more long-term harm if you act very, very aggressively militarily”.

Killings of Afghan civilians sharply up, U.N. says

GENEVA, Sept 16 (Reuters) – Nearly 1,500 Afghan civilians were killed in the first eight months of this year, many in attacks on schools, medical clinics, bazaars and other crowded areas, the United Nations said on Tuesday.

The death toll, up 39 percent from the same period in 2007, includes 800 killings blamed on Taliban and other militants as well as 577 caused by Afghan forces and their U.S.-led coalition allies. Responsibility for another 68 deaths was not clear.

The U.N. human rights office said the spike in fatalities had coincided with “a systematic campaign of intimidation and violence” by Taliban forces targeting doctors, teachers, students, tribal elders, civil servants, former police and military personnel and public construction workers.

“The number of killings by the Taliban and other anti-government forces almost doubled by comparison with the first eight months of 2007, with the numbers killed by government and international military forces also increasing substantially,” it said in a report.

There were 330 civilians killed in Afghanistan in August alone, spokesman Rupert Colville said.

“That’s the highest number of civilian deaths to occur in a single month since the end of major hostilities and the ousting of the Taliban regime at the end of 2001,” he told a news briefing in Geneva, where the U.N.’s human rights work is based.

Air strikes by international forces caused nearly 400 civilian deaths in the year through August, the U.N. office said, calling for accountability and greater transparency about those attacks.

The Taliban carried out 142 summary executions and also used suicide attacks and improvised explosive devices, according to the report drawn up by human rights officers attached to the U.N. Assistance Mission in Afghanistan.

COMMUNITIES FEARFUL

In a statement, U.N. High Commissioner for Human Rights Navanetham Pillay said there was “substantial evidence” that the Taliban was seeking to intimidate aand attack Afghan civilians thought to support the Afghan government, the international community and military forces.

While most Taliban attacks focused on military and government targets, “such operations were frequently undertaken in crowded civilian areas such as bazaars or busy roads,” the U.N. report found.

“Such attacks terrorise communities and make them fearful of supporting or even associating with the government,” it said. “Schools and medical services, in particular, have become prime targets for attack by anti-government elements”.

It singled out a suicide bombing during a dog fight in Kandahar province last February which killed 67 spectators, and a bomb in July at the Indian embassy in Kabul which killed 50.

An air strike on a wedding party in Nangahar province last July killed 47 civilians, including 30 children, and a strike in Azizabad village in western Herat’s Shindand district on Aug. 22 caused 92 civilian deaths, including 62 children, it said.

The U.S. military, which initially said 30 to 35 militants were killed in Azizabad, plans to reopen the investigation into the incident after a cellphone video emerged showing bodies of people said to have been killed in the strike.

Pillay, a former International Criminal Court judge who took up as the top U.N. rights official this month, said civilians must to be shielded from the ongoing fighting in Afghanistan.

“It is also imperative that there is greater transparency in accountability procedures for international forces involved in incidents that cause civilian casualties,” she said. (editing by Laura MacInnis and Robert Hart)

The New World Geopolitical Order: End of Act I

It would be a mistake to underestimate the importance of the agreement on September 9 between Nicolas Sarkozy of France in his capacity as current president of the European Union (EU) and Dmitri Medvedev, President of Russia. It marks the definitive end of Act I of the new world geopolitical order.

What was decided? The Russians agreed to withdraw all their troops from what are called “central Georgian areas” or “Georgia proper,” that is, those parts of Georgia the Russians recognize as Georgia. These troops are being replaced by 200 monitors from the EU. This is done on guarantees by the EU that there will be no use of force against South Ossetia and Abkhazia.

The issue of Russian recognition of the independence of South Ossetia and Abkhazia has been left entirely open. Sarkozy and the EU’s Foreign Minister, Javier Solana, “hope” that Russia will agree in the future to allow EU monitors into these two areas. Russia’s Foreign Minister, Sergei Lavrov, said they had made no such promise and that “all future monitoring arrangements would require ratification by the Abhaz and South Ossetian governments.” Lavrov said that Russian troops would remain in the two areas “for the foreseeable future.” And the secretary of Georgia’s National Security Council, Alexander Lomaia, while applauding the clear deadlines for Russian withdrawal from Georgia proper, did note that “the bad news is that [the agreement] doesn’t refer to [Georgian] territorial integrity.”

This accord was reached between Europe and Russia, and the United States played no diplomatic role whatsoever. Medvedev charged the United States with having given its blessing to the original Georgian action of entering South Ossetia. He said that, by contrast, the Europeans are “our natural partners, our key partners.” Georgia’s president received the strong encouragement of John McCain, and Vice-President Cheney flew there to say that the United States was giving $1 billion in aid for Georgian reconstruction. But Secretary of Defense Robert Gates, explaining why this aid would not include military aid and why there would be no economic sanctions against Russia, said that “if we act too precipitously, we could be the ones who are isolated.”

So, what is the bottom line? Russia has gotten more or less what it wanted in Georgia. Its “irrevocable” recognition of South Ossetia and Abkhazia could well be something it might trade in the future for a basic turn-around in Georgia’s relations with Russia. If not, not. The fact is that Europe believes it needs to come to terms with Russia, and has ruled out renewing what the Chinese call “the European civil war.”

The United States finds it has no real cards to play. Meanwhile, in the Middle East, it finds itself publicly rebuffed by its closest allies. In Iraq, Prime Minister al-Maliki is being a very tough negotiator about the continued presence of U.S. troops, and it is not impossible, barring further major U.S. concessions, that the current agreements that terminate on December 31 will simply run out.

In Afghanistan, President Karzai is so exasperated with the bombing missions of U.S. special troops that he has demanded “a review of the presence of U.S. and NATO troops in the country,” in what CBS News calls a “harshly worded statement.” The immediate provocation was an air raid in Azizabad that the U.S. army said had few casualties and attacked a Taliban group. The Afghans insisted there were no Taliban there and a large number of civilians were killed. When UN officials and others gave credence to the Afghan version, the senior U.S. general in Afghanistan, David McKiernan, back-tracked on the U.S. position and called for a further high-level U.S. investigation by a general who would come from the United States.

And in Pakistan, President Bush authorized U.S. hot pursuit of Taliban from Afghanistan into Pakistan against the advice of the National Intelligence Council who said it would carry “a high risk of further destabilizing the Pakistani military and government.” The incursion brought what the New York Times called “an unusually strong statement” by the chief of the Pakistani army, Gen. Ashfaq Kayani, who said his forces would defend Pakistan’s sovereignty “at all costs.” Since the U. S. government has been looking on Gen. Kayani as its strong supporter in Pakistan, this is not exactly what the United States has been hoping to hear.

So, ignored in Georgia and under attack by its closest allies in Iraq, Afghanistan, and Pakistan, the United States is somewhat unhappily entering the realities of the post-Cold War world, in which it has to play by new rules that it seems to find rather unpalatable.

Meanwhile, as an ironic but not unimportant footnote, on September 10, a major development in particle physics was celebrated in Geneva when the European laboratory called CERN achieved a scientific breakthrough after 14 years of work and $8 billion in expense. This was such a major moment in world science that their U.S. counterparts at the Fermilab in Batavia, Illinois opened the champagne bottles at 4:38 in the morning to celebrate. Nonetheless, Pier Oddone, the director of the Fermilab, admitted this was a “bittersweet moment.” Until 1993, the United States ruled particle physics. That year, the U.S. Congress, flush with the self-confidence of having “won” the cold war, believed it was too expensive – and no longer geopolitically necessary – to build the kind of supercollider needed for this new advance in particle physics. The Europeans made a different kind of decision, and the United States now finds itself in second place here too.

I call this the end of Act I because it has sealed the reality of a true multilateral geopolitical arena. Of course, there are still further acts to come. And any faithful playgoer know that Act I merely establishes who are the actors. It is in Act II that we see what really happens. And then there’s Act III, the denouement.

Pakistan troop fire turns back U.S. helicopters

ISLAMABAD, Sept 15 (Reuters) – Firing by Pakistani troops forced two U.S. military helicopters to turn back to Afghanistan after they crossed into Pakistani territory early on Monday, Pakistani security officials said.

The incident took place near Angor Adda, a village in the tribal region of South Waziristan where U.S. commandos in helicopters raided a suspected al Qaeda and Taliban camp earlier this month.

“The U.S. choppers came into Pakistan by just 100 to 150 metres at Angor Adda. Even then our troops did not spare them, opened fire on them and they turned away,” said one security official.

The U.S. and Pakistani military both denied that account, but Angor Adda villagers and officials supported it.

Pakistan is a crucial U.S. ally in its war on terrorism, and its support is key to the success of Western forces trying to stabilise Afghanistan. But Washington has become impatient over Islamabad’s response to the threat from al Qaeda and Taliban fighters in Pakistan’s tribal regions on the border.

At least 20 people, including women and children, were killed in the South Waziristan raid earlier this month, sparking outrage in Pakistan and prompting a diplomatic protest.

Pakistani army chief General Ashfaq Kayani said in a strongly worded statement last week that Pakistan would not allow foreign troops onto its soil and Pakistan’s sovereignty and territorial integrity would be defended at all costs.

Another security official said on Monday that U.S. armoured vehicles were also seen moving on the Afghan side of the border, while U.S. warplanes were seen overhead.

He said Pakistani soldiers sounded a bugle call and fired in the air, forcing the helicopters to return to Afghan territory.

Military spokesman Major Murad Khan confirmed that there had been shooting. But he said the American helicopters had not crossed into Pakistani airspace and Pakistani troops were not responsible for the firing.

“The U.S. choppers were there at the border, but they did not violate our airspace,” Khan said.

“We confirm that there was a firing incident at the time when the helicopters were there, but our forces were not involved.”

A spokesman for the U.S. military at Bagram Airbase, north of Kabul, said its forces had not reported any such incident.

“The unit in the area belongs to the (U.S.-led) coalition. They are not reporting any such incident,” the U.S. military spokesman said.

But the official denials were contradicted by Pakistani civilian officials and villagers in Angor Adda.

One official told Reuters by telephone that “the troops stationed at BP-27 post fired at the choppers and they turned away”.

Two Chinook helicopters appeared set to land when troops began shooting, alerting tribesmen who also opened fire on the intruders, said a senior government official in Peshawar, the capital of North West Frontier Province.

A resident described the tension in the village through the night. “We saw helicopters flying all over the area. We stayed awake the whole night after the incident,” he said.

The fiercely independent tribesmen of the region carry weapons regardless of whether they are militants.

PAKISTAN ARMY FIGHTING MILITANTS

The New York Times newspaper reported last week that U.S. President George W. Bush has given clearance for U.S. raids across the border.

The raid on Angor Adda on Sept. 3 was the first overt ground incursion by U.S. troops into Pakistan since the deployment of U.S. forces in Afghanistan in late 2001.

The United States has intensified attacks by missile-firing drone aircraft on suspected al Qaeda and Taliban targets in Pakistani tribal lands in the past few weeks.

Despite apparent U.S. frustration with Pakistan, the Pakistani army has been involved in fierce fighting with Islamist militants in Bajaur, another tribal region, and Swat, a valley in North West Frontier Province, close to the tribal lands.

Pakistani forces, using helicopter gunships and artillery, killed at least 16 fighters and wounded 25 in Bajaur on Sunday. More than 750 militants have been killed in an offensive there that began in late August.

The U.S. pressure comes at an awkward time for President Asif Ali Zardari, the widower of assassinated former prime minister Benazir Bhutto. Zardari was elected on Sept. 6, having forced former army chief Pervez Musharraf to quit last month, almost nine years after Musharraf took power in a coup.

The new Pakistani president is in London and due to meet Prime Minister Gordon Brown to talk over the border situation.

Bush held a video conference with Brown last week to discuss a new strategy for the lawless Pakistan-Afghanistan frontier.

Orders President Bush signed in July authorizing raids by special operations forces in the areas of Pakistan controlled by the Taliban and Al Qaeda and undertaking those raids without official Pakistani consent, have roots stretching back to the days following the 9/11 terrorist attacks.

In an address to a joint session of Congress nine days after 9/11, President Bush said, “From this day forward any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.”

But even before that declaration, two key steps had been taken: One, Congress had authorized the use of US military force against terrorist organizations and the countries that harbor or support them. Two, Bush administration officials had warned Pakistan’s leaders of the dire consequences their country would face if they did not unequivocally enlist in the fight against radical Islamist terrorism.

What Mr. Bush’s July orders signify is that, after seven years of encouraging Pakistan to take on extremists harbored in remote areas along its border with Afghanistan and subsidizing the Pakistani military handsomely to do it, the US has become convinced that Pakistan is neither able nor willing to fight the entrenched Taliban and Al Qaeda elements. Indeed, recent events appear to have convinced at least some in the administration that parts of Pakistan’s military and powerful intelligence service are actually aiding the extremists.

“We’ve moved beyond the message stage here. I think the US has had it with messages that don’t get any action, and that is why the president authorized this,” says Kamran Bokhari, director of Middle East analysis for Stratfor, an intelligence consulting firm in Washington. “This says loud and clear, ‘We’re fed up.’ ”

Even before the July order, the US had undertaken covert operations in Pakistan’s tribal areas. Moreover, the CIA over the past year has stepped up missile attacks by the unmanned Predator drones it operates to hit targets in the region. That increase has coincided with a deterioration of the war in Afghanistan, where the Afghan Army and NATO forces have come under increasing attack from militants crossing over the rugged and lawless border from Pakistan.

But Bush’s orders, first reported in The New York Times Thursday, mean that operations against insurgent sanctuaries will become overt and probably more frequent. A Sept. 3 ground assault involving US commandos dropped from helicopters targeted a suspected terrorist compound. Missile attacks by the CIA’s unmanned drones, including one Friday reported by Pakistani officials to have killed at last 12 people, are also on the rise.

Precedence for the orders authorizing the attacks on terrorist havens can be found in President Bill Clinton’s authorization of retaliatory attacks in 1993 (against Iraqi intelligence facilities) and in 1998 (against terrorist camps in Afghanistan and Sudan), and in President Ronald Reagan’s bombing of Libya, legal scholars say.

The administration has debated the use of commando raids in Pakistan for years, but the tipping point came in July, as relations with Pakistan’s civilian and military leaders deteriorated, intelligence sources say. The “kicker,” according to one source who requested anonymity over the sensitivity of the issue, was two July events: the bombing of India’s embassy in Afghanistan’s capital, Kabul, an act that US intelligence officials concluded was aided by Pakistani intelligence operatives; and a July 13 attack on a US military outpost in eastern Afghanistan that killed nine US soldiers. The outpost attack was carried out by Taliban militants who had crossed over the nearby border from Pakistan.

Quagmire, Phase 2: The Invasion of Pakistan

The United States has just invaded Cambodia. The name of Cambodia this time is Pakistan, but otherwise it’s the same story as in Indochina in 1970.

An American army, deeply frustrated by its inability to defeat an anti-American insurgent movement despite years of struggle, decides that the key to victory lies in a neighboring country. In 1970, the problem was the Ho Chi Minh Trail in Cambodia. Today it is Taliban and al-Qaida bases inside Pakistan, which the United States has been attacking from the air for some time, with controversial “collateral damage.”

George W. Bush has now authorized independent ground assaults on Taliban and al-Qaida targets in Pakistan’s Tribal Territories, without consultation with Pakistan authorities. These already have begun.

This follows a period of tension, with some armed clashes, between American and Pakistani military units, the latter defending “Pakistan’s national sovereignty.” Pakistan public opinion seems largely against “America’s war” being fought inside Pakistan.

Washington’s decision was made known just in time for the seventh anniversary of the 9/11 attacks that opened the first phase of the “war on terror,” after which “nothing could ever be the same.” We no doubt have now begun phase two.

The eventual outcome of the American intervention in Cambodia in 1970 was Communist overthrow of the American-sponsored military government in that country, followed by genocide. The future consequences in (nuclear-armed) Pakistan await.

There is every reason to think they may include civil protest and disorder in the country, political crisis, a major rise in the strength of Pakistan’s own Islamic fundamentalist movement and, conceivably, a small war between the United States and the Pakistan army, which is the central institution in the country, has a mind of its own and is not a negligible military force.

In Afghanistan, American and NATO forces have been complaining for many months that victory over the Taliban was impossible so long as there were secure Taliban bases in Pakistan’s largely inaccessible Tribal Territories.

Pakistan’s former president, Pervez Musharraf, was told by his American allies to clean the Taliban out of the Territories or the U.S. Army and NATO would do it for him. U.S. presidential candidate Barack Obama made the same threat. John McCain concurred. Musharraf had been looking for a negotiated arrangement with the tribesmen.

Pakistan’s military intelligence services created the Taliban while they were collaborating with the CIA to form the mujahadeen that drove the Soviet Union out of Afghanistan. Many in the service still support the Taliban as a useful instrument against India, and to keep Afghanistan out of the hands of more dangerous enemies.

Musharraf was forced out of office. The U.S. brought in exiled former Prime Minister Benazir Bhutto, expected to be cooperative. She was assassinated, presumably by Islamic extremists. Her widower has been elected to take her place and declares himself an enemy of terrorism. However, the United States has already taken the matter into its own hands.

In the Vietnamese case, the American military command held that it could win the war by invading Cambodia to cut the so-called Ho Chi Minh Trail, along which supplies and arms for the Viet Cong Communist insurrection were being transported. The argument made was that cutting this route would starve the Viet Cong of supplies.

Initially, the unhappy Prince Sihanouk of Cambodia, desperately trying to keep his country out of the Vietnam War, was persuaded to turn a blind eye to U.S. bombing of the trail. A military coup followed in 1970, installing an American puppet general. B-52 saturation bombing ensued, without the desired military effect, but killing many Cambodians.

The joint U.S. and South Vietnamese “incursion” to cut the trail came in April 1970; it simply pushed the supply operations deeper into Cambodia. Richard Nixon said he acted to prove that the United States was not “a second-rate power.” “If, when the chips are down, the world’s most powerful nation acts like a pitiful helpless giant, the forces of totalitarianism and anarchy will threaten free nations and free institutions throughout the world.”

The native Cambodian Khmer Rouge subsequently defeated the American-backed military regime in Phnom Penh. Genocide followed, the “killing fields,” on which the United States turned its back, condemning the triumphant Vietnamese Communist government when it later invaded Cambodia to stop the killing.

Danger in South Asia

If most Americans think Iran and Georgia are the two most volatile flashpoints in the world, one can hardly blame them. The possibility that the Bush administration might strike at Tehran’s nuclear facilities has been hinted about for the past two years, and the White House’s pronouncements on Russia seem like Cold War déjà vu.

But accelerating tensions between India and Pakistan, coupled with Washington’s increasing focus on Afghanistan, might just make South Asia the most dangerous place in the world right now, a region where entirely too many people are thinking the unthinkable.

Pakistan in the Middle

At the heart of this crisis is a beleaguered Pakistan, wracked internally by economic crisis and deep political divisions. Islamabad is simultaneously fearful of New Dehli’s burgeoning military power and pressured by Washington’s growing alarm over the deteriorating situation in Kabul.

When the Indian government accused Pakistan’s Inter-Services Intelligence Agency (ISI) of being behind the recent bombing of the Indian embassy in Kabul, it revealed what journalist J. Sri Raman calls a “secret war” between the two nations’ intelligence agencies. The Indians charge the ISI with being behind a string of bombings in Mumbai, Ahmedabad, and Jaipur, while the Pakistanis accuse India’s intelligence agency, the Research and Intelligence Wing (RAW), of encouraging a separatist movement in Baluchistan and undermining Pakistan’s influence in Afghanistan.

The two countries have fought three wars since the 1947 partition, and came perilously close to going nuclear during the Kargil incident in 1999. In the latter flare-up, separatist guerrillas backed by the Pakistani Army attacked Indian troops in Kashmir, leading to a bitter 11-week war.

Elements in both countries have long considered “the unthinkable” — nuclear war — quite thinkable. When Pakistan-sponsored Kashmiri separatists attacked the Indian parliament in December 2001, it set off a round of Armageddon saber-rattling.

Pakistan’s General Mirza Aslam Beg, former Pakistani army chief, said that Pakistan “can make a first strike, and a second strike, or even a third.”

The talk on the Indian side was no less hair-raising. George Fernandes, India’s defense minister at the time, said that “India can survive a nuclear attack, but Pakistan cannot.”

Deal, No Deal

The Bush administration has ratcheted up the tension with its proposed nuclear deal with India. Under the so-called 1-2-3 Agreement, the United States would supply India with nuclear fuel for its civilian program, although India refuses to sign the Nuclear Non-Proliferation Treaty (NPT). The deal would allow India to divert its own meager domestic uranium supplies to its nuclear weapons industry. Although civilian factories in this industry will be open to inspections, the ones that India deems “military” would remain off-limits.

In a July letter to the International Atomic Energy Agency and the 45-member Nuclear Suppliers Group, Pakistan warned that the 1-2-3 Agreement “threatens to increase the chances of a nuclear arms race in the subcontinent.” It would also likely unravel the Nuclear Non-Proliferation Treaty (NPT).

India has a “no first-use” policy. But Pakistan refuses to sign such a pledge, in large part due to the superiority of the Indian military, a superiority that grows day by day. India will import over $30 billion in arms over the next five years, including modern fighter planes, helicopters, tanks, and warships. The Indian air force is currently the world’s fourth largest.

Pakistan simply can’t match those figures. Its economy is smaller, and it has been hard hit by rising fuel and food prices.

Afghan Challenge

Pakistan’s newly elected and deeply divided government is also confronting intense U.S. pressure to halt the cross-border movement of Taliban fighters into Afghanistan.

“The situation on the Afghanistan-Pakistan border presents a clear and present danger to Afghanistan, Pakistan, the West in general, and the United States in particular,” U.S. Central Intelligence Agency Director Michael Hayden told Congress in March.

But Islamabad has been increasingly unwilling to play spear-carrier for the Bush administration’s “war on terror.” Former Pakistani Prime Minister Nawaz Sharif told the Guardian that it is “unacceptable that while giving peace to the world we make our own country into a killing field.”

The United States has sent dozens of armed robots across the Pakistan border to attack Taliban leaders, many times killing civilians in the process. According to Pakistani officials, U.S. helicopter-borne commandos crossed the border on September 3 and killed up to 20 people.
The current Pakistani government was elected on a platform of making peace with the Taliban, and, in any case, attempts by the Pakistani army to occupy the frontier have failed disastrously. That is hardly surprising. As British General Andrew Skeen noted during the colonial period, “When planning a military expedition into Pashtun tribal areas, the first thing you must plan is your retreat.”

Even Washington’s allies recognize that the increasingly strident calls by Washington and the Afghan government to close off infiltration from Pakistan are impossible. “You cannot seal borders,” says British Defense Minister Des Browne. “We could not seal 26 miles of border between the north and south of Ireland with 40,000 troops.” The border between Pakistan and Afghanistan is over 1,000 miles, much of it consisting of formidable mountains.

While the White House and NATO are pushing for a military solution in Afghanistan, a recent study by the RAND Corporation, a think tank associated with the U.S. Navy, found “There is no battlefield solution to terrorism. Military force usually has the opposite effect from what is intended.”

Some in Pakistan’s current government seem to have reached the same conclusion. “We have to talk to the Taliban,” says Asif Ahmed, a member of parliament from the secular Pakistan People’s Party, the largest vote getter in the last election. “There is no peace in Pakistan or Afghanistan without it.”

Many Pakistanis worry that war in the tribal areas could ignite a movement among Pashtuns on both sides of the border for an independent “Pashtunistan.” Pashtuns make up 15%-20% of Pakistan’s 165 million people.

Islamabad also worries about increasing Indian influence among Afghanistan’s non-Pashtun groups, and the possibility that Pakistan could lose its “strategic depth” in the region, a place to fall back to if they are overwhelmed by an Indian conventional attack.

Kashmir Flashpoint

The United States has long tried to rope India into its efforts to offset growing Chinese power in Asia. Washington has stepped up arms sales to New Delhi, increased joint military training, and is willing to help India increase its stockpile of nuclear weapons. But an India powerful enough to help offset China looks very threatening from Islamabad’s point of view.

The most immediate flashpoint is Kashmir, where Indian troops have killed more than two dozen people and injured hundreds. A miscalculation by either side could be disastrous. The flight time for nuclear-armed missiles between the two countries is from three to five minutes.

Every few years the U.S. military conducts “war games” that play out a war between India and Pakistan over Kashmir. Every game ends the same: nuclear war. “It is a scary scenario,” Col. Mike Pasquarett, who runs the games at the U.S. War College, told the Wall Street Journal.

Rather than escalating another war, arming India, and pressuring Pakistan, the United States should be pushing for the de-nuclearization of South Asia, peace talks with the Taliban, and a stand-down in Afghanistan.

Bush secret order to send special forces into Pakistan

A secret order issued by George Bush giving US special forces carte blanche to mount counter-terrorist operations inside Pakistani territory raised fears last night that escalating conflict was spreading from Afghanistan to Pakistan and could ignite a region-wide war.

The unprecedented executive order, signed by Bush in July after an intense internal administration debate, comes amid western concern that the war against the Taliban in Afghanistan and its al-Qaida backers based in “safe havens” in western Pakistan’s tribal belt is being lost.

Following Bush’s decision, US navy Seals commandos, backed by attack helicopters, launched a ground raid into Pakistan last week which the US claimed killed about two dozen insurgents. Pakistani officials condemned the raid as illegal and said most of the dead were civilians. US and Nato commanders are anxious to halt infiltration across the Afghanistan-Pakistan border of insurgents and weapons blamed for casualties among coalition troops. The killing of a US soldier in eastern Afghanistan yesterday brought American losses in 2008 to 112, the deadliest year since the 2001 intervention. The move is regarded as unprecedented in terms of sending troops into a friendly, allied country.

But another American objective is the capture of Osama bin Laden, the al-Qaida leader held responsible for organising the 9/11 attacks. He and his second-in-command, Ayman al-Zawahiri, are thought to be hiding in the tribal areas of north and south Waziristan.

Bush’s decision to extend the war into Pakistan, and his apparent hope of British backing, formed the background to a video conference call with Gordon Brown yesterday. “What’s happening on the border of Pakistan and Afghanistan is something where we need to develop a new strategy,” Brown said before talking to Bush.

Brown said he would discuss the border issue with Pakistan’s new president, Asif Ali Zardari, who visits Britain next week.

Bush’s unusual move in personally calling the prime minister for an Afghan strategy discussion has led to speculation that the US president was trying to line up British support for the new policy, including the possible involvement of British special forces in future cross-border incursions.

Bush’s executive order is certain to cause strains with some Nato allies fearful that a spreading conflict could bring down Pakistan’s weak civilian government and spark a wider war. Last night there were indications of open disagreement.

James Appathurai, a Nato spokesman, said the alliance did not support cross-border attacks or deeper incursions in to Pakistani territory.

“The Nato policy, that is our mandate, ends at the border. There are no ground or air incursions by Nato forces into Pakistani territory,” he said.

Nato has 53,000 troops in Afghanistan, some of which are American. But the US maintains a separate combat force dedicated to battling al-Qaida and counter-terrorism in general. Nato defence ministers are due to discuss Afghanistan in London next week.

Last week’s raid, and a subsequent attack on Monday by a Predator drone firing Hellfire missiles, provoked protests across the board in Pakistan, with only Zardari among leading politicians refusing to publicly condemn it.

Pakistan’s armed forces chief, General Ashfaq Parvez Kayani, said the army would defend the country’s sovereignty “at all costs”. He went on: “No external force is allowed to conduct operations inside Pakistan.”

He denied there was any agreement or understanding to the contrary. His comments were widely interpreted as a warning to Zardari not to submit to the American importunity. But his tough words also raised the prospect of clashes between US and Pakistani forces if American military incursions continue or escalate.

Until now, Washington has regarded Pakistan as a staunch ally in the “war on terror” that was launched in 2001. But the alliance has been weakened by last month’s forced resignation of the army strongman, former general Pervez Musharraf, and his replacement by Zardari, Benazir Bhutto’s widower.

Polls suggest most Pakistanis favour ending all counter-terrorism cooperation with Washington, which is blamed for a rising civilian casualty toll in Afghanistan and in the tribal areas.

Yousaf Raza Gilani, Pakistan’s prime minister, joined the chorus of condemnation yesterday. He reportedly told state media Kayani’s warning that unilateral US actions were undermining the fight against Islamist extremism represented the government’s position.

Admiral Mike Mullen, chairman of the joint chiefs, and Robert Gates, defence secretary, told Congress this week that victory in Afghanistan was by no means certain and the US needed to take the fight to the enemy inside Pakistan.

Mullen called for a “more comprehensive strategy” embracing both sides of the border. “Until we work more closely with the Pakistani government to eliminate the safe havens from which they operate, the enemy will only keep coming,” he said.

US and Pakistani forces have clashed by accident in the past during operations to root out militants, although sections of the Pakistani military and intelligence services are said to harbour deep resentment about perceived American interference.
